According to the report of the Department of Construction, implementing the direction of the Provincial People's Committee, the unit has deployed instructions for the Commune People's Committees on contents related to planning work according to new regulations when organizing 2-level local government.
In particular, the projects to adjust the general urban planning of Bien Hoa and Nhon Trach have been resubmitted to the Ministry of Construction for appraisal after the provincial authorities received and explained the opinions of the ministries and branches. As for the general urban planning project of Long Thanh, the Prime Minister has approved the planning task, the Department of Construction is urgently coordinating to develop the project to submit to the Ministry of Construction in September 2025.
Regarding the planning of urban subdivisions (1/2000), the Department of Construction has identified priority wards and communes for the development of subdivision planning projects, including Tran Bien ward and the communes of Dai Phuoc, Nhon Trach, and Phuoc An.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that planning is the "key" to attracting resources for socio-economic development. Therefore, planning work must not be delayed and must have specific products.
For the projects to adjust the general urban planning of Bien Hoa and Nhon Trach, we must strive to submit them to competent authorities for approval in August 2025 and no later than September 15, 2025.
Vice Chairman of the Provincial People's Committee Ho Van Ha agreed to assign the People's Committees of Tran Bien Ward and Dai Phuoc, Nhon Trach, and Phuoc An Communes to be the investors to prepare zoning planning documents for these wards and communes; the goal is to submit them for approval before December 31, 2025.
For the Long Thanh urban master plan, the Department of Construction shall sign a contract with the selected consulting unit to prepare the plan. In particular, the zoning plans for the Innovation Complex in Binh An commune; the Western gateway area of Long Thanh International Airport in Long Thanh and Long Phuoc communes; and the Long Thanh service urban area in An Phuoc commune will be prepared at the same time as the implementation of the Long Thanh urban master plan according to the provisions of Resolution No. 66.1/2025/NQ-CP dated July 18, 2025 of the Government regulating the handling of difficulties and obstacles in establishing new, adjusting and approving zoning plans for urban areas when arranging administrative units at all levels and organizing 2-level local governments.
