Also attending the conference were Party Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Secretary of Tra Vinh Provincial Party Committee Ngo Chi Cuong; leaders and former leaders of central ministries, departments, agencies, Tra Vinh province and some localities in the Mekong Delta.
With Decision No. 1142/QD-TTg dated October 2, 2023 of the Prime Minister approving the Tra Vinh Provincial Planning, Tra Vinh is the 14th province in the country, the 3rd in the Mekong Delta region to have its provincial planning approved.
The general goal by 2030 is that Tra Vinh will be a province with medium-high development, in the top group of the Mekong Delta region, with synchronous transport infrastructure, connecting the Mekong Delta region and the whole country; with a developed marine economy, adapting to climate change; cultural values of ethnic groups are preserved and promoted; people have a prosperous and happy life.
By 2050, Tra Vinh will be a highly developed province in the region, with a modern marine economic center and a clean energy center in the region, adapting to climate change; a synchronous socio-economic infrastructure system, effectively connecting with the region and the whole country. A civilized and modern society; national defense and security are guaranteed; people have a prosperous, civilized and happy life.
According to the Plan, in terms of industry, Tra Vinh will develop rapidly and sustainably in a modern direction, applying new technology, being environmentally friendly associated with the advantages of the marine economy, with the main industries being energy, agricultural and aquatic product processing.
The province develops rapidly and diversifies service types in a modern, high-quality direction; focuses on developing a number of advantageous service sectors, promoting growth and restructuring the sector; especially trade, tourism, seaport services and logistics.
Tra Vinh develops the agricultural sector including aquaculture, cultivation, and livestock in a modern, sustainable, circular direction, with concentrated, large-scale commodity production according to the value chain, efficiency, and high competitiveness based on the application of science and technology and adaptation to climate change.
The province will also develop Dinh An Economic Zone into a dynamic economic zone of the province and the Mekong Delta region with a multi-sector and multi-field nature.

Tra Vinh province planning will create new development space
Speaking at the conference, Prime Minister Pham Minh Chinh assessed that this is a very important event for the implementation of the Provincial Planning, mobilizing resources, attracting investment, promoting socio-economic development of Tra Vinh province in the coming time; continuing to concretize the guidelines, policies and strategies of the Party and State on the development of the Mekong Delta region in general and Tra Vinh province in particular, most recently Resolution 13-NQ/TW of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Mekong Delta region until 2030, with a vision to 2045.
The conference is also a good opportunity for investors and businesses to learn and grasp the thinking, vision, new development space, potentials, strengths, and specific opportunities of Tra Vinh; at the same time, leaders of central ministries and branches have opinions and suggestions on development orientations, solutions to promote cooperation, and increase investment attraction in the area.
Emphasizing some more contents, taking time to analyze the potential and strengths of Tra Vinh province, the Prime Minister said that, first of all, it is necessary to affirm that Vietnam has a stable and increasingly developing economic, political and social foundation, is an attractive destination for investors, and international integration is promoted, which are very favorable general conditions for localities, including Tra Vinh province, located in a very dynamic development region.
For its part, Tra Vinh has a strategic position in terms of economy, defense, and security, is an important sea route of the Mekong Delta region, is a key province in the marine economy, and has many potentials and strengths in socio-economic development.
Specifically, Tra Vinh has fertile land (agricultural land accounts for 62% of the natural area), diverse ecological zones (fresh water, brackish water, saltwater), and great potential for high-value agricultural and aquatic products. The province also has full facilities to become an energy center with huge resources of renewable energy (wind power, solar power); has the Coastal Power Center (4,900 MW).

The province has favorable conditions for developing eco-tourism, culture, and history based on unique natural conditions, multi-ethnic culture (Kinh, Khmer, Chinese), many scenic spots and historical relics, and festivals. Tra Vinh has an abundant source of young labor (population of nearly 1.1 million people, 43/63 nationwide); Tra Vinh people are humane, righteous, courageous, simple, and open-minded.
The Party Committee, government and people of Tra Vinh province have shown great determination, clearly defined development strategies and issued many specific programs, plans and projects. The province is interested in perfecting institutions, reforming administration, improving investment and business environment (in 2022, the Provincial Competitiveness Index ranked 26/63).
In particular, the announced Tra Vinh Provincial Planning is of special importance, creating new development space, promoting sustainable and effective development of industries and fields; helping to exploit and maximize the potential and strengths of the province.
Reviewing some of Tra Vinh's development achievements, the Prime Minister stated that when the province was re-established in 1992, Tra Vinh was the most difficult province in the Mekong Delta region. After more than 30 years, under the leadership of the Party, the attention and support of the Central Government, along with the will of self-reliance, solidarity, unity and creativity, the next generation has learned and inherited the results and direction of the previous generation, strived to overcome difficulties, the province has achieved important and comprehensive achievements in all fields.
The economy has grown quite well, the economic structure has shifted in the right direction. Infrastructure has been invested to basically meet development requirements with channels for large tonnage ships entering the Hau River, National Highway 53, Co Chien Bridge, Dinh An Economic Zone... Essential infrastructure for health, education, and new rural construction has changed positively. Economic sectors have developed, attracted investment, developed enterprises, and cooperatives, achieving many results. People's lives have improved significantly, and the rate of poor households has decreased sharply...
Since the beginning of 2023, Tra Vinh province has effectively implemented the Central Government's direction and administration on socio-economic development, strived to overcome difficulties and challenges, focused all efforts to achieve the highest results in the set goals and tasks (GRDP growth in the first 9 months of the year reached 8.51%, industries and fields developed strongly...), contributing positively to the overall development of the country.

Maximize resources for transport infrastructure to transform development status
Regarding the key tasks and solutions to implement the goals according to the recently announced Provincial Planning, the Prime Minister requested Tra Vinh province to thoroughly grasp and implement the Provincial Planning resolutely, synchronously and effectively, especially the sectors and fields that are the province's potential and advantages; inherit the achievements that have been achieved, promote more strongly the internal resources (people, nature and cultural-historical traditions) for self-reliance and self-reliance in development. In particular, the Prime Minister noted two major issues that Tra Vinh needs to solve: organizing development space and developing transport infrastructure.
The Prime Minister requested the province to prioritize allocating resources to organize synchronous and effective implementation of development space, forming regions and development driving axes, connecting gateways, in which 3 development driving axes will be soon formed including: development axis along the coastal road, development axis along National Highway 60 and development axis along the Hong Ngu - Tra Vinh expressway.
The Prime Minister noted that it is necessary to coordinate and manage in a unified manner, ensuring connectivity, synchronization, efficiency and consistency between provincial planning and specialized planning and higher-level planning for sustainable development with a long-term vision, overall development orientation, regional linkage, promoting potential and advantages, strongly developing the socio-economy, protecting the environment and adapting to climate change.
Along with that, the Prime Minister requested Tra Vinh to mobilize and effectively use resources; promote public-private partnership, effectively use all development resources; develop urban systems, invest in infrastructure, especially infrastructure of Dinh An Economic Zone, Co Chien and Cau Quan industrial parks.

The Prime Minister emphasized that it is necessary to find breakthrough solutions, focusing on investment to complete the development of Tra Vinh province's transport infrastructure in connection with the region, focusing on expressways, coastal corridors, national highways passing through the area, dredging Dinh An shipping channel, improving the efficiency of seaports, developing logistics...
The Prime Minister also knew that, along with the expressway system being formed, including Dai Ngai bridge with a total investment of about 8,000 billion VND connecting Soc Trang and Tra Vinh provinces, which is expected to start construction tomorrow (October 15), the development of the inland waterway port system will be promoted to exploit the potential and advantages of inland waterway transport in the Mekong Delta.
To maximize the mobilization of resources for transport infrastructure, the Prime Minister pointed out 5 solutions: Increase expenditure savings, increase revenue; the Central Government will provide the highest possible support; promote public-private partnership; create an open environment to call for domestic and foreign investment; mobilize and effectively use borrowed capital. The spirit is to invest with focus and key points to turn the situation around, moving the development state from "average" to breakthrough as quickly as possible.
Third, focus on economic restructuring, associated with growth model innovation, increasing labor productivity, increasing competitiveness of key industries and fields, on the basis of digital transformation, application of science and technology and innovation, green development, circular economy...
Fourth, promote administrative procedure reform, improve the investment and business environment, enhance competitiveness; increase publicity, transparency, listening, dialogue, promptly resolve difficulties and problems, and create favorable conditions for investors and businesses.
Fifth, continue to streamline the apparatus, improve effectiveness and efficiency, and build a team of qualified, well-trained civil servants; innovate working style and manners, tighten administrative discipline and order. Pay special attention to ethnic and religious affairs, maintain political security and social order and safety.
Sixth, prioritize investment in education and training, development of high-quality human resources, digital human resources, especially for high-tech agriculture, organic agriculture, processing and manufacturing industries, renewable energy, tourism, logistics services... Build a startup ecosystem, innovation in the province, business incubators.

For central ministries and branches, the Prime Minister requested effective implementation of the Party's guidelines and policies, the State's policies and laws, and the direction of the Government and the Prime Minister; creating a favorable investment and business environment nationwide, including Tra Vinh province.
Along with that, it is necessary to promptly and effectively resolve recommendations and proposals from the province, people and businesses; promptly complete relevant legal regulations and policies. Closely coordinate with Tra Vinh to assess the current situation, have solutions to improve the investment environment, create favorable conditions to reduce costs for businesses and investors.
Ministries and branches need to guide Tra Vinh province in the process of implementing the Plan; research and propose policy mechanisms, solutions, mobilize and allocate resources to effectively implement the goals and orientations of the Plan to ensure consistency and synchronization with the implementation of the country's 10-year socio-economic development strategy 2021-2030, strategies, plans, sectoral and field development plans and local socio-economic development plans.
The Prime Minister believes that the conference announcing the Planning and the groundbreaking ceremony of Dai Ngai Bridge in the coming days will be a good start, creating a ripple effect and attracting more and more businesses and investors to Tra Vinh, contributing to promoting the province's rapid and sustainable development, completing the goals set out in the Planning.
