Mr. Nguyen Van Duoc has been appointed Deputy Secretary of the Ho Chi Minh City Party Committee.

Kinhtedothi – On the afternoon of February 19th, the Ho Chi Minh City Party Committee held a conference to announce and present the personnel decision appointing Mr. Nguyen Van Duoc, a member of the Central Committee of the Communist Party of Vietnam and Secretary of the Long An Provincial Party Committee, as Deputy Secretary of the Ho Chi Minh City Party Committee.


In accordance with Decision No. 1918-QDNS/TW dated February 14, 2025, of the Politburo , the Standing Committee of the Ho Chi Minh City Party Committee organized a conference on the afternoon of February 19 to announce and present the Politburo's decision on personnel matters.

The conference was chaired by Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Central Committee member and Standing Committee member of the National Assembly, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai; Central Committee member and Permanent Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Thanh Nghi; Deputy Secretary of the Ho Chi Minh City Party Committee and Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le; and Deputy Secretary of the Ho Chi Minh City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc.

According to the decision, Mr. Nguyen Van Duoc - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council of Long An Province - has been relieved of his duties as Secretary of the Long An Provincial Party Committee for the 2020-2025 term by the Politburo; he has been transferred and appointed to the Executive Committee and Standing Committee and to hold the position of Deputy Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term.

Mr. Nguyen Van Duoc was born on April 3, 1968, is of Kinh ethnicity, and hails from Luong Hoa commune, Ben Luc district, Long An province. He holds a Master's degree in Geology and a Bachelor's degree in Geology; his political theory qualifications are at the advanced level.

From March 1993, Mr. Duoc worked at the Land Management Board of Long An province, now the Department of Natural Resources and Environment of Long An province. On May 9, 2000, Mr. Nguyen Van Duoc joined the Party.

In July 2006, he served as Director of the Land Use Rights Registration Office of Long An province until February 2007, when he became Head of the Department of Natural Resources and Environment of Thanh Hoa district, Long An province. From July 2009 to May 2010, he served as Deputy Director of the Department of Natural Resources and Environment of Long An province, and from May 2010 to October 2010, he served as Director of the Department; in November 2010, he became a Provincial Party Committee member and Director of the Department of Natural Resources and Environment of the province until March 2013.

From April 2013 to December 2015, Mr. Nguyen Van Duoc was a Provincial Party Committee member and Secretary of the Tan Thanh District Party Committee, Long An province. From January 2016 to April 2019, he was a member of the Standing Committee of the 9th Provincial Party Committee, Vice Chairman of the 8th Provincial People's Committee (2011-2016), and Vice Chairman of the 9th Provincial People's Committee (2016-2021).

From April 2019 to October 2020, Mr. Nguyen Van Duoc served as the Standing Deputy Secretary of the Long An Provincial Party Committee, 10th term (2015-2020). On October 14, 2020, at the 11th Congress of the Long An Provincial Party Committee, he was elected Secretary of the Long An Provincial Party Committee, 11th term (2020-2025), and Chairman of the Long An Provincial People's Council, 2016-2021 term.

In January 2021, at the 13th National Congress of the Party, Mr. Nguyen Van Duoc was elected a member of the 13th Central Committee of the Party (term 2021-2026).

* Earlier, on the afternoon of February 18th, at an extraordinary session of the 15th National Assembly, Mr. Phan Van Mai - Member of the Central Committee of the Party, Chairman of the People's Committee of Ho Chi Minh City - was elected to the position of Member of the Standing Committee of the National Assembly, Chairman of the Economic and Financial Committee of the National Assembly.

Mr. Phan Van Mai (born in 1973, from Thanh Phu Dong commune, Giong Trom district, Ben Tre province) holds a Master's degree in Economic Management, a Bachelor's degree in Business Administration, and a Bachelor's degree in English; he also has advanced political theory qualifications. He is a member of the Central Committee of the Communist Party of Vietnam, 12th and 13th terms; and a member of the National Assembly, 15th term.

Prior to being elected as a member of the Standing Committee of the National Assembly and Chairman of the National Assembly's Economic and Financial Committee, Mr. Phan Van Mai was the Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Ho Chi Minh City, and Head of the Ho Chi Minh City delegation to the 15th National Assembly.

From August 2008, Mr. Mai served as Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union in charge of the South, then as Permanent Secretary of the Central Committee of the Youth Union; Member of the Central Committee of the Vietnam Fatherland Front, and Deputy Secretary of the Party Committee of the Central Committee of the Youth Union. From April 2014 to October 2015, he was Deputy Secretary of the Ben Tre Provincial Party Committee; subsequently, he held the position of Permanent Deputy Secretary of the Ben Tre Provincial Party Committee from November 2015 to December 2015.

On January 26, 2016, at the 12th National Congress of the Party, Mr. Phan Van Mai was elected a member of the Central Committee of the Party, while still holding the position of Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Ben Tre province from January 2019 to July 2019.

On July 12, 2019, the Ben Tre Provincial Party Committee Executive Board meeting elected Mr. Phan Van Mai as Secretary of the Ben Tre Provincial Party Committee for the 2015-2020 term.

In January 2021, at the 13th National Congress of the Party, Mr. Phan Van Mai was re-elected as a member of the Central Committee of the Party.

From June 1, 2021 to December 2023, the Politburo assigned and appointed Mr. Phan Van Mai to participate in the Executive Committee, Standing Committee, and hold the position of Permanent Deputy Secretary of the Ho Chi Minh City Party Committee, 11th term (2020-2025).

On August 24, 2021, at the second session of the 10th term of the Ho Chi Minh City People's Council (2021-2026), Mr. Phan Van Mai was elected Chairman of the Ho Chi Minh City People's Committee, replacing Mr. Nguyen Thanh Phong. Then, on the afternoon of February 18, 2025, at the 9th extraordinary session of the National Assembly, Mr. Phan Van Mai was elected a member of the Standing Committee of the National Assembly and Chairman of the Economic and Financial Committee of the 15th National Assembly.
