Mrs. Phi Thi Oanh's household (Tan Hop village, Quang Tan commune) boldly converted 3 hectares of rice fields to grow guava trees according to VietGAP standards, earning 100 million VND/year. Mrs. Oanh shared: "Growing guava trees according to VietGAP standards, my family uses microbial fertilizers, ensuring the quality of clean guava to consumers, so the income is more stable...".
Mr. Dang Van Giang's household (Trai Dinh village, Dam Ha commune) renovated more than 3.5 hectares of ineffective acidic rice fields and established Truong Giang Agricultural Cooperative to grow passion fruit trees using high technology. Mr. Giang said: "Passion fruit trees are suitable for the climate and soil here, so they grow well, with an expected yield of 50 tons of fruit, earning 800 million - 1 billion VND/year."
Identifying production development as one of the key solutions to help people stabilize their lives and increase their income, the province has mobilized all resources to help people develop production, avoiding the mentality of waiting and relying on others.
In the 2021-2025 period, the province allocated 4,200 billion VND for the Overall Program for Sustainable Socio -Economic Development in Ethnic Minority, Mountainous, Border and Island Areas, associated with the construction of New Rural Areas, Advanced New Rural Areas and Model New Rural Areas. The province also focused on allocating nearly 500 billion VND of entrusted budget capital through the Bank for Social Policies. As of May 2025, the total investment capital in rural areas reached 3,158 billion VND, with 43,609 borrowers; of which central capital was 1,918 billion VND, local budget capital was 1,240 billion VND.
The average income in ethnic minority, mountainous, border and island areas of the province increased from 32.62 million VND/person/year in 2020 to 73.348 million VND/person/year in 2023. By the end of 2023, the province will have no more poor households according to the central poverty standard. The province has proactively raised the poverty standard 1.4 times higher than the central poverty standard in terms of income criteria. In the province, many models and bright spots in agricultural and forestry production have appeared; community and ecological tourism models in ethnic minority areas are contributing to creating momentum for the local economy to increasingly flourish.
In the 2020-2025 term, the province will restructure and develop the agricultural sector towards modernization, improving labor productivity. The growth rate of agriculture, forestry and fishery in the 2021-2025 period is estimated at 3.62%/year. The province completed the National Target Program on New Rural Development in the 2021-2025 period at all three levels of province, district and commune 2 years early. There are 5 districts that meet the criteria and targets of advanced New Rural Development, of which Dam Ha and Tien Yen are the first 2 districts in the country to achieve advanced New Rural Development; Binh Lieu is the first ethnic minority, mountainous and border district in the country to achieve New Rural Development according to the criteria for the 2021-2025 period.
The province focuses on applying science and technology and digital transformation in agriculture and rural areas. At the same time, it improves the operational efficiency of cooperatives; supports start-up businesses in rural areas; improves the quality of vocational training for rural workers...
With the above results, Quang Ninh becomes a bright spot in building new rural areas. with many flexible and creative ways of doing things, the synchronous participation of the political system and the people. On May 27, 2025, Deputy Prime Minister Tran Hong Ha signed Decision No. 1013/QD-TTg, officially recognizing Quang Ninh province as completing the task of building a new rural area in 2024. In the coming period, Quang Ninh aims to become a model province in new rural areas, with an average income in rural areas reaching over 5,000 USD/person by 2025 and from 8,000-10,000 USD/person by 2030.
The results of building the new rural area in the 2020-2025 term have significantly contributed to narrowing the development gap between urban and rural areas. People have truly become creative subjects in building the new rural area; creating a new look and vitality in today's rural areas. The journey will continue, without stopping, to make Quang Ninh countryside increasingly modern and civilized, becoming a solid foundation in the province's rapid and sustainable development process in the new term.
