Proactively prevent and fight against black credit

Along with the drastic participation of the police force in the fight against and handling of crimes related to black credit, all levels, sectors and organizations also need to promote their roles and responsibilities to coordinate to repel this illegal behavior. In particular, each individual needs to proactively equip themselves with knowledge and raise their vigilance against the tricks and enticements of bad guys.

Carrying out the peak period of attacking, suppressing crime, and protecting security for Party congresses at all levels and major national events, the police force of the whole province is increasing patrolling and controlling the area, combined with propaganda and mobilizing people to denounce crimes. Thanks to that, many violations of the law have been detected, prevented, and handled promptly and strictly, contributing to maintaining social order and safety. This includes strengthening coordination in propaganda, mobilizing, and guiding people to proactively prevent and participate in the fight against black credit - an illegal act with new methods and tricks emerging that affect social order and safety.

For example, in Dong Trieu ward, over the past month, the police force has closely worked with the Provincial Social Policy Bank to ensure absolute safety for 3 sessions of preferential loan disbursement for people in the hamlet. Here, propaganda has also been effectively integrated to raise people's vigilance against fraudulent tricks and black credit; and to effectively use policy capital for the right purpose.

In Cua Ong ward, the authorities focused their propaganda efforts on the Cam Thinh Industrial Cluster with a large number of workers and laborers. Especially, they took advantage of the role of the trade union organization and the self-managed security team in the industrial cluster to regularly grasp the ideological situation of workers and laborers, not allowing hot spots to arise.

According to warnings from the authorities, black credit crimes have many complex elements. With sophisticated tricks, these subjects approach and entice people who are having financial difficulties and want to borrow money quickly without having to go through bank loan procedures and processes... Victims fall into traps with attractive conditions such as: Quick procedures, no need to mortgage assets, no need to make loan applications, instant disbursement, no need to prove income, simple implementation methods, just need to operate on the phone... However, when having to bear too high interest rates leading to difficulties in repaying debts on time, borrowers will be pressured by subjects to repay debts by threatening, intimidating health, life or destroying property... causing insecurity and disorder in the area.

Therefore, people need to be vigilant, learn carefully and be cautious in civil transactions, avoid assisting black credit criminals in their activities. When needing to borrow money, they need to go to reputable banks and financial companies to get support with procedures in accordance with regulations to avoid being scammed and taken advantage of by bad guys. When participating in social networks, people should also not provide information, images, personal data to strangers; do not participate in borrowing money through phone applications. When detecting suspicious activities related to black credit arising in their place of residence, people need to notify the nearest police agency to verify and clarify, contributing to ensuring security and order in the area.

The Provincial People's Committee has just issued Document No. 2732/UBND-NC (dated August 8, 2025) on strengthening solutions to prevent and stop crimes and violations of the law related to black credit. In particular, it requires departments, branches and localities to continue to thoroughly grasp and seriously and effectively implement the directions of the Central Government and the province on preventing, stopping and handling black credit activities; strictly handle violations, manifestations of activities or connections, abetting black credit activities in the area; propose to overcome loopholes that subjects take advantage of to commit crimes. At the same time, strengthen propaganda on mass media, focusing on remote areas, ethnic minorities, rural areas, industrial parks; facilitate and support people to access preferential loans according to regulations.

After 20 years of implementation, the movement of the entire people to protect national security in Quang Ninh has increasingly gone into depth, creating positive changes in the awareness of maintaining security and order in each residential group, neighborhood, and residential area. The whole province currently maintains 162 movement models, 4,131 models of self-managed people's groups on national security and order with over 50,600 members. These models not only contribute to detecting and denouncing crimes, but also help prevent social evils and promptly handle conflicts among the people. In particular, many models with good practices such as "Friends helping friends club", "Using social networks safely for students"... have been recognized and highly appreciated by the Ministry of Public Security and Quang Ninh province, becoming bright spots to be replicated nationwide.
