Proposal to remove difficulties in infrastructure and human resource attraction policies
Reporting to the working delegation, Chairman of the People's Committee of Con Dao Special Zone Phan Trong Hien said that after switching to a 2-level local government model from July 1, the management and operation work in Con Dao Special Zone was basically inherited from the old model, with initiative, no confusion and less impact in the issue of administrative boundary arrangement like other localities. Economic indicators in the first 7 months of 2025 all grew higher than the same period in 2024.
The special administrative service center of the special zone currently has an area of about 195m² with 8 service counters, equipped with an upgraded internal network system, ensuring stable internet connection, serving well the needs of people and businesses. It is expected that 5 more counters will be added to receive non-administrative boundary records according to the direction of the City People's Committee.
In particular, preparations for the 1st Con Dao Special Zone Party Congress, term 2025-2030, are being urgently deployed, scheduled to take place on August 8.
At the meeting, the leaders of Con Dao special zone proposed more than 20 important contents to remove difficulties and promote sustainable development. In particular, it proposed that the City People's Committee consider issuing preferential policies specifically for cadres, civil servants and workers working in the special zone (in addition to general policies), in order to attract and retain human resources. Along with that, it was suggested that the City have a policy to mobilize and increase cadres, civil servants and public employees with high expertise to work in the area within a reasonable time, contributing to improving the quality of the administrative apparatus. At the same time, it proposed a policy to build Con Dao in the direction of "green island, smart island", in line with the orientation of sustainable development.
Secretary of the Con Dao Special Zone Party Committee Le Anh Tu also said that with about 6,000 residents and officers and armed forces working on the island, he proposed that the City pay attention and soon have solutions to invest in building social housing to ensure social security and stabilize people's lives.
Defining the unique identity of Con Dao
Concluding the meeting, comrade Nguyen Van Duoc acknowledged and highly appreciated the results that the Party Committee, government and people of Con Dao had achieved in the first 6 months of the year.
Regarding the operation of the two-level local government model, he highly appreciated the proactive and responsive spirit of the staff in Con Dao. Con Dao Special Zone is considered a locality with synchronous implementation, recognized by the people through the dedication and responsibility of cadres, civil servants and volunteers at the grassroots level.
However, he also pointed out the limitations that need to be overcome, such as the information technology infrastructure and data transmission lines that have not met the requirements. He assigned the Department of Science and Technology to review and advise the City People's Committee to invest in a synchronous transmission system to ensure smooth connection. At the same time, he requested that by August, the investment in software systems and equipment for 38 commune-level public administrative service centers across the city, including Con Dao special zone, must be completed.
Regarding the preparation for the Congress, the Chairman of the Ho Chi Minh City People's Committee requested to supplement and orient the strategy in accordance with the characteristics of the special zone. The Congress is not only an important political event but also an opportunity to position the development vision of Con Dao special zone in the new context.
Regarding development orientation, the Chairman of the Ho Chi Minh City People's Committee requested that Con Dao's "unique identity" be clearly defined to serve as the foundation for building a sustainable socio-economic development strategy. Accordingly, Con Dao needs to be positioned as a green island, a smart island, a livable island, combining eco -tourism , heritage conservation and improving the quality of life for the people.
“Con Dao has fresh air, a clean marine environment, many historical relics and special landscapes. These values, if preserved and promoted properly, will become a strong driving force for development, making Con Dao a top destination,” affirmed comrade Nguyen Van Duoc .
With a new vision, comrade Nguyen Van Duoc proposed that research on the development of Con Dao special zone must go hand in hand with the development of local identity.
The Chairman of the Ho Chi Minh City People's Committee assigned relevant departments and branches to develop a strategy for the development of Con Dao special economic zone until 2030, with a vision to 2050; and adjust the master plan for Con Dao special economic zone based on newly updated data. Accordingly, it is necessary to aim for a green island model, a smart island, a livable island, preserving the marine environment, and environmentally friendly transportation.
At the same time, the City will also consider recommendations on developing infrastructure for seaports, airports, and green transportation systems; at the same time, research specific policies to attract high-quality human resources to work on the island. Along with that, it will continue to pay attention to the needs of electricity, water, waste treatment and improving the capacity of medical examination and treatment for the people.
"The upcoming workload is huge and heavy, but I believe that with the spirit of solidarity, responsibility, and dedication, Con Dao will increasingly develop to its full potential, becoming one of the green, clean, beautiful destinations, a resort paradise," emphasized Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc.
The People's Committee of Con Dao Special Zone said that it is expected that by September 2, the project to supply electricity from the national grid to Con Dao will be technically energized. This is an important step for Con Dao to have a stable power source, serving socio-economic development and national defense and security.
The project to supply electricity from the national grid to Con Dao district, Ba Ria - Vung Tau province (now Con Dao Special Zone, Ho Chi Minh City) was approved by the Prime Minister in Decision 708 dated June 16, 2023 and approved to adjust the investment policy in Decision No. 301 dated April 11, 2024. The project is invested by Vietnam Electricity Group (EVN), with a length of 103.7km and a voltage supply scale of 110 kV.
Of which, 17.5km of overhead line passes through Soc Trang province (now Can Tho city); 77.7km of submarine cable connecting from the mainland to the island; 8.5km of submarine cable in Con Dao Special Zone and expansion of 220kV Vinh Chau transformer station (Can Tho city), construction of new 110/22kV GIS station in Con Dao Special Zone. The project has a total investment of 4,923 billion VND, aiming to be completed and energized in 2025.
Once completed, the project will ensure stable and continuous power supply for Con Dao special zone, creating a premise for economic and tourism development, ensuring national defense and security in the new period.
