Positive growth in all 3 regions

In the first 6 months of 2025, the province's socio-economic situation achieved many outstanding results. In particular, the gross regional domestic product (GRDP) grew positively in all 3 regions. Mr. Truong Dang Vinh Phuc - Director of the Department of Finance said that GRDP in the first 6 months of the year reached 7.49%. Of which, region I increased by 2.93%; region II increased by 11.47% (industry alone increased by 12.44%); region III increased by 8.74%. Total budget revenue exceeded the schedule.

The fields of culture, education , health, social security, and environment are of interest, and people's lives are improved. The arrangement and streamlining of the administrative apparatus are effectively implemented; administrative reform has had clear changes, improving the satisfaction of people and businesses.

According to Mr. Tran Quoc Tuan - Director of the Department of Industry and Trade, in the first 6 months of the year, the industrial production index (IIP) of the whole province increased by 14% over the same period, many industries recorded double-digit growth such as: wood processing, food, chemicals, textiles and mechanics.

The province has 4 major projects in operation, with a total investment of nearly 370 billion VND and 13 million USD; 9 other industrial projects are being implemented, promising to contribute new production capacity. Industrial cluster infrastructure is focused on development, with 4 clusters already in operation, attracting 23 investment projects with a total registered capital of over 5 trillion VND, creating jobs for nearly 9,500 workers.

Implementing the tasks in the first 6 months of the year under favorable and difficult conditions but achieving some positive results, Mr. Lam Van Tan - Director of the Department of Agriculture and Environment said that the production value of the whole industry in the first 6 months of the year reached nearly 45 trillion VND, reaching 45% of the planned target, the growth rate of production value reached about 3%, accounting for 31% of the GRDP of the whole province.

Implementing the socio-economic development plan for 2025

At the regular meeting of the Provincial People's Committee in July, Mr. Truong Dang Vinh Phuc - Director of the Department of Finance, presented the draft plan to implement the Resolution of the Provincial People's Council on the socio-economic development tasks of Vinh Long province in 2025. The plan aims to operate the local government apparatus at 2 levels smoothly, stably and effectively; determined to successfully implement the goals, targets and tasks of the Resolution of the 11th Provincial Party Congress, term 2020-2025 and the 5-year socio-economic development plan 2021-2025, GRDP increases by 8% or more compared to 2024.

Accordingly, specific tasks are assigned to departments, branches, sectors and localities. In particular, focusing on timely and effective implementation of laws and resolutions passed by the National Assembly at the 9th Session. Speeding up progress and determination to disburse 100% of public investment capital plans. People's Committees of wards and communes proactively grasp the difficulties of enterprises, cooperatives, and ongoing investment projects to have timely support solutions...

Shaping new growth drivers

According to the Provincial People's Committee, 2025 is the final year of implementing the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress, term 2020-2025; the year marks an important turning point in the arrangement of administrative units and the organization of a 2-level local government model. The positive results in the first 6 months of the year are an important premise; at the same time, existing limitations need to be clearly identified and effectively overcome.

On that basis, departments, branches and localities need to focus on implementing key tasks and solutions. In particular, identifying institutional breakthroughs as "breakthroughs of breakthroughs" to mobilize and flexibly and effectively use resources and promote growth. In addition, perfecting the organizational apparatus according to the 2-level government model, ensuring smooth administrative operations.

Mr. Tran Quoc Tuan said that the Department of Industry and Trade has stepped up coordination to advise on the development and completion of policies to support business development, creating a stable legal foundation. In addition, it focuses on removing difficulties and obstacles for businesses and speeding up the implementation of investment projects, especially renewable energy projects such as wind power, solar power and biomass. At the same time, it is preparing clean land funds and reforming administrative procedures to attract investment in deep processing industries, supporting industries, etc.

Mr. Lam Van Tan said that the Department of Agriculture and Environment is coordinating to develop a growth scenario for the sector. From now until the end of the year, the production value of the agricultural sector must reach an additional 58 trillion VND, bringing the total for the year to an estimated 103 trillion VND.

Noting that the workload in the last months of the year is very heavy, Mr. Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that it is necessary to focus and make efforts to achieve the highest level of targets and tasks in 2025.

In particular, focus on implementing synchronous solutions, forming new growth drivers, attracting investment projects, investing in important infrastructure works. In addition, focus on investing resources, coordinating to remove difficulties and obstacles in implementing key works and projects. Carefully organize holidays, anniversaries, important political events in 2025 and welcome Party congresses at all levels.

The Chairman of the Provincial People's Committee requested that the provincial departments, branches, and localities, especially the leaders in the process of implementing the tasks, must enhance their sense of responsibility. The organization of the implementation of the tasks must have a focus, key points, closely following the targets and tasks set out in the resolutions of the Provincial Party Committee, the Provincial People's Council and the plan of the Provincial People's Committee. Thereby, in order to organize the implementation to achieve the highest results of the targets and tasks, especially achieving the growth target of 8% or more.

In the first 6 months of 2025, the province's total budget revenue reached more than 12.1 trillion VND, reaching 56.8% of the estimate. Disbursement of public investment capital reached 28.79% of the plan. The province's total retail sales of goods and consumer service revenue reached over 111.3 trillion VND, up more than 16% over the same period. Export turnover in the first 6 months of the year is estimated at 1.86 billion USD, up 17.64% over the same period.
