Efforts to successfully carry out the revolution in the organizational structure of the political system and two-level local government

The conference took place on June 14 and 15, in person at the Ho Chi Minh National Academy of Politics and online to nearly 11,000 locations nationwide, with more than 1.5 million delegates attending.

At the Conference, leaders of Party Committees, leaders of the Central Committee of the Vietnam Fatherland Front, leaders of central ministries and branches introduced and guided cadres of Party committees at all levels, Party organizations and cadres, civil servants and public employees, especially provincial and commune-level cadres and civil servants after the arrangement on professional and technical contents related to Party building and organization, State management, organization and operation of the Vietnam Fatherland Front, socio-political organizations, and new commune-level political organizations.

The conference helped delegates fully understand and grasp policies, regulations, and guidelines in organizing and implementing and resolving difficulties and problems arising in the process of reorganizing the apparatus, so that Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations, and political organizations at the commune level can operate, while simultaneously and synchronously and smoothly operating, ensuring quality, efficiency, effectiveness, and efficiency according to Conclusion No. 167-KL/TW dated June 13, 2025 of the Politburo and the Secretariat.

In his closing speech at the conference, Comrade Pham Minh Chinh, Politburo member and Prime Minister, said that in recent months, the whole country has been carrying out many tasks and making historic decisions, and with its “current foundation, potential, position, and international prestige”, Vietnam is receiving the world’s attention and high appreciation. Thereby, proving the correctness to steadfastly implement.

Believing that the lesson for success is thanks to solidarity, unity, combining national strength with the strength of the times, the strength of the people, under the correct leadership of the Party, Prime Minister Pham Minh Chinh said, we have formed the basic theory of socialism and the path to socialism, based on 3 pillars: Socialist democracy, socialist rule of law state, socialist-oriented market economy. Along with that, ensuring fairness, progress, society and social security. Promoting and effectively exploiting the nation's endogenous resources including people, cultural history and natural resources; taking advantage of external resources including capital, management experience, science, technology... for national development.

Highlighting the achievements in national development, the Prime Minister emphasized that we have maintained independence, sovereignty and territorial integrity, and improved the material and spiritual life of the people. However, the Party and the State are not satisfied with that result and have made breakthroughs and strategies to bring the country into a new period of development. In particular, implementing a "revolution" in the organization of the political system to meet objective laws, renew traditional development and growth drivers, and promote new development and growth drivers. Building, promulgating and implementing 4 "four-pillar" resolutions including: Breakthroughs in science and technology development, innovation, digital transformation; international integration in the new situation; innovation in law making and enforcement; private economic development. Currently, a new strategy for education, training and health development is being built and will be implemented.

“The above achievements and tasks affirm that we have been inheriting, promoting, and creatively applying the vision and actions of the 13th National Party Congress,” the Prime Minister emphasized.

The Prime Minister said that when carrying out a revolution, there are both advantages and disadvantages. Therefore, it is necessary to change thinking, actions, habits, mindsets, and ways of doing things to transform the state from passively receiving and resolving requests to proactively creating and resolving people's requests; implementing decentralization and delegation of power to the grassroots, along with allocating resources, improving implementation capacity, and strengthening supervision and inspection; cadres must be close to the people to grasp the situation, thoughts, aspirations, and resolve people's requests.

The Prime Minister reiterated that the reorganization of the apparatus and the organization of two-level local governments is difficult, so it requires solidarity, unity, and synchronous, simultaneous, comprehensive, and holistic implementation in the spirit of working together, winning together, and developing together.

Emphasizing that “The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, then we only discuss and do, not retreat”, the Prime Minister requested that the implementation of the organization and operation of Party organizations, the government, the Vietnam Fatherland Front, and political organizations at the commune level must closely follow the policies and laws of the Party and the State and absorb and listen to the people's opinions. During the implementation process, if there are any difficulties or problems, they must continue to be resolved, in the spirit of resolving any problems.

With the goal of having the Party, government, Vietnam Fatherland Front, and political organizations at the commune level nationwide operate synchronously by June 30, the Prime Minister requested that Party committees, governments, and media and press agencies continue to focus on propaganda, especially policy communication, to raise understanding, awareness, and action in the whole society on the arrangement of local administrative units; at the same time, inspire and motivate to complete the set goals.

Emphasizing the need for high determination, great efforts, drastic actions, and success, Prime Minister Pham Minh Chinh requested “speed, even faster, bolder, bolder to succeed, succeed, definitely succeed” in the “revolution” in the organizational structure of the political system and two-level local government, contributing to maintaining independence, sovereignty, territorial integrity, political stability, socio-economic development, and bringing an increasingly prosperous and happy life to the people.
