Overview of the Congress

The Association was established under Decision No. 541/QD-BNV dated May 30, 2025, of the Ministry of Interior , as a socio-professional organization operating nationwide, bringing together individuals and organizations operating in the fields of culture, creativity, technology, education, business, investment, etc., with the aim of connecting resources, promoting policies, developing the market and the ecosystem of Vietnam's cultural industry.

The Association operates nationwide, aiming to connect individuals, businesses, experts, regulatory agencies, and investors within the cultural industry ecosystem.

Speaking at the Congress, People's Artist Vuong Duy Bien emphasized: "This is a historical milestone, not only for those working in the field of culture and art but also for the whole society, when culture is placed in its rightful role as a pillar: both as the spiritual foundation of the nation and as an endogenous resource for sustainable socio -economic development."

Currently, there are approximately 70,000 businesses operating in the cultural industry sector nationwide, employing over 3 million workers and contributing about 7% to GDP. Some localities, such as Hanoi and Ho Chi Minh City, have issued resolutions and specific policies to support the development of the industry.

The Capital City Law 2025 also for the first time establishes clear incentives regarding taxes, land, and finance for cultural industry enterprises – opening up great expectations for a breakthrough.

However, this development remains fragmented, disorganized, and lacks a national-level organizing body. That is why the Vietnam Cultural Industry Development Association was established – People's Artist Vuong Duy Bien stated.

People's Artist Vuong Duy Bien also stated: "Vietnam's cultural industry cannot develop if it rests solely on the shoulders of artists. It needs to be supported by creative entrepreneurs, scientists, policymakers, technology experts, skilled managers... and the participation of the community."

The association is a gathering place for everyone – a Vietnamese creative alliance, where art, knowledge, technology, and the market join hands for one goal: to develop the cultural industry into a pillar of the national economy and soft skills.”

The Vietnam Association for the Development of Cultural Industries is positioned as a strategic bridge connecting artists, businesses, experts, government agencies, and investors within the entire cultural industry ecosystem.

46 delegates were elected by the Congress to the first Executive Committee.

The Association's core mission is to maximize the role of culture as a national soft power, while transforming culture into a powerful endogenous resource to promote the sustainable development of the knowledge economy in Vietnam.

With the vision of becoming the national focal organization to promote the professional, creative, integrated, and sustainable development of the cultural industry, the Association establishes core values ​​including: Creativity – Identity – Connection – Market Creation – Sustainable Development.

The association will focus on implementing strategic tasks such as: connecting the industry ecosystem, proposing policies, promoting markets, supporting human resource training, promoting digital transformation, innovation, and international integration in the cultural industry sector.

At the founding congress, the Association officially adopted its operating charter and elected its Executive Board, consisting of 46 members. Simultaneously, the congress also elected key leadership positions for the 2025–2030 term, including: President, Vice President, Inspection Committee, and Secretary General.
