Temporarily extend the use of non-professional workers in communes until May 31, 2026

According to the official dispatch of the Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model of the Government on guiding a number of contents for non-professional workers at the commune level when implementing the two-level local government model, localities, based on the practical situation and the requirements for performing tasks of the political system at the new commune level, will temporarily arrange to extend the use of non-professional workers at the commune level until before May 31, 2026. If necessary, the People's Committee at the commune level can arrange and assign non-professional workers to the position of non-professional workers in villages and residential groups.

In case the Party Committee and local government in the new commune-level administrative unit do not need to continue to employ non-professional workers at the commune level, they shall implement the settlement of regimes and policies according to the provisions of Decree No. 154/2025/ND-CP of the Government on streamlining the payroll. In case the non-professional worker at the commune level wishes to retire immediately from the implementation of the two-level local government model, he/she shall enjoy the regimes and policies according to the provisions of Decree No. 154/2025/ND-CP. In case the Party Committee and local government at the commune level have the need to employ and the non-professional worker at the old commune level wishes to continue working, the Party Committee and local government shall consider and temporarily arrange him/her to a position to support the work of the political system of the new commune-level administrative unit, including: Party agencies, the Vietnam Fatherland Front and socio-political organizations, local government; or participating in the positions of non-professional workers in villages and residential groups before May 31, 2026 and continue to enjoy allowances, regimes and policies issued by the Provincial People's Council. During this time, if non-professional workers at the commune level quit their jobs, they will enjoy regimes and policies according to the provisions of Decree No. 154/2025/ND-CP.
