Ha Tu 5 neighborhood currently has approximately 780 households with over 2,450 residents, divided into 14 residential groups. The area borders several complex regions, often leading to conflicts and disputes among residents. Born in 1982, Ms. Hoang Thi Hai Yen, Deputy Head of the Front Committee and a member of the mediation team in Ha Tu 5 neighborhood, is always regarded as a responsible, exemplary, and deeply involved person. What many people admire about her is not only her enthusiasm but also her innovative and flexible spirit as a young person participating in community work, a field primarily handled by older, retired officials.
With the advantage of being a young, quick-witted female business owner who is close to modern life, Ms. Yen brings a scientific , open, and flexible approach to her work. In each case, she always proactively investigates the cause, listens to opinions from various sides before working with the mediation team members to come up with an appropriate solution. She understands that resolving conflicts in residential areas requires not only logic but also sincerity, understanding, and perseverance.

From 2025 to the present, she has directly participated in successfully mediating 8 cases involving family conflicts, minor disputes in the residential area, and neighborly relations. All cases resulted in positive outcomes after mediation, with all parties agreeing and no prolonged disputes arising.
One typical case that clearly demonstrates the skill of Ms. Ha Tu 5 neighborhood mediation team is the dispute related to land leveling near the Goc Khe cemetery in the neighborhood. This is a sensitive issue, prone to prolonged disputes because it involves land and is located near a cemetery. The initial suspicion and resentment between the parties made finding common ground very difficult.
Faced with this situation, Ms. Yen and her mediation team went directly to the scene, meeting with each household to understand their concerns and aspirations. Without rushing, she patiently analyzed the right and wrong, encouraging all parties to view the issue from a community perspective and with responsibility towards the residential area. After many days of continuous mediation, the matter was resolved amicably, without any further security or public order issues arising.
According to many residents in the neighborhood, what is admirable about Ms. Yen is that despite being busy with her business, she always dedicates time to community work. From neighborhood movements and community group activities to resolving issues arising in the community, she enthusiastically participates with a high sense of responsibility.
She possesses a harmonious blend of youthful energy and practical experience. She is not afraid to learn from older officials, and at the same time, she boldly applies new, more scientific methods in handling work. As a result, many issues in the residential area are resolved quickly and efficiently, while still ensuring a humane and reasonable approach.
In addition to excelling in mediation work, Ms. Hoang Thi Hai Yen actively promotes and encourages the people to implement the Party's guidelines, the State's policies and laws, and participate in local emulation movements.
