On the morning of October 3rd, in An Chau commune (Dong Hung district), the Provincial People's Committee organized a ceremony to launch the winter crop planting movement for the 2023-2024 season.

Comrades Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; and Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, symbolically presented seeds as support to the localities.

Attending the launching ceremony were: Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee and Standing Vice Chairman of the Provincial People's Council; Vu Thanh Van, Member of the Standing Committee of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee; Lai Van Hoan, Provincial Party Committee Member and Vice Chairman of the Provincial People's Committee; and leaders of several departments, agencies, districts, and cities.

To overcome the difficulties and damage caused by heavy rains, stabilize people's lives, ensure food security, and achieve a growth rate of 0.7% or more in the crop sector, the Provincial People's Committee has launched a campaign for localities to promote solutions and expand the area of ​​winter crop cultivation. Accordingly, the target for winter crops is to reach 38,500 hectares or more, an increase of 1,500 hectares compared to the 2023 production plan. Of this, warm-weather winter crops are targeted at 19,300 hectares or more, including: corn 5,100 hectares, chili peppers 1,000 hectares, melons and pumpkins 5,500 hectares, and various types of beans and legumes 1,200 hectares… Cold-weather winter crops are targeted at 19,200 hectares, with potatoes being the main crop. Thai Binh province aims for a winter crop production value of 3,400 billion VND or more in the 2023-2024 season, an increase of 2% compared to the 2022-2023 winter crop season.

At the launching ceremony, leaders of the Department of Agriculture and Rural Development announced the decisions of the Provincial People's Committee on allocating 10.05 tons of crop seeds from the national reserve to support farmers in districts and cities in the province to produce winter crops in 2023-2024 to overcome damage caused by heavy rains; and providing 12.4 billion VND to expand the area for potato production in the winter crop of 2023.

Speaking at the launching ceremony, the comrade Lai Van Hoan, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, emphasized: The winter crop is short in duration, produces diverse products, and has a relatively stable market, generating a large volume of high-value agricultural products. This contributes to promoting commodity agricultural production, creating jobs, and increasing income for many farming households. Recognizing the special importance of winter crop production, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have issued many policies and mechanisms, while focusing on decisive leadership and direction. As a result, the winter crop in many localities has truly become a major production season, creating jobs, bringing high incomes to the people, and making a significant contribution to the growth of the agricultural sector and the socio-economic development of the province.

To achieve the target of 38,500 hectares or more of winter crop area, the Vice Chairman of the Provincial People's Committee requested the agricultural sector and localities to mobilize people to quickly and efficiently harvest the summer rice crop according to the motto "better to harvest while still green than wait until it's overripe"; focus on caring for and protecting the warm-weather winter crop area already planted; and concentrate on directing the mobilization of all human and material resources, taking advantage of favorable weather to sow winter crops. The goal is to complete planting 19,300 hectares of warm-weather crops before October 15th and 19,200 hectares of cold-weather crops before November 15th. Districts and cities should base their planting on available land and seasonal availability, select crops with local strengths to expand the area; organize production linked to consumption and processing; effectively implement the province's support mechanisms; and proactively research and issue their own local support mechanisms to maximize the area of ​​winter crop production. The Department of Agriculture and Rural Development is working closely with other departments, agencies, and localities in implementing the winter crop production plan. Simultaneously, it is actively directing specialized units to mobilize the maximum number of technical staff to closely monitor, guide, and inspect the implementation of planting, care, pest and disease control, and harvesting of crops, ensuring the highest possible yield, quality, and efficiency.
