13/15 targets achieved and exceeded
Regarding the additional assessment of the results of the implementation of the 2022 socio -economic development plan, Deputy Prime Minister Le Minh Khai said that in 2022, despite the difficult and challenging context, our country achieved many important and comprehensive results and achievements in all fields, achieving and exceeding 13/15 main targets set.
Based on the synthesis and reports of ministries and agencies, the results of the 12-month implementation assessment continued to confirm the above assessment, basically consistent with the content reported by the Government to the National Assembly , including 12 groups of achieved results, 10 limitations and difficulties, subjective and objective causes and 6 lessons learned.
Compared to the report at the fourth session of the 15th National Assembly, with more complete and accurate data and information, the results of the implementation of the 2022 socio-economic development plan after additional assessment have had many more positive changes such as: GDP growth rate in 2022 reached 8.02% over the previous year (reported at about 8%); Average CPI in 2022 increased by 3.15% over the previous year (reported at about 4%); State budget revenue in 2022 reached 1,815.5 trillion VND, 201.4 trillion VND higher than the number reported to the National Assembly; export turnover reached 371.3 billion USD, an increase of about 10.5% over 2021 (reported at 368 billion USD, an increase of about 9.5%); trade surplus reached more than 12.4 billion USD (reported at about 1 billion USD)...
“This reflects the great efforts of the entire political system, all levels, sectors and localities, the drastic, proactive and flexible direction and management of the Government and the Prime Minister, especially in the last months of the year to promptly resolve difficulties and challenges, contributing to the overall results of 2022,” said Deputy Prime Minister Le Minh Khai.
However, 2/12 main targets did not meet the set target (the number reported to the National Assembly was 1 target not met) due to the additional target of the proportion of processing and manufacturing industry in GDP reaching only 24.76% (the number reported to the National Assembly was about 25.7-25.8%), lower than the set target (25.7-25.8%). The reason is that in the fourth quarter of 2022, investment, production and business activities faced increasing difficulties and challenges; prices of gasoline, raw materials and input materials fluctuated strongly; input supply shortages, increased production costs; exports faced many challenges when orders and large, traditional markets were narrowed due to declining demand... Meanwhile, the internal capacity and autonomy of the economy still depend heavily on imported input materials. The above factors have impacted and created great pressure on the growth rate of the processing and manufacturing industry in 2022.
In addition, labor transfer between economic sectors is still slow, not keeping up with economic restructuring; a part of the labor force has to move to new jobs, new professional fields, new economic activities requiring investment of time in studying, researching, and adapting, which has significantly affected the labor productivity of enterprises and the overall labor productivity of the whole country. Renewing the growth model associated with science and technology, innovation as the main driving force to create a breakthrough in labor productivity and growth quality will be the foundation, an urgent requirement for the recovery and development of our country's economy and society in the coming time.
Strive for disbursement in 2023 at least 95%
Regarding the implementation of the 2023 socio-economic development plan, Deputy Prime Minister Le Minh Khai said that the Government has worked with ministries, central and local agencies to resolutely implement key tasks and solutions. The Government also affirmed that the unfavorable and unpredictable developments in the world continue to greatly affect domestic production and business activities, especially industrial production, import and export, investment attraction, etc.
Specifically, economic growth in the first quarter is estimated at 3.32% compared to the same period last year, lower than the scenario (5.6%). Production, business, industrial production, export, investment, FDI attraction... are still facing difficulties. The domestic market still has a lot of room but has not been effectively exploited. Pressure on macroeconomic management is increasing. Production, business, investment face many difficulties, import and export decrease... likely to affect state budget revenue in the second quarter and the whole year, creating pressure on fiscal policy management. The security and order situation in some areas, cyberspace, drug crimes still have potential complex factors...
Regarding the main tasks and solutions in the coming time, Deputy Prime Minister Le Minh Khai said that all levels, sectors and localities must strive to overcome difficulties, overcome limitations and shortcomings, strongly promote growth drivers, mobilize and effectively use all resources, continue to focus on implementing drastically, synchronously and effectively the tasks and solutions set out in all fields; in which, focusing on implementing 10 groups of main tasks and solutions.
Specifically, continue to consistently implement the goal of maintaining macroeconomic stability, controlling inflation, promoting growth, ensuring major balances of the economy. Further promote the work of building and perfecting institutions and improving the effectiveness and efficiency of law enforcement.
Accelerate the disbursement of public investment capital, striving for a disbursement rate of at least 95% in 2023; at the same time, focus on attracting investment capital sources and encouraging investment projects in the form of public-private partnerships (PPP). Speed up the progress of site clearance, construction, and remove difficulties and obstacles related to land, resources, and dumping sites, etc.
Promote economic restructuring associated with growth model innovation, improve productivity, quality, efficiency and competitiveness. Strengthen research, development and application of science and technology, strongly promote the startup ecosystem, innovation, digital transformation, development of digital economy, green economy and circular economy.
Focus on preventing and controlling Covid-19 and other epidemics; improve the capacity of the healthcare system and the quality of medical examination and treatment services; resolutely remove difficulties and completely resolve problems in bidding and purchasing drugs, supplies and medical equipment.
Organize a review of 10 years of implementing Resolution No. 29-NQ/TU of the Central Committee on fundamental and comprehensive innovation in education and training. Continue to research and deploy the digital university education model; organize the high school graduation exam and university and college entrance exam in 2023 seriously, safely and effectively.
Focus on comprehensive and synchronous development of cultural and social fields, ensuring harmonious connection between economic development, culture, society, and environmental protection. Continue to effectively implement the Vietnam Cultural Development Strategy; urgently develop the National Target Program on Cultural Development....
