Efforts to build "livable rural areas" in Vinh Linh.

Since 2011, Vinh Linh district has been implementing the national target program for building new rural areas. Over the past 13 years, with a spirit of "determination, creativity, and systematic approach," the construction of "livable rural areas" in the locality has achieved significant results, and Vinh Linh district was recognized as meeting the new rural area standards in 2024.

Originally a predominantly agricultural district, 13 years ago, when embarking on the New Rural Development program, Vinh Linh's first priority was to quickly establish a steering and management apparatus at all levels to implement the program. Under the direction of the District People's Committee, the New Rural Development steering committees at all levels proactively developed annual and phased plans; conducted assessments of the current situation and needs for achieving New Rural Development standards; and registered for implementation, ensuring adherence to the planned schedule. In 2012, Vinh Lam commune was one of three communes selected by Quang Tri province as a pilot area to launch the New Rural Development movement. In 2014 and 2015, Vinh Linh district had the first four communes to achieve New Rural Development status: Vinh Lam, Vinh Thuy, Vinh Thach (formerly), and Vinh Lam. This sparked a widespread patriotic emulation movement, "Joining Hands to Build New Rural Areas," which was actively supported by the entire political system and all strata of the people in the district. Over the past 13 years, Vinh Linh district has mobilized over 2,110 billion VND to implement the national target program for building new rural areas. From this capital, the district has invested in many infrastructure projects serving economic, cultural, and social development, and has avoided incurring any outstanding debts in basic construction for the new rural area development program.

By the beginning of 2024, the entire district had 562 inter-commune, village-level, and inter-village roads with a total length of nearly 800 km that had been asphalted, upgraded, and widened; over 25.2 km of inter-commune irrigation canals had been reinforced, reaching a rate of over 75%; 15 out of 15 communes had strengthened their disaster prevention and rescue command boards; annually, over 70% of people in disaster-affected areas received regular education on disaster prevention. 100% of communes had electricity systems. The rate of households using electricity regularly and safely reached over 98%. 100% of houses in all 15 communes were solid or semi-solid structures, with no more temporary or dilapidated houses.

Cultural infrastructure has been invested in and built comprehensively. 15 out of 15 communes have community learning centers and standard sports fields; 114 out of 114 villages have cultural houses and village sports areas, meeting the cultural and spiritual needs of the people.

The school infrastructure is well-built and modern. 37 out of 37 schools in 15 communes have facilities meeting national standards level 1 or higher; notably, 5 schools have facilities meeting level 2. The quality of comprehensive and specialized education is constantly improving; maintaining competitive emulation movements with many educational indicators leading Quang Tri province.

Regarding healthcare, the district has 18 health stations with solid, standardized facilities; basic equipment meets the needs for initial medical examination and treatment for the people. 100% of communes meet the National Criteria for Commune Health in the period up to 2030 according to Decision No. 1300 dated March 9, 2023 of the Ministry of Health. The rate of people participating in health insurance is over 96%. The movement for national solidarity in building a cultured life is given attention. 100% of villages meet cultural standards; 96% of families achieve the status of cultured families.

In addition, Vinh Linh district has always focused on developing traditional production and crafts to create jobs and increase income for the people. By the end of 2023, the percentage of trained workers accounted for over 82.8%; the average per capita income in the entire district reached 59.4 million VND/person/year.

In 2011, the average poverty rate in the entire district was 15.91%, decreasing to 1.99% by the end of 2023. The political system has been strengthened; Party committees and authorities at all levels have proactively carried out their assigned tasks effectively, and the quality of activities of the Fatherland Front and socio-political organizations at all levels has improved, creating conditions to promote socio-economic development in the locality. Political security has been maintained, social order and safety have been ensured, and the people's trust in the Party and the State has been increasingly consolidated and strengthened.

To date, the appearance of Vinh Linh, from rural to urban areas, has clearly improved. Ho Xa - the district town - has taken on the look of a civilized and modern urban center; Cua Tung town is a tourism and service-based coastal economic hub in the eastern region; and Ben Quan town is becoming the socio-economic center of the western part of the district. All 15 communes have achieved the New Rural Area standard.

The tremendous benefits of building new rural areas have culminated in a well-deserved reward for the collective efforts, unity, and consensus between the Party's will and the people's aspirations. Achieving the status of a new rural district is also a highly significant achievement for the Party Committee, government, and people of Vinh Linh in the series of events commemorating the 70th anniversary of the district's founding. These achievements will serve as motivation for Vinh Linh district to continue striving towards building an advanced and model new rural district in the coming years.
