Information at the online conference of the Board of Directors (BOD) of the Social Policy Bank working with the Board of Directors' Representatives at all levels said that by the end of May 2025, the total policy credit capital reached VND 410,857,000 billion, an increase of 9.2% compared to 2024. The total outstanding debt of policy credit programs reached VND 389,388,000 billion, an increase of 5.9% compared to 2024. Credit quality continued to be maintained, the ratio of overdue debt and frozen debt remained at a low level of 0.54% of total outstanding debt.
In particular, some programs have achieved good results such as the job creation loan program, social housing loan, housing for poor households, actively contributing to the efforts to complete the 3 National Target Programs for the period 2021 - 2025 and implementing the Government 's goals on social housing, eliminating temporary houses and dilapidated houses.

In the first 5 months of 2025, social policy credit capital supported investment in production and business, creating jobs for more than 404,000 workers, of which more than 4,500 workers went to work abroad for a limited period and nearly 2,600 people who had completed their prison sentences found jobs; helped nearly 13,400 students in difficult circumstances borrow money to study; built more than 751,000 clean water and sanitation works in rural areas...
To achieve the credit growth target assigned by the Prime Minister in 2025, Ms. Nguyen Thi Hong, Governor of the State Bank and Chairwoman of the Board of Directors of the Vietnam Bank for Social Policies, requested the Executive Board to continue to organize the implementation of key tasks and solutions in the resolutions of the Board of Directors, focusing on capital mobilization to promptly meet the capital needs of policy credit programs, and disburse according to the credit growth plan for 2025 assigned by the Prime Minister.
At the same time, advise the Government, central ministries, branches, local Party committees and authorities at all levels to effectively implement Directive No. 39-CT/TW dated October 30, 2024 of the Central Party Secretariat on improving the effectiveness of social policy credit in the new period; Decision No. 05/QD-TTg dated January 4, 2023 of the Prime Minister on the Development Strategy of the Social Policy Bank to 2030 and Resolution No. 111/2024/QH15 dated January 18, 2024 on a number of specific mechanisms and policies to implement national target programs.
The Governor requested the VBSP to continue to proactively coordinate closely with relevant ministries, branches and agencies in developing and perfecting credit mechanisms and policies and regulations on the organization and operation of the VBSP; proactively review regulations that need to be amended when there are changes in the administrative apparatus, promptly provide comments to policy-presiding agencies to amend and supplement regulations on decentralization of implementation accordingly.
At the conference, Governor Nguyen Thi Hong emphasized that the organizational model and management apparatus of the VBSP is a unique model, different from commercial banks, with the participation of the political system from the central to local levels. Since its establishment, the activities of the VBSP have always received the attention of the members of the Board of Directors, the close leadership and direction of the members of the Board of Directors at the provincial and district levels. As the "extended arm" of the Board of Directors at the local level, in recent times, the members have always accompanied the activities of the VBSP at the grassroots level, contributing to ensuring that policy credit capital reaches the right beneficiaries, the right targets and promotes practical effectiveness.
The Governor said: “2025 is a year of special significance, we are entering a period of acceleration to complete the goals of the Socio-Economic Development Plan for the period 2021 - 2025, along with the "revolution" in the arrangement of the organizational apparatus, arrangement of administrative units and reform and innovation to develop the country. In that context, the role of the Board of Directors and the Board of Representatives of the VBSP at all levels in implementing preferential credit policies for the poor and policy beneficiaries needs to be increasingly affirmed, with responsibility, dedication, closeness to the people, and serving the people best".
The results in the report on the performance of the VBSP at the Conference of the Board of Directors, General Director of the VBSP Duong Quyet Thang further demonstrate the important role of the Board of Directors' Representatives at all levels in the activities of the VBSP. In particular, since the implementation of Directive No. 40-CT/TW and especially since the continued implementation of Directive No. 39-CT/TW until May 31, 2025, the Board of Directors' Representatives at all levels have resolutely directed the VBSP at all levels to advise local Party committees and authorities at all levels to transfer local budget capital entrusted to the VBSP.
As of May 31, 2025, the local budget capital entrusted to the VBSP increased by VND 10,746 billion compared to 2024, bringing the total local budget capital entrusted to the VBSP to VND 61,427 billion.
