Mrs. Chu Nhu Pa's family (Lo Na village, Thu Lum commune) received support to build a new house, to settle down and develop the economy .
Thu Lum commune has 1,129 households, mainly ethnic groups: Ha Nhi, La Hu. This is a highland border commune, with high mountainous terrain and difficult transportation. Previously, many households had to live in temporary, degraded houses, affecting their daily lives. People were worried and insecure in their daily lives, making it difficult to achieve the commune's economic and social security goals.
Integrating resources from the central and provincial support, the Party Committee and the Thu Lum commune government implemented the elimination of temporary and dilapidated houses in association with the goal of sustainable poverty reduction. Conducting a review, grasping the situation, classifying the level of difficulty and developing a specific support plan; publicizing the list of households in need of building new or repairing houses, avoiding duplication, ensuring fairness and transparency in funding allocation. In 2025, the commune will have 188 poor, near-poor households and policy families receiving housing support under the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas; the Program for Eliminating Temporary and Dilapidated Houses according to the Prime Minister 's Official Dispatch 102, with a total budget of more than 10.1 billion VND.
During the implementation process, ensuring the acceleration of progress and the "3 hard" housing criteria, the commune mobilized the cooperation of the entire political system, the police force, border guards, cadres, party members and people to contribute efforts and money to help families reduce construction costs. This not only helps the new house to be more spacious but also strengthens community solidarity, spreading the spirit of "The healthy leaves cover the torn leaves". Since the beginning of the year, the commune has started to build 151 new houses and repaired 37 houses. Many households have also contributed and borrowed more from relatives and with the help of the community to build solid houses, with larger living space, adding motivation to change production thinking and increase income.
It is known that households invest in building solid foundations; arranging housing space scientifically , suitable for living conditions and local climate. Commune leaders regularly check the progress and quality of housing construction. Coordinate with villages to organize community supervision, grasp the thoughts and aspirations of people to promptly remove difficulties during the implementation process.
Mr. Ly Chuy Hu - Vice Chairman of the Commune People's Committee said: "With important support resources from the State, the authorities from the commune to the village have joined in, the people have responded with consensus, poor households, near-poor households, and policy families will soon be able to live in new, sturdy houses. This is a very important source of spiritual encouragement for people to feel secure in settling down and focus on economic development. In the coming time, the commune will continue to review and combine resources to ensure that no more households have to live in temporary or dilapidated houses."
If in the past, they still relied on the State's livelihood support, now poor and near-poor households in Thu Lum commune proactively rise up through investing in raising large livestock in the direction of goods; changing the method of rice and vegetable production; expanding the area of material crops; processing lemongrass essential oil, bringing stable income.
Mrs. Chu Nhu Pa (Lo Na village) emotionally said: “I used to live in a dilapidated house, always in a state of anxiety. With financial support from the State, my family decided to borrow more money from relatives to build a new, spacious and solid house. The house has been completed and we have moved in. My husband and I will focus on taking care of the buffalo, pigs and the rice crop to have a higher income.
To spread the spirit of humanity and the humane meaning of the emulation movement to eliminate temporary and dilapidated houses, Thu Lum commune directed associations and organizations to step up propaganda and mobilization work. From direct meetings, organizing conferences to community activities organized regularly, emphasizing the motto: settling down to make a living and the value of a solid house in social security work. Along with that, the commune also included the results of the movement to eliminate temporary and dilapidated houses in the year-end evaluation criteria, creating motivation for emulation in the whole commune. Thanks to that, union members, association members, and people clearly understood, agreed, and voluntarily spread the spirit of mutual support during the implementation process.
Thu Lum commune’s Party Committee and authorities also focus on stabilizing people’s livelihoods. Associations and credit unions work with banks to implement preferential loan programs for production investment; provide guidance on cultivation and livestock techniques, and disease prevention to improve productivity, quality of agricultural products, and increase income. Propaganda and mobilization of people to raise awareness of environmental sanitation and build a new lifestyle. Currently, the average income per capita of the commune is about 34 million VND.
