After 33 years since the re-establishment of the province (April 1, 1992 - April 1, 2025), the Ninh Thuan Provincial Party Committee has consistently and correctly applied the Party's guidelines and policies, as well as the State's laws and regulations, to the specific conditions of the province; identifying key tasks and breakthrough solutions to ensure the sustainable development of the local economy and society in each specific stage, in accordance with reality.

After 33 years since the re-establishment of Ninh Thuan province (April 1, 1992 - April 1, 2025), the Provincial Party Committee has consistently and creatively applied the Party's guidelines and policies, as well as the State's laws and regulations, to the specific conditions of the province. It has identified key tasks and breakthrough solutions to ensure the sustainable development of the local economy and society in each specific stage, in accordance with reality. It has promptly issued numerous directives, conclusions, and specialized resolutions to concretize breakthrough tasks and key priorities in each provincial Party congress, providing leadership, guidance, and organization for implementation. It has directed relevant agencies to review, amend, supplement, and issue mechanisms and policies to concretize the Party's guidelines in line with new central regulations and the province's practical situation, achieving many important results in their implementation. Leveraging the opportunities of the Fourth Industrial Revolution to promote innovation, continue to innovate leadership methods, reform administration, digital transformation, apply information technology, improve public governance efficiency, enhance the quality of human resources, increase labor productivity, and improve the province's competitiveness. Effectively exploiting and utilizing resources for rapid and sustainable development; improving the quality of life for the people; ensuring national defense, security, and political and social stability.

Particularly after nearly 5 years of implementing the Resolution of the 14th Provincial Party Congress, term 2020-2025, significant results have been achieved. Socio-economic development has remained stable and experienced considerable growth. From a province with a low socio-economic starting point (budget revenue in 1992 was only over 30 billion VND, by 2024 the province's budget revenue reached nearly 5,000 billion VND). The policy of developing the marine economy has gradually become a driving force for the province's socio-economic development, building Ninh Thuan into one of the leading coastal localities; by the end of 2024, the contribution of the marine economy to the GRDP will reach 42.2%.

During the 2020-2025 term, the province has shifted and significantly increased the structure of industry, tourism, trade, and services, linked with in-depth growth model innovation, promoting innovation, application of science and technology, digital transformation, digital economy, green economy, circular economy, and improving productivity, quality, efficiency, and competitiveness of the economy. The leadership focused on developing five key sectors: energy; tourism; processing and manufacturing industries; high-tech agriculture; construction, real estate business, and urban economy. As a result, in recent years, despite facing many difficulties and objective impacts, the province's GRDP growth rate has consistently been among the highest in the country. Significant achievements have been made in the new rural development program. From a poor, struggling province with low income, it has risen to become a middle-income province. The average GRDP per capita in 2024 will reach VND 98.2 million/person, approaching the national average; the quality of life of the people will be improved.

Along with economic achievements, policies to care for war veterans and social security policies have been increasingly perfected and implemented effectively, especially in remote areas, ethnic minority regions, and for vulnerable groups, thereby strengthening the people's trust in the Party and the government. Political security, order, and social safety have been maintained.

The work of building and rectifying the Party and the political system has been directed with a proactive, thorough, decisive, and comprehensive approach; the campaign to study and follow the thoughts, ethics, and style of President Ho Chi Minh, combined with the implementation of exemplary conduct, has yielded positive results. Party inspection, supervision, and disciplinary enforcement have been implemented synchronously and promptly. Mass mobilization work has received regular and timely leadership and guidance; the content and methods of operation of political and social organizations and mass organizations have been reformed; and the national unity bloc has been consolidated and strengthened. The leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members have been improved. The implementation of major policies on strengthening the building and rectification of the Party and the political system continues. The political system apparatus from the provincial to the grassroots level has been streamlined, operating effectively and efficiently. Innovation, administrative reform, digital transformation, and the application of information technology are promoted. The strength of national unity is consolidated, democracy is promoted, and the people's right to self-governance is ensured. The people's trust in the leadership of the Party and the administration of all levels of government is maintained.

The 33rd anniversary of the re-establishment of the province is an opportunity for us to look back on the process of re-establishment and development of our province; to encourage, inspire, and increase confidence, motivation, excitement, and pride in the achievements that the Party Committee and people of the province have attained; and at the same time, to continue to uphold the heroic tradition, promote the spirit of self-reliance and self-strength, unity within the Party, consensus in society, cultivate resilience, enhance intelligence, and work together to overcome difficulties and challenges, develop comprehensively and synchronously socio-economic development, continue to build a clean and strong Party Committee; maintain national defense and security; and lead Ninh Thuan, along with the country, into a new era.

* Comrade Vu Thi Thuy Trang, Standing Deputy Secretary of the Thuan Bac District Party Committee:

Over the past 33 years since its re-establishment, under the leadership of the Provincial Party Committee, the direction and management of the government at all levels, and the collective efforts and unity of the people, Ninh Thuan has achieved significant accomplishments in all fields. The material and spiritual lives of the people have been increasingly improved, and the rural landscape has changed dramatically with encouraging results in building new rural areas. In particular, Thuan Bac district has made positive progress in the development of industrial zones and the renewable energy sector, contributing significantly to budget revenue and promoting socio-economic development. In addition, many effective production models have been successfully implemented, contributing to a reduction in the average poverty rate of 4-5% per year. These achievements not only provide a solid foundation but also create new momentum for Thuan Bac district in particular, and Ninh Thuan province in general, to continue sustainable development in the coming years. This also clearly demonstrates the correctness of the Party and State's policies and guidelines, while strengthening the people's confidence and enthusiasm in the reform process.

In the joyful atmosphere celebrating the 33rd anniversary of the re-establishment of Ninh Thuan province, the 50th anniversary of the liberation of Ninh Thuan and the liberation of the South, and the reunification of the country, I am even more proud of the province's journey of innovation and development. Compared to the early years after its re-establishment, Ninh Thuan has made remarkable progress in all aspects; growth in the later period has been higher than in the earlier period. With preferential policies to attract investment, along with advantages and potential in the marine economy and renewable energy, our province is attracting many investors and businesses with large-scale projects, especially the nuclear power project currently being implemented... Along with that, social welfare policies have also been effectively implemented, showing the strong development of the province after 33 years of re-establishment.

As a soldier, I deeply cherish the value of independence and freedom that my forefathers and comrades sacrificed their lives to achieve. Upholding the heroic tradition of "Uncle Ho's soldiers," we pledge to continue contributing our strength, setting a leading example in emulation movements, and contributing to maintaining security and order, and promoting socio-economic development. We hope that today's young generation will continue this tradition, uphold the spirit of self-reliance and self-improvement, and contribute their intellect and youthful energy to building a more beautiful and prosperous Ninh Thuan.

* Dr. Phan Cong Kien, Deputy Director of the Nha Ho Institute of Cotton Research and Agricultural Development:

Ninh Thuan has experienced strong development in recent years, with the landscape of the homeland, from cities to rural areas, constantly changing. The lives of the people have improved, both materially and spiritually, especially in ethnic minority areas, which have always received attention from the Party and government at all levels. With unity, determination, and the all-round support of the Party and government at all levels, along with the efforts of each Ninh Thuan citizen, I believe that the homeland will develop even more strongly in the coming years. In particular, important national projects currently being invested in Ninh Thuan will help improve infrastructure, thereby creating conditions for the homeland to achieve double-digit growth in the coming years. This will further improve the lives of the people, ensuring that all children attend school to improve their education and secure stable jobs, and that the younger generation will contribute their talents to building a prosperous homeland and leading the country's development in the new era.

Thanks to the efforts of the entire Party Committee, government, and people, over the 33 years since the province's re-establishment, Ninh Thuan has leveraged its potential and strengths, effectively exploited resources, gradually overcome difficulties and challenges, and achieved significant accomplishments in many fields. Most notably, renewable energy projects, transportation infrastructure connecting trade between regions, and high-tech agricultural production models have been prominent. In addition, many programs and policies have been prioritized by all levels, sectors, and localities to invest in essential infrastructure for villages and communes in ethnic minority areas, contributing to stabilizing the lives of ethnic minorities, developing production, and achieving sustainable poverty reduction. It is hoped that the achievements to date will serve as an important driving force for Party committees and local governments to continue to foster creativity and dynamism in leadership and guidance; formulating appropriate policies and development strategies in the new situation. In addition, attention should be paid to ensuring social welfare programs, with greater focus on the lives of people in disadvantaged areas, ethnic minorities, and mountainous regions within the province, creating a foundation for building and strengthening national unity.
