Tighten management and transparency of land information

Dong Nai province is located in the Southern key economic zone, playing an important role in the economic development of the region. Dong Nai's geographical location is very favorable, adjacent to Ho Chi Minh City and has many important traffic routes connecting with other provinces and cities. In the province, there are also many national key projects that have been, are being and will be implemented such as: Long Thanh International Airport Project, Phan Thiet - Dau Giay Expressway, Ben Luc - Long Thanh Expressway, Dau Giay - Lien Khuong Expressway... Therefore, the real estate market is very vibrant; compensation, site clearance, and resettlement land allocation are sometimes overloaded, with certain limitations.

In the past few years, in Dong Nai, there have been a number of violations in land management and use, including cases where the authorities had to transfer the case to the provincial police for investigation and a number of officials and civil servants involved had to face legal trouble for intentionally making mistakes for personal gain, causing loss to the state budget.

The causes of the above shortcomings stem from many factors, including the lack of synchronous planning, lack of transparency in information about projects and land plots; and lax inspection and supervision at many levels, especially at the commune and district levels, leading to officials taking advantage of loopholes for personal gain.

Faced with the above situation, the province needs to continue to implement synchronous and drastic solutions to tighten discipline, ensure publicity, transparency and prevent negativity. First of all, it is necessary to strengthen inspection, examination and handling of violations. Establish special working groups to inspect the use of public land, forest land, resettlement areas and projects with signs of violations.

In the long term, the authorities need to improve the legal system and land use planning. Review and adjust the land use planning until 2030 and the annual land use plan, ensuring that it is close to reality and consistent with the speed of urbanization. At the same time, resolutely withdraw "suspended" projects, slow implementation causing waste of land resources and public frustration. Return land to its intended use; avoid widespread conversion of land use to legalize violations.

To limit negativity, increase investment efficiency, and ensure the rights of the State and people, authorities need to promote the digitization of all land data in the area, build a synchronized digital land map from commune to provincial level. Deploy an electronic one-stop land management system, publicize the process of granting red books, granting resettlement land, and compensation and clearance. Promoting the application of information technology is an urgent direction: transparency, good control, and preventing violations from the root. At the same time, this is also an important preparation step for Dong Nai to become a locality with sustainable, modern, and fair development.
