
The Ministry of Education and Training has just proposed a series of key targets for the 2026-2030 period to effectively implement the criteria of the National Criteria for New Rural Development. One of the notable targets is to strive for 100% of primary and secondary school students, along with 50% of high school students, to study two sessions per day by 2030. This is considered a solution to improve the quality of comprehensive education, especially in rural areas.
The Ministry also set a target that by 2030, 80% of preschool and general education facilities will meet standards in terms of facilities. The rate of schools meeting national standards will be increased, with at least 65% of preschools, 70% of primary schools, 75% of secondary schools and 55% of high schools meeting standards.
Regarding universal education, strive for 100% of provinces and cities to meet universal preschool standards for children aged 3-5; 75% of provinces to meet primary school standards level 3; 40% to meet lower secondary school standards level 3; and 10% to meet upper secondary school standards level 3. The rate of students attending primary school at the right age is 99.5%, lower secondary school is 97%, and completing the program at the right age at all levels is 95% or higher.
In addition, 100% of middle and high school students will have access to professional career guidance and counseling services. The rate of youth aged 15-25 participating in vocational training will reach at least 20%. Literacy eradication continues to be focused on with the goal of 100% of communes meeting level 2 standards, while strongly developing local "Learning Communities".
