
In Tue Tinh commune, in late September and early October, due to the impact of storms and rains, winter crop planting was delayed compared to the schedule. In particular, the alluvial land areas outside the dike were flooded, and some areas inside the dike had difficulty draining water.
To overcome the damage caused by storms and floods, the locality has focused on directing cooperatives to dredge canals and coordinate with the Cam Giang irrigation works exploitation enterprise to drain water. Mr. Nguyen Van Thien, Vice Chairman of the People's Committee of Tue Tinh commune, said that immediately after the water receded, the locality directed cooperatives and villages to clean up the fields, prepare seeds and agricultural materials to immediately start plowing the land and producing the winter crop. In the 2025 winter crop, Tue Tinh commune strives to plant 588 hectares of winter vegetables; of which the main crop is carrots with 330 hectares. In the first days of November, the weather was favorable, the working atmosphere was busy and urgent to plant and take care of winter crops, so far, the commune has planted 520 hectares.
In Yet Kieu commune, this winter crop, the locality strives to plant 435 hectares; of which, some key vegetable crops: Onions, garlic 25 hectares; cabbage, kohlrabi, cauliflower 280 hectares, mustard greens 45 hectares... Currently, the commune has planted over 270 hectares. According to Vice Chairman of Yet Kieu Commune People's Committee Pham Thanh Binh, this winter crop, the locality continues to maintain, expand, and develop large-scale concentrated commodity production areas for key products (onions, cabbage, kohlrabi, cauliflower, mustard greens); proactively adjust the structure and area of all types to exploit opportunities and limit difficulties due to the impact of the weather.
The commune has strengthened its guidance for farmers to produce according to the plan, plant in different crops, and increase the area of early crops. It has strengthened production links and product consumption between businesses and producers right from the beginning of the season to avoid surplus and price drops. In particular, at the end of the season, farmers are advised to limit the expansion of kohlrabi and cabbage areas and instead switch to new leafy vegetables of the spring crop.
In the 2025 Winter crop, Hai Phong city strives to plant about 29,000 hectares of vegetables; of which, some key vegetable crops such as: onions, garlic 7,050 hectares; carrots 1,260 hectares; cabbage, kohlrabi, cauliflower 4,140 hectares... Hai Phong sets a target of Winter crop production value of 6,902 billion VND, an average of 238 million VND/hectare.

Since the beginning of the season, winter crop production has encountered some difficulties, such as the harvest of the summer crop being later than the average of many years, affecting the planting progress. Along with that, the rainy weather at the beginning of the season also slowed down the progress, directly affecting production.
The Department of Agriculture and Environment of Hai Phong has issued a document requesting the People's Committees of communes, wards, and special zones in the city and relevant agencies and units to focus on directing the dredging of drainage ditches to promptly prepare the land for winter crop production; speed up the planting of short-term vegetable crops; especially for onions and garlic, strive to complete planting before October 25. Along with that, focus on caring for and preventing pests and diseases for planted areas; expand specialized vegetable production areas associated with product consumption; vegetable production areas following VietGAP, GlobalGAP, and organic safety processes.
Mr. Pham Duc Loc, Head of the Department of Professional Affairs, Department of Cultivation and Plant Protection, Department of Agriculture and Environment of Hai Phong said that in recent days the weather has turned cold and favorable for the growth and development of winter vegetables, so local farmers are taking advantage of the weather to focus on speeding up the planting progress.
As of November 4, localities have planted over 12,000 hectares; mainly cabbage, kohlrabi, cauliflower grown in Gia Loc, Truong Tan, Gia Phuc, Yet Kieu communes and onions and garlic grown in An Phu commune, Nam An Phu, Tran Lieu, Bac An Phu, Pham Su Manh wards...
According to the Department of Crop Production and Plant Protection, it is forecasted that at this time, vegetable crops of all kinds will be damaged by flea beetles, green worms, silkworms, and downy mildew at a low density. The unit has directed to continue monitoring, checking, and visiting fields regularly to grasp the condition of plants and the situation of pests and diseases on winter crops to promptly guide farmers in preventing and controlling pests and diseases for crops. The Department of Crop Production and Plant Protection has also increased inspections of fertilizer and pesticide production and trading establishments so that farmers do not buy fake, counterfeit, or poor quality goods.
