Congress of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term: Strongly and comprehensively developing Vietnamese culture and people in the new era

The 1st Congress of the Party Committee of the Ministry of Culture, Sports and Tourism, term 2025 - 2030, will take place from June 25 to 26, 2025, at the Hanoi Opera House, No. 1 Trang Tien, Hoan Kiem District, Hanoi. The Congress is attended by 250 official delegates, representing nearly 3,000 party members from 58 grassroots party organizations under the Party Committee of the Ministry of Culture, Sports and Tourism.

The Draft Political Report of the Party Congress of the Ministry of Culture, Sports and Tourism for the 2025-2030 term clearly states: After nearly 40 years of innovation, the country's foundation, potential, position and international prestige have been raised. The revolution of streamlining the organizational apparatus, the political system to be efficient, effective and effective; developing science and technology, innovation and digital transformation; promoting international integration; developing the private economy are key driving forces creating new opportunities for the strong development of the country in general, and the fields of culture, information, sports and tourism in particular in the coming period.

Member of the Party Central Committee, Party Secretary, Minister of Culture, Sports and Tourism Nguyen Van Hung chaired the first meeting of the Party Executive Committee of the Ministry of Culture, Sports and Tourism for the 2020-2025 term.

Regarding the ideology and viewpoints on the development of Vietnamese culture and people, in the draft documents prepared for the 14th National Party Congress, our Party mentioned very comprehensively, specifically and deeply: " Building a synchronous Vietnamese culture on the foundation of the national value system: Peace, unity, independence, democracy, wealth, prosperity, civilization, happiness; the Vietnamese cultural value system: Nation, democracy, humanity, science ; the Vietnamese family value system: Progress, civilization, prosperity, happiness and the standards of Vietnamese people: Patriotism, solidarity, self-reliance, loyalty, honesty, responsibility, discipline, creativity".

Thus, the world and domestic contexts are undergoing epochal changes, creating many opportunities, advantages, difficulties and challenges intertwined. At the same time, the requirements of tasks and responsibilities that the Party and the people trust and entrust to the culture, information, sports and tourism sectors are also extremely heavy, requiring the Party in general, cadres and party members in particular to constantly innovate thinking, cultivate modern management and administration skills, take advantage of potentials and advantages, closely follow reality, mobilize all resources to strongly and comprehensively develop Vietnamese culture and people in the new era - the era of national development.

GUIDING VIEWPOINT

The draft report identifies the guiding viewpoints: Building and developing Vietnamese culture and people ensures the overarching goal of the Party, always aiming for comprehensiveness and harmony, in which the human factor holds a central and key position, the team of artists plays an important role. Culture is not a passive result of the economy, not a factor standing outside the process of economic and social development, but is the driving force and resource to promote economic and social development.

Identifying the breakthrough task in state management is to advise and propose the construction and completion of development-creating institutions, resolutely and persistently remove bottlenecks, legal gaps, and unblock and liberate all resources to develop the Ministry's fields.

Building a cultural environment associated with the construction and development of "National value system, Vietnamese cultural value system, Vietnamese family value system and Vietnamese human standards"; improving the level and quality of cultural enjoyment in all regions; consolidating the great national unity bloc, fostering patriotism, self-reliance, self-reliance, and love of peace, thereby arousing the nation's endogenous strength and affirming Vietnam's position in the international arena through culture.

The process of building and developing the Industry needs to be in correlation and close coordination with central and local departments, ministries, branches to ensure effective connection and cooperation, creating a unified ecosystem in perception and action for common political tasks.

Building a clean and strong grassroots Party organization in all aspects; enhancing the comprehensive leadership capacity of Party committees at all levels in conjunction with improving the effectiveness and efficiency of the Ministry's state management in all areas; paying special attention to Party cells, improving the quality of Party cells, focusing on innovating the content and methods of Party cell activities to be more substantial and effective.

GENERAL GOAL

The draft report identifies: Comprehensive and profound awareness of culture in the spirit of the draft documents of the 14th National Congress of the Party; Conclusion No. 156-KL/TW dated May 21, 2025 and the direction of the Politburo and the Secretariat headed by the General Secretary on culture, performing well the advisory role for Party committees and authorities at all levels so that culture must truly be placed on par with economics and politics; arousing endogenous strength to contribute to the strong development of the country in the New Era. Determined to build and perfect the legal system that directly regulates the fields of the Ministry, gradually filling the "legal gap", overcoming "bottlenecks", "bottlenecks", creating the basis for unblocking resources, creating development space.

Chairing the meeting to review the plan for organizing the Party Congress of the Ministry of Culture, Sports and Tourism for the 2025-2030 term, Minister Nguyen Van Hung requested to improve the quality of commenting on the Congress documents.

Building a clean and strong Party organization in all aspects; each Party member is a "cultural ambassador" spreading the spirit of solidarity, cultural traditions, history, humanity, benevolence, patriotism, and the aspiration for peace and freedom of the Vietnamese people to fellow believers and friends around the world.

SOME INDICATORS

1. Complete 100% of the tasks of building and perfecting institutions and legal policies assigned by the National Assembly, Government, and Prime Minister in the annual law-making program.

2. Strive to complete the indicators and targets on cultural, family, sports, tourism, press and publishing development assigned by the National Assembly, Government and Prime Minister in the period 2025-2030.

3. Strive for the number of people who regularly practice physical exercise and sports according to the prescribed criteria to reach over 45% of the population. High-performance sports maintain in the top 3 at the SEA Games and in the top 20 at the ASIAD; in which strive to achieve from 05 to 07 gold medals at the ASIAD, achieve gold medals at the Olympics and Paralympics.

4. Tourism has truly become a key economic sector, contributing over 10% of the country's GDP. Vietnam is an attractive destination, striving to be among the top three countries in tourism development in Southeast Asia and the top 30 countries in tourism competitiveness in the world, with all 14 tourism competitiveness criteria increasing, in line with the requirements of sustainable development.

Strive for tourism development indexes to be higher each year than the previous year; the number of international visitors to Vietnam to increase by an average of 20-25%/year; domestic visitors to increase by 25-30%/year; total revenue from tourism to increase by an average of 10-15%/year.

5. Cultural industries contribute over 7% of the country's GDP.

6. 100% of cadres and party members study, research and thoroughly grasp the Resolution of the 14th National Party Congress, the 1st National Party Congress of the Government and the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term; other directives, conclusions and resolutions of the Central Party Committee and Party Committees at all levels.

7. 100% of Party Committees and affiliated Party cells develop Programs and plans to implement the Resolution of the Party Congress of the Ministry of Culture, Sports and Tourism for the 2025-2030 term, the 1st Government Party Congress and the 14th National Party Congress.

8. 100% of cadres and party members register to study and follow Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and party members in the new period.

9. Strive for 100% of party members to complete their tasks, of which at least 10-15% of party members to complete their tasks excellently; 90% of party committees and party cells to complete their tasks well, of which at least 20% of party committees and party cells to complete their tasks excellently. During the term, at least 250-275 new party members will be admitted, ensuring quality according to the Party Charter.

10. 100% of Party Committees and Party cells conduct self-inspection and supervision; of which at least 20% of Party Committees and Party cells are inspected according to Article 30 of the Party Charter; Party Committees and Party cells conduct thematic supervision every 5-8 months for each Party Committee and Party cell.

Focus on breakthrough solutions to develop tourism comprehensively, quickly and sustainably in the coming time.

Focus on building a truly professional, humane, and modern Vietnamese press and publishing industry.

Persistently and strongly innovate thinking in the field of cultural diplomacy according to the motto from "Meeting and Exchange" to "True Cooperation".

Continue to reorganize the apparatus of the Ministry of Culture, Sports and Tourism "Refined - Lean - Strong - Effective - Efficient - Effective".
