Associate Professor Dr. Pham Xuan Anh's predecessor is Associate Professor Dr. Nguyen Dinh Thi.
Associate Professor, Dr. Pham Xuan Anh, born in 1972. He is a former student of the University of Civil Engineering (now Hanoi University of Civil Engineering). He has worked for nearly 30 years at this school. Before becoming the new Chairman of the Council of Hanoi University of Civil Engineering, Associate Professor Pham Xuan Anh was Vice Principal, in charge of undergraduate and postgraduate training; In charge of the following units: Department of Training Management, Department of Communications & Admissions, Library, Department of Examination andEducation Quality Assurance, Department of High-Quality Engineer Training.

Speaking at the ceremony announcing the Decision of the Ministry of Education and Training to recognize the Chairman of the University Council of Hanoi National University of Civil Engineering for the 2024-2029 term, Associate Professor Dr. Hoang Minh Son, Deputy Minister of Education and Training, affirmed that this is one of the first educational institutions to establish a university council, now in its third term. It can be said that this demonstrates the pioneering spirit and innovative governance to develop higher education institutions.
According to Deputy Minister Hoang Minh Son, human resource development as well as science and technology have always been identified as the top national policy of Vietnam. Hanoi University of Civil Engineering is a training institution that is always at the forefront of teaching and research in the field of Construction, related to infrastructure development and technology transfer research. This is one of the three strategic breakthroughs of the country, an urgent task, creating a foundation for a breakthrough in the era of national development.
Higher education institutions play a particularly important role in socio-economic development, being the center of innovation, science and technology associated with the development of high-quality human resources for the country.
At the same time, the Deputy Minister also expressed his confidence that the collective leadership of the Board of Directors and members of the University Council of Hanoi National University of Civil Engineering will continue to strengthen solidarity, promote the strength of solidarity with the school's staff and civil servants in the coming time to well perform the assigned tasks, in order to perfect and build the right decisions from reviewing and adjusting the long-term development strategy to immediate plans and urgent tasks.
Deputy Minister Hoang Minh Son mentioned an important factor that the entire political system of the country is taking part in: streamlining the apparatus. Universities must streamline and enhance their responsibilities, and perform their tasks effectively. The university council must always uphold its role and responsibility, and perform its tasks well according to the provisions of the Law.
"The school council must become the support of the principal and the board of directors; the "General Staff" always standing behind to support and supervise implementation. The principal is like "a general going into battle, he can rest assured that all policies proposed will be supported by the school council; criticize and build to have decisions to develop the school...", Deputy Minister Hoang Minh Son said.
In his new position, the new Chairman of the University Council of Hanoi University of Civil Engineering, Associate Professor Pham Xuan Anh shared his wish with the leadership and the University Council to focus on implementing tasks so that the university can continue to develop, worthy of becoming a key university in the field of Construction - Architecture, a leading training and scientific research center, prestigious in the university system in our country.
The Hanoi University of Civil Engineering's School Council for the 2024-2029 term consists of 21 members, including: the Principal, Vice Principals, Secretary of the School Party Committee, Chairman of the School Trade Union, representatives of the Executive Committee of the Ho Chi Minh Communist Youth Union who are full-time students of the school; representatives of lecturers and researchers of a number of faculties and institutes; representatives of the Ministry of Education and Training and a number of external members working in the fields of education, construction, science, technology, production and business related to the functions and tasks of the school.
