At noon on September 23, the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense issued Official Telegram No. 29 to the Chairmen of the People's Committees of Thach Thanh and Vinh Loc districts and towns, ordering a Level III alert on the Buoi River.

The water level of the Buoi River has risen to alarm level III.
At 9:00 AM on September 23, 2024, the water level on the Buoi River at the Kim Tan Hydrological Station was (+11.51m), 0.49m below Warning Level III. According to the flood forecast for the Buoi River issued by the Thanh Hoa Provincial Meteorological and Hydrological Station in document No. CBLU-59/04h15/THOA, dated September 23, 2024, the forecast indicates that the flood water level on the Buoi River will continue to rise in the next 12 hours; the water level at the Kim Tan Hydrological Station is likely to reach Warning Level III (+12.00m) between 7:00 PM and 9:00 PM on September 23, 2024. The Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense issued Warning Level III on the Buoi River at the Kim Tan Hydrological Station, requesting the Chairmen of the People's Committees of the districts to continue patrolling and guarding the dikes according to the warning levels.
Organize inspections, reviews, and prepare to implement plans to ensure the safety of dike structures; especially critical and vulnerable points of dikes and culverts under dikes in the area; prepare materials, equipment, and personnel according to the "four on-the-spot" principle to handle any adverse situations immediately.
Proactively implement evacuation plans to ensure the absolute safety of people living in riverside areas; warn people not to participate in activities such as traveling, collecting firewood, or fishing along or on the river.
Motorized vehicles are prohibited from traveling on dikes (except for dike maintenance vehicles, dike inspection vehicles, vehicles performing national defense and security duties, ambulances, fire trucks, and vehicles involved in dike repair and disaster prevention).
Maintain a strict 24/7 duty roster, closely monitoring the developments of rain and floods to be ready to handle situations from the very beginning; promptly inform and report to the Standing Office of the Provincial Disaster Prevention and Control Command and the Standing Office of the Provincial Civil Defense, Disaster Response and Search and Rescue Command.
