Efforts to construct the Khanh Hoa expressway.

Start construction proactively before the rainy season.

On the afternoon of July 16th, Deputy Minister of Transport Le Anh Tuan personally inspected the entire construction site of component project 1 of the Khanh Hoa - Buon Ma Thuot expressway.

After listening to the investor's report and proposals, the Deputy Minister acknowledged the investor's and contractor's efforts in implementing the project, as well as the coordination and support from the local authorities (Ninh Hoa town, Khanh Hoa province). To date, the project's progress has shown positive developments.

Deputy Minister Le Anh Tuan requested that investors and contractors expedite construction after receiving the land.

Deputy Minister Le Anh Tuan requested the investor, the Khanh Hoa Provincial Project Management Board for Investment and Construction of Transport Works, to closely coordinate with the local authorities, focus on resolving obstacles, and expedite land clearance and resettlement to ensure that people who give up their land for the project will soon have new homes.

The investor needs to coordinate with the government and relevant units to complete the land clearance work for relocating the 220kV, 110kV, and 35kV power lines. This will allow for the relocation of high-voltage and medium-voltage power lines in July, facilitating the contractor's work and ensuring the project's progress.

Mr. Pham Van Hoa, Deputy Director of the Khanh Hoa Provincial Project Management Board for Investment and Construction of Transportation Projects, reported on the project's implementation status to the Deputy Minister.

"The contractor must mobilize manpower and equipment to construct the sections of the route where the land has been handed over by the local authorities. The investor and contractor must have daily and weekly construction plans, especially as the rainy season is approaching," the Deputy Minister said.

Deputy Minister Le Anh Tuan also requested the investor to pay more attention to the source of construction materials for the project. Construction contractors must comply with regulations on environmental hygiene and ensure traffic safety during the transportation of materials for construction.

"The Khanh Hoa - Buon Ma Thuot expressway connects the Central Highlands region with neighboring areas, linking the two provinces of Khanh Hoa and Dak Lak. Therefore, the section passing through Ninh Hoa town (Khanh Hoa) needs to connect transportation with the local industrial zones, seaports, and tourist areas," the Deputy Minister emphasized.

Construction efforts are underway despite difficulties with available land.

In component project 1 of the Khanh Hoa - Buon Ma Thuot expressway project, Reporting to Deputy Minister Le Anh Tuan, Mr. Pham Van Hoa - Deputy Director of the Investment and Construction Project Management Board of Khanh Hoa province - stated that by mid-July, Ninh Hoa town had achieved 74% of its land clearance target.

The land available for contractors to work on is nearly 18km (over 60%). In the 2.8km section obstructed by natural forest, the investor has converted the forest land currently being harvested for timber.

The contractor is constructing the Vân Phong - Nha Trang expressway overpass.

The route includes 6 power systems (220kV, 110kV, medium and low voltage); and 69 water, telecommunications, and lighting systems. Many of these infrastructure systems have had their designs approved by the Project Management Board, and contractors have been selected for implementation in July.

To make way for the project, Ninh Hoa town has relocated residents to the Ha Thanh resettlement area (Ninh Giang ward). To date, the construction progress of this resettlement area has reached 85%. The entire project is expected to be completed in July of this year.

According to Mr. Hoa, taking advantage of the available land and sunny weather, in packages XL01 and XL02, contractors are mobilizing nearly 160 pieces of equipment and 550 engineers and technical workers to accelerate the construction of road foundations, drainage culverts, overpasses, beam casting, site clearing, and construction of service roads...

Despite land acquisition issues, the disbursement of funds has reached approximately 20% so far.

Despite numerous land acquisition issues along sections of the Khanh Hoa - Buon Ma Thuot expressway, the contractor is still making every effort to complete the construction.

Mr. Pham Van Hoa also stated: "Based on the construction progress and the actual situation at the construction site, it is expected that by the end of 2025, component project 1 will be completed and put into operation the section from Km0 - Km 8+500."

From there, it is possible to put into independent operation the connecting section from the Van Phong - Nha Trang expressway to the intersection with National Highway 1, then follow National Highway 26B to move down to the Van Phong port area for goods transportation."

Component 1 of the Khanh Hoa - Buon Ma Thuot expressway project, passing through Khanh Hoa province, is 32km long with a design speed of 100km/h. The starting point is at Km 0+00, the intersection between National Highway 26B and National Highway 1 (in the Nam Van Phong port area, Ninh Hoa town). The end point is at Km 32+00 (in Ninh Tay commune, Ninh Hoa town).

The project has a total investment of over 5,600 billion VND. The implementation period is from 2022 to 2027.
