
People in Phan Son commune choose suitable cattle breeds to develop their economy.
Giving people the "fishing rod"
Phan Son commune is located about 80 km west of the provincial center, with a predominantly hilly and mountainous terrain, and difficult transportation access. The commune currently has 5 villages with 1,761 households and over 7,300 inhabitants. Many ethnic groups live together in the area, including the K'ho, Raglai, Cham, Hoa, Kinh, Nung, Tay, and Muong… Of these, ethnic minorities account for over 93% of the commune's population. After the merger, Phan Son commune focused on implementing poverty reduction programs linked to livelihood support for the people, especially ethnic minorities. Instead of short-term support, the locality prioritizes models that help people develop production, creating stable and long-term income sources.
In 2025, using funds from the national target program for sustainable poverty reduction, the commune supported dozens of households in raising breeding cows to develop their family economies. Specifically, the Livelihood Diversification project supported 48 households in the villages of Ka Líp, Bon Thớp, Ka Lúc, and Ta Moon with a total budget of 1.2 billion VND. In addition, the Agricultural Production Development Support program also provided 33 breeding cows to households in self-governing groups in the area with a total budget of over 821 million VND.
Mr. Mang Son's family in Ka Lip village was previously considered poor, relying mainly on seasonal labor for their income, resulting in a precarious life. After receiving support in the form of breeding cows, his family boldly expanded their livestock farming, utilizing the land around their house to grow grass and care for the herd.
Mr. Mang Son shared: “Having cows to raise makes my family feel more secure. When the cows reproduce, we sell the calves to earn money to support our children and invest in further production. Before, we only worked as hired laborers, so our income was unstable, but now life is much better.” Similarly, Mr. Mang De in self-governing group number 2 is also a household that escaped poverty thanks to effectively utilizing the capital support for breeding cows. In addition to developing the cow herd, the family also combines farming to increase income and gradually improve their living standards.
Gradually improving people's living standards.
According to Mr. Nguyen Van Vinh, Vice Chairman of the People's Committee of Phan Son commune, the commune currently has 134 poor households and 338 near-poor households. The locality aims to further reduce the multidimensional poverty rate to 6.07% in 2026, as assigned by the province. To achieve this goal, the commune is focusing on implementing many comprehensive solutions. These include prioritizing the identification of eligible households, fully assessing the extent of deficiencies in basic social services to provide appropriate support solutions for each household. Along with livelihood support, the locality is also promoting propaganda and mobilization efforts to encourage people to change their perceptions, foster self-reliance and self-improvement, proactively engage in production, and strive for sustainable poverty alleviation.
In addition, the locality focuses on vocational training, technology transfer, and guiding people to switch to suitable crops and livestock. Regular training courses on animal husbandry and crop cultivation are organized to improve knowledge and apply it effectively to production. At the same time, the commune continues to implement social welfare policies such as: support for healthcare, education , housing, vocational training, preferential credit, and electricity subsidies for poor and near-poor households; striving for 100% of poor people to have health insurance cards and supporting housing construction for disadvantaged households.
Thanks to practical poverty reduction models and the support of local authorities, many households in Phan Son are gradually overcoming difficulties and stabilizing their lives. The changes in this ethnic minority area today come not only from government support programs but also from the will to improve their lives and the diligent work ethic of the local people.
