On the morning of September 29, in Cao Son commune, Da Bac district, Hoa Binh province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Hoa Binh-Moc Chau expressway (section from Km19+000-Km53+000 in Hoa Binh province).
Also attending were representatives of leaders of central ministries, branches, Hoa Binh and Son La provinces.
The Hoa Binh Provincial Party Committee said that the province was assigned by the Prime Minister to implement the Hoa Binh-Moc Chau Expressway Project (section from Km19+000-Km53+000 in Hoa Binh province).
The project was approved by the People's Committee of Hoa Binh province in Decision No. 3079/QD-UBND dated December 29, 2023 with a length of about 34km; total investment of VND 9,997 billion; starting point at Km19+000 in Da Bac town, Hoa Binh province, ending point at about Km53+000 in Chieng Yen commune, Van Ho district, Son La province; site clearance in the completion phase of 4 lanes with a total area of about 354.37ha; project implementation period from 2022-2028.
Invest in construction of phase 1 with a design speed of 80 km/h, ensuring compliance with planning; roadbed width of 12m; construct Hoa Son bridge with a scale ensuring 4 lanes according to the completion phase.

After a period of active preparation by the investor and the province's professional agencies, along with the help of the people of Da Bac and Mai Chau districts, up to now, according to the investor's report, all preparations for construction have been completed. In particular, through bidding for construction and installation of the project, the state budget has saved about 280 billion VND (equivalent to 15.4% of the bid package price).

Regarding the selection of contractors for construction of the project: the section from Km19+000-Km40+750 (from the beginning of the route to the beginning of Hoa Son bridge): The investor has carried out bidding procedures (inviting bids, closing, opening bids and evaluating bid documents) and approved the results of contractor selection. The section from Km40+750-Km53+000 (including Hoa Son bridge): is expected to start organizing contractor selection from October 2024 (including construction, supervision consultancy and construction insurance).

Regarding compensation, support and resettlement: Up to now, the project has cleared about 8.2km of land from Km24+300-Km32+500 in Cao Son commune, Da Bac district; and has paid compensation to more than 30 households. For the remaining area, the People's Committee of Da Bac and Mai Chau districts has completed the inventory and measurement work and is conducting public posting for approval and payment to affected households.
Currently, the People's Committee of Da Bac district, the investor and affected households in the section from Km24+300-Km32+500 in Cao Son commune, Da Bac district have handed over the site to the investor and construction contractor for about 8.2km.

Hoa Binh province proposed the Prime Minister to soon allow the adjustment of the section from Km0-Km19 of the Hoa Binh-Moc Chau expressway of the Hoa Binh-Hanoi regional linking road project and the Son La expressway (Hoa Binh-Moc Chau) using public investment capital and investment in the construction of a 4-lane expressway. Create favorable conditions for investment capital for the completion phase (upgrading to 4 lanes) of the Hoa Binh-Moc Chau expressway project (section from Km19+000-Km53+000 in Hoa Binh province).
The Hoa Binh-Moc Chau Expressway Project is of great significance for the socio-economic development of the Northwestern provinces in general and Hoa Binh province in particular, creating the premise for completing the CT.03 Expressway (Hanoi-Hoa Binh-Son La-Dien Bien) according to the Road Traffic Network Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister; at the same time, forming inter-regional traffic routes: Son La, the Northwestern provinces-Hanoi, Hoa Binh, Phu Tho, the northern mountainous provinces, thereby promoting the ability to exploit the entire inter-regional traffic network.

On this occasion, Prime Minister Pham Minh Chinh presented gifts to delegates who are Party cell secretaries, village chiefs, village elders, and prestigious people of Da Bac district.
Speaking at the ceremony, the Prime Minister emphasized that this is an important event, marking a milestone for the development of the Northwest region, marking the growth of Hoa Binh province, which was assigned to be the investor of this large project. On behalf of the Government, the Prime Minister sent to the Party Committee, government, and people of all ethnic groups in Hoa Binh province and the localities where the project passes through, comrades, distinguished guests, and all delegates his sincere greetings, warm regards, and best wishes.

The Prime Minister stated that in the past three terms and the coming term, we have identified three strategic breakthroughs, especially breakthroughs in transport infrastructure. Wherever transport infrastructure develops, new development space will be opened up, many urban areas, industrial parks, services, and tourism will be formed, land funds will be exploited effectively, logistics costs will be reduced, and national competitiveness will be enhanced.
In the period 2000-2021, the whole country has invested in and put into operation only 1,163km of expressways. Meanwhile, the Resolution of the 13th National Party Congress sets a target of striving for about 5,000km of expressways nationwide by 2030 (to achieve this target, by 2025 we need to achieve 3,000km and by 2026-2030 we strive to have an additional 2,000km of expressways).
Thus, in the 2021-2030 period, we need to deploy investment and construction of nearly 4 times the number of kilometers of expressways built in the past 20 years. Therefore, we must be determined to do it, "only discuss doing, not retreat", and mobilize resources from the State, localities, and society. Party committees, authorities, and the entire political system must participate in site clearance work. Enterprises and investors must join hands and hearts to implement it.

To realize this goal, over the past time, the Party, State and Government have always paid attention and devoted huge resources with many forms of investment and appropriate policies to mobilize socialization for infrastructure development, focused and key investments and achieved many practical results, notably:
Regarding aviation: the renovation and upgrading of Dien Bien and Phu Bai airports has been inaugurated; Cat Bi airport (Hai Phong), Tan Son Nhat T3 passenger terminal, Noi Bai T2 passenger terminal have been expanded... at the same time, research has been done to expand a series of airports to facilitate people's travel, develop tourism, culture, and connect the country.
In particular, for the Long Thanh International Airport Project, up to now, all the existing problems, difficulties and obstacles have been basically resolved for a long time. After 3 years of construction, the project has taken shape, striving to complete in 2025...
Regarding energy infrastructure: completed the 500kV Circuit 3 Project Quang Trach (Quang Binh) - Pho Noi (Hung Yen) within 6 months, overcoming numerous difficulties and challenges (under normal conditions, it would take at least 3 to 4 years); currently, energy infrastructure is being actively invested in and developed for both traditional and new energy.
Regarding transport infrastructure: from 2021 to present, an additional 858km has been completed and put into operation, bringing the total length of expressways nationwide to 2,021km; construction of about 1,700km is being organized, completing the goal of having 3,000km of expressways nationwide by 2025; at the same time, investment preparation work is being actively carried out to soon start construction of about 1,400km of additional expressways. We are currently inheriting the experience of previous generations, so although the goals of developing transport infrastructure are very large and challenging, we are very confident in implementing them.
The Prime Minister pointed out that key transport projects are located in 48 provinces and cities. Regarding railways, we are renovating the old railway system; in particular, at the 10th Central Conference, there was a high consensus on implementing the North-South high-speed railway project and developing a railway system connecting China. Regarding maritime transport, we are expanding Lach Huyen, Lien Chieu, Cai Mep-Thi Vai ports...; the waterway transport system is being planned and upgraded... This is inspiring and creating development momentum for the Northwestern provinces.

For the Northwest region (including 6 provinces of Lao Cai, Lai Chau, Yen Bai, Dien Bien, Son La, Hoa Binh): The transportation system connecting within the province, between provinces, and between regions is currently very difficult (there is only 1 Hanoi-Lao Cai expressway), travel conditions are still difficult, and logistics costs are still high. This is one of the important reasons why the Northwest region has not developed commensurate with its potential and advantages.
Therefore, the Northwestern provinces must be self-reliant and self-reliant. In addition to the support from the Central Government, they must develop with their own internal strength. Having made efforts, they must make more efforts. Therefore, the Hoa Binh-Son La-Dien Bien expressway needs to be implemented soon.
The implementation of the Hoa Binh-Moc Chau Expressway Project has 6 major meanings: implementing the Party and State's policies and guidelines on 3 strategic breakthroughs, especially developing infrastructure, especially transport infrastructure. Implementing the policy of decentralization, assigning responsibility to localities for infrastructure investment and development in the spirit as stated in the 10th Central Conference: locality decides, locality does, locality takes responsibility; contributing to improving the management and operation capacity of Hoa Binh province to participate in the construction of national key projects. Contributing to creating a new development space for Hoa Binh as well as the Northwest, connecting the Red River Delta and the central coast, thereby reducing logistics costs, reducing transportation costs, increasing competitiveness for goods, creating favorable travel conditions for people.
Promote the economic restructuring of the provinces towards industrialization, modernization, restructuring of livestock and crops, shifting from agricultural production to agricultural economy, participating in the supply chain, improving the value of goods and people's lives; contribute to building a national defense and security zone in the Northwest strategic region, combining national defense and security with socio-economic development; meet the aspirations of the people in the Northwest region, and also a way to show gratitude to those who sacrificed and contributed to the liberation of the Northwest. Therefore, the Prime Minister requested "only discuss action, no retreat", determination must be high, efforts must be great.

The Prime Minister said that the investment preparation process of the Project has received great attention from the Government, the Prime Minister, ministries and branches; thanks to that, the investment procedures have been shortened by about 1 year compared to normal projects; investment has been decentralized to localities as the governing bodies.
Regarding the tasks in the coming time, the Prime Minister requested that it is necessary to learn from the experiences of recent key projects, and that leadership and direction must closely follow; local Party committees and authorities at all levels must actively participate, Party committees lead, authorities organize implementation, together with the Fatherland Front and organizations take care of site clearance, ensuring stability of people's material and spiritual lives with high determination and great efforts, not letting contractors and Project Management Boards "be alone on the construction site"; the entire political system participates with the spirit of "unanimity from top to bottom, smooth communication across the board", "support from the front and the back, one call, all respond".
The Prime Minister requested the entire political system of Hoa Binh province to focus on completing site clearance before November 30, 2024. Do a good job of propaganda and mobilization of people, promote patriotism, sense of responsibility, national pride; create consensus and unanimity so that people voluntarily hand over residential land and production sites, together with the government and construction units to participate in construction of works and projects. Build a vibrant emulation movement, promptly encourage and reward, create an enthusiastic atmosphere of work, compete to achieve achievements, all for the benefit of the nation, the people and for the development of the country.
When people move, the government must care about the lives of people in the new place; encourage on-site resettlement; and ensure that the new place has adequate essential infrastructure.
Regarding specific tasks, the Prime Minister requested Hoa Binh province to create favorable conditions for the Management Board and contractors to implement the project smoothly, do a good job of site clearance; create an open, favorable, public and transparent investment and business environment; quickly resolve administrative procedures and difficulties and problems of investors and enterprises in construction; ensure adequate supply of raw material mines for project construction.
Ministries and sectors need to review and immediately amend legal regulations to remove all difficulties and obstacles, creating favorable conditions for construction. The Prime Minister requested Hoa Binh province to shorten the progress, complete the project before December 31, 2027, along with ensuring quality, technical-aesthetic requirements, and environmental sanitation; along with that, the Prime Minister requested to immediately implement phase 2 of the project to expand from 2 lanes to 4 lanes.
Contractors, consultants and supervisors must be highly determined, work with the spirit of "overcoming the sun and rain", "eating quickly, sleeping quickly", working "3 shifts", "going through holidays and Tet", "not enough work during the day, working at night" so that the project can be completed earlier than planned in the spirit of "having committed to doing it, having done it effectively, having to come to life, bringing happiness and prosperity to the people". Fight corruption and negativity; fight against the buying and selling of contracts for profit.
Proactively and actively implement and ensure standards on progress-quality-aesthetic management; especially standards on highways. Ministries and sectors continue to support Hoa Binh. Son La and Dien Bien provinces build the remaining highway project. The Prime Minister called on the people to continue to promote patriotism, support contractors and investors, share difficulties with the country, continue to complete resettlement, overcome themselves, and rise up to escape difficulties.

The location of the Monument is where the first military training course of the province took place 79 years ago. Going back in history, in February 1945, the Party Central Committee decided to establish the Hoa-Ninh-Thanh war zone, the revolutionary movement in the province had the conditions to develop strongly along with the construction of the war zone. The first military training course of the province was held in Giằng, Sèo hamlets (belonging to the old Tu Lý commune) to build forces and develop the revolutionary movement in the area. The Muong and Tay ethnic people in Da Bac also understood the revolution, tried their best to protect, shelter and protect the class, ensuring the organization was safe and secret.

After learning about the revolutionary situation in the world, the Viet Minh program and regulations, and training courses on guerrilla warfare and weapon manufacturing, the 19 students quickly matured, developed self-defense teams to save the country, and prepared for an uprising to seize power.
The training days increased the prestige of Viet Minh, the reputation spread, making the local leaders tremble, the people excited, believing in the revolution, continuing to build and develop the revolutionary movement, contributing to the victory of the uprising to seize power in August 1945.
The success of the August Revolution liberated people of all ethnic groups from the oppression and exploitation of colonialism, feudalism, and the feudal regime.
