Nguyen Thi Hong Trang, Provincial Party Committee member and Deputy Head of the Standing Committee of the Provincial Party Committee's Propaganda and Mass Mobilization Department, shared: “The three strategic breakthroughs – institutions, human resources, and infrastructure – are very important for Dong Nai , especially in terms of institutions. Institutions are the ‘bottleneck of bottlenecks,’ so once these are removed, the province's resources will be mobilized to the maximum, creating a breakthrough in the province's development.”

Immediately after the 14th National Congress, with the approval of the Politburo , Dong Nai province promptly implemented a breakthrough in institutional reform by developing a proposal to submit to the National Assembly for the establishment of Dong Nai City and specific mechanisms to serve its development. This policy, once approved, will be a historical turning point, especially after the merger of Binh Phuoc and Dong Nai provinces, where the province's area, population, and economy are among the top in the country.
Thanks to a practical and responsive institutional framework, many infrastructure projects such as Long Thanh International Airport, the Bien Hoa - Vung Tau Expressway Project, and the Ho Chi Minh City Ring Road 3 Project have been accelerated. The Ho Chi Minh City - Long Thanh - Dau Giay Expressway Expansion Project is being constructed under an emergency mechanism. In early 2025, Dong Nai and Ho Chi Minh City will begin construction on three cable-stayed bridges: Cat Lai, Long Hung, and Phu My 2, under a special mechanism to reduce traffic congestion and connect with Long Thanh Airport.
After years of advising Dong Nai on mechanisms and policies, we have never seen such a great opportunity for breakthrough development as the present one. Besides institutions, human resources, and infrastructure, the crucial factor is the political will coupled with action from the provincial leadership. When major policies are considered by the Politburo, this will be a "golden opportunity" for Dong Nai to take off into a new era.

According to Nguyen Kim Long, Standing Committee Member of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, following the directive of General Secretary To Lam regarding the Long Thanh Airport Project (November 2025), the Government has agreed to assign the Dong Nai Provincial People's Committee as the investor for the Project to Extend Metro Line 1 Ben Thanh - Suoi Tien from Ho Chi Minh City to the new administrative center of Dong Nai province, connecting to Long Thanh Airport. Ho Chi Minh City will implement the metro line from Thu Thiem to Long Thanh Airport. Both projects will be urgently constructed, minimizing time and procedures.
Comrade Nguyen Kim Long stated: Following the directives of the Central Committee member and Provincial Party Secretary, a delegation led by the Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Van Ut, and the Deputy Provincial Party Secretary, Vo Tan Duc, is currently studying railway development experiences in China. In the near future, the province will continue to send delegations to Japan and other advanced countries. The province will purchase modern urban railway technology, realizing the General Secretary's directive to shorten travel time from Long Thanh Airport to the center of Ho Chi Minh City.

After more than a year of renewed leadership and direction in socio-economic development, national defense and security, and Party building, Dong Nai province has achieved many important results. The province has resolved many outstanding projects such as: legal obstacles in the Aqua City urban area, land clearance for the conversion of the Bien Hoa 1 Industrial Park, and land clearance for the Bien Hoa - Vung Tau Expressway component project passing through Dong Nai.
Dong Nai is determined to join the rest of the country in celebrating the 100th anniversary of the founding of the Party (2030) and the 100th anniversary of the founding of the nation (2045). The province aims to become one of the leading modern and prosperous localities in the country through decisive action, creating synchronous infrastructure and a transparent mechanism to maximize the mobilization of resources, especially the business community.
Dong Nai province is urgently completing the Long Thanh Free Trade Zone (FTZ) project, covering over 8,200 hectares with an estimated total investment of approximately US$16 billion. Located adjacent to Long Thanh Airport and Phuoc An Port, this complex comprises four main functions: high-tech manufacturing, logistics, commercial services, and innovation, thereby creating new growth drivers for the southern region.
Recently, Dong Nai province approved adjustments to its provincial planning for the period 2021-2030, with a vision to 2050; and approved the planning task for a 1/2,000 scale zoning plan for a concentrated digital technology zone in An Phuoc and An Binh communes. On March 16th, the Provincial People's Committee approved component projects 1 and 2 of the Ho Chi Minh City Ring Road 4 Project (total length nearly 160km, with over 46km passing through Dong Nai), aiming for commencement by the end of June 2026.
Regarding breakthroughs in human resources, Provincial Party Committee member and Director of the Department of Education and Training, Truong Thi Kim Hue, stated: The province has reorganized the network of educational and vocational training institutions to be streamlined and efficient. The Department is advising the Provincial People's Committee to submit to the Provincial People's Council a policy to attract high-quality human resources for Dong Nai University. The province has allocated the former administrative center headquarters in Binh Phuoc ward to open a second campus. Universities and colleges in the area are also urgently innovating their training programs in line with the province's trends.
According to the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Van Ut, concretizing the Resolution of the 14th Party Congress requires the province to proactively change its mindset and emphasize individual responsibility in regional economic planning and management. First and foremost, it must proactively anticipate and compete to attract green investment and modern technology. The province will continuously review and improve its business environment and enhance its core competitiveness. With practical solutions, the locality has sufficient grounds to achieve its strategic goals and contribute to the country's double-digit growth.
