Sorting household waste at source: Increasing propaganda, raising awareness - Lang Son Electronic Newspaper

448271_logo_15430626.jpg (200×57)  - In recent times, the provincial authorities have increased propaganda and guidance for people on the implementation of classifying domestic solid waste at source according to the project "Propaganda and pilot implementation of the model of collecting and classifying domestic waste at source in Lang Son city". Thereby, contributing to environmental improvement, reducing the amount of buried domestic solid waste, increasing the amount of valuable waste recycled at source.

According to statistics from the relevant authorities, on average, Lang Son city generates about 113 tons of solid waste per day. Of which, the volume collected and treated by landfill is about 112 tons per day, accounting for 99%. On average, each year, the volume of solid waste in the city increases by about 5%. With the amount of waste generated increasingly large and with such complex waste, collecting, classifying, and thoroughly treating it to ensure environmental sanitation is not easy.

Mr. Dinh Trong Canh, Director of Huy Hoang Company Limited, said: On average, each year, the company collects, transports, and processes over 40,000 tons of household waste. Because it is not classified, inorganic, organic, and plastic waste are all mixed together. Before burying, the company screened a portion of the waste that can be recycled, but the volume was not much. The collected waste is mainly treated by the unit by burying. This is creating great pressure on the unit in the context of increasingly limited land funds for burying and treating waste.

According to Decree 45/2022/ND-CP dated July 7, 2022 regulating administrative sanctions for violations in the field of environmental protection (BVMT), the official time to apply administrative sanctions for households and individuals who do not classify domestic solid waste will start from December 31, 2024. In order for this regulation to truly come into life, the Department of Natural Resources and Environment has implemented the project "Propaganda and pilot implementation of the model of collecting and classifying domestic waste at source in Lang Son city". The project is deployed in 4,000 households in Vinh Trai ward and 45 schools, 9 supermarkets, 2 shopping centers, 5 markets, and 77 restaurants in Lang Son city. The total cost of implementing the project is 5.1 billion VND; the implementation period is from November 2023 to July 2024.

Mr. Tran Quang Trung, Head of the Environmental Management Division, Department of Natural Resources and Environment (DONRE), said: In order for the regulations to truly come into effect, the division has recently advised the DONRE to implement many solutions to effectively implement the project of classifying domestic solid waste at source in the city. Accordingly, the division coordinates with relevant agencies to deploy and regularly monitor the implementation of waste classification at project implementation locations. In particular, it focuses on promoting the exemplary role of party members, secretaries, heads of areas, blocks, and prestigious people in implementing and propagating and mobilizing households to classify waste at source.

In addition, the Department of Natural Resources and Environment organized 2 training courses for 240 trainees who are restaurant, supermarket, market owners, leaders, teachers, and environmental management officers in the city; coordinated the organization of 18 training sessions and distributed over 8,000 kg of garbage bags to households in Vinh Trai ward...

After a period of propaganda, piloting and monitoring, and inspecting the implementation of waste classification at source, up to now, 100% of households in Vinh Trai ward have been propagandized and provided with bags for classifying household waste at source. Of which, over 80% of households have changed their awareness of classifying waste at source. At schools, over 90% of schools have organized propaganda and instructed students on the process and methods of classifying waste from the classroom. At the same time, over 50% of restaurants, supermarkets, markets and shopping centers in the city have initially changed their awareness and habits, and conducted waste classification at source.

Ms. Nguyen Thi Thu, Block 2, Vinh Trai Ward said: After being propagandized, mobilized and realizing the significance of classifying household waste at source, my family has seriously implemented it. Specifically, for organic household waste, we compost it in the ground to grow vegetables; household recycled waste is collected for sale as scrap; and inorganic waste is collected and put in separate bags according to regulations. Hopefully, in the coming time, households in the block will work together to better classify household waste at source, thereby limiting the impact on the environment.

Although the functional sector has actively promoted, many organizations and individuals within the scope of the project have initially changed their awareness and habits of classifying waste at source, however, in reality, there are still restaurants, supermarkets, markets and some households in Vinh Trai ward that have not thoroughly classified waste. There are still households and supermarkets that only collect recyclable waste to sell as scrap, the remaining types of household waste have not been classified according to regulations. During the inspections, the functional sector has reminded and requested people and units to strictly implement regulations on classifying waste at source.

Waste sorting at source will help reduce the amount of waste discharged into the environment and increase the amount of recycled waste. Therefore, in the coming time, the relevant agencies and units need to continue to promote the synchronous implementation of solutions to raise public awareness. Only then will waste sorting at source become systematic and substantial.
