Speaking at the second session of the 10th term Ho Chi Minh City People's Council on the morning of July 24, Party Central Committee member and Standing Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi acknowledged that the session took place at a time marking a historic turning point for the nation. This is also a session to review, comment on and resolve important issues, creating conditions and motivation for Ho Chi Minh City to continue accelerating sustainable development, contributing to the implementation of the tasks of 2025 and the goals of the entire term.
"From July 1, the whole country entered a new phase, implementing the two-level local government model simultaneously in 34 provinces and cities. This is a historic step of strategic significance, marking a new stage of development, arranging a streamlined, strong, efficient and effective political organization, towards a modern administration, close to the people, serving the people better," said Mr. Nguyen Thanh Nghi.

The Standing Deputy Secretary of the Ho Chi Minh City Party Committee said that after the reorganization, the city will have a larger space, forming a nuclear megacity, a national growth engine with global influence and competitiveness. Therefore, the position and role of the city are increasingly important, requiring pioneering, proactiveness, and leadership in institutional reform, organizational apparatus, and improving local governance capacity and competitiveness.
The leaders of the Ho Chi Minh City Party Committee assessed that after more than 3 weeks, the activities of 168 communes, wards and special economic zones have basically been smooth, stable, meeting the requirements, goals and progress set out. Officials, civil servants and public employees have caught up with the work with higher goals, greater responsibilities, serving the people, resolving documents for people and businesses quickly, promptly and without interruption.

"The Standing Committee of the City Party Committee acknowledges and highly appreciates the responsibility of all levels, sectors, agencies, organizations and individuals in operating the two-level local government. The city thanks the high consensus of voters, people and the business community so that the organization of the new model ensures the right quality, progress and efficiency, ready for the city to develop and grow together with the whole country," said the Standing Deputy Secretary of the Ho Chi Minh City Party Committee.
Regarding the key tasks in the coming time, the Standing Deputy Secretary of the Ho Chi Minh City Party Committee hopes that the People's Council and delegates will continue to pay attention to the implementation of the two-level local government model. In particular, technology infrastructure, digital infrastructure, data centers, and management systems from the city to wards, communes, and special zones need to be focused on.
In addition, the city needs to focus on developing seaport infrastructure, transport infrastructure, urban infrastructure, and infrastructure development in Con Dao special zone. Issues of flood prevention, drainage, environmental protection, culture, education , and health care need to be focused on to improve the quality of people's lives.

The leaders of the City Party Committee also noted the need to accelerate the relocation of houses on and along canals and ditches, and focus on investing in the International Financial Center in the Thu Thiem New Urban Area. This is one of the new driving forces to accelerate and develop Ho Chi Minh City.
Mr. Nguyen Thanh Nghi also emphasized the upgrading and expansion of logistics centers, promoting the strengths and role of Cai Mep - Thi Vai Port, building and developing Can Gio International Transit Port to become a gateway connecting the city with the region and the world.
"The city needs to continue restructuring the economy towards prioritizing high-tech industry, high-tech agriculture, and high-quality services. The city needs to focus on implementing Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution 68 on private economic development," Mr. Nguyen Thanh Nghi directed.
