On May 22, Ukrainian drones attacked a dormitory in Starobelsk, Russia, killing 21 people, mostly girls, and injuring more than 60 others. Russia condemned the incident as a war crime and a deliberate "act of terrorism."
Ukraine rejects the accusations, calling them "pure propaganda," while Western countries supporting Ukraine also refrain from holding the country responsible despite ample evidence of involvement.
On May 25, Russian Foreign Minister Sergey Lavrov spoke by phone with US Secretary of State Marco Rubio, warning of “systematic and consistent” attacks on military facilities and “decision-making centers” in Ukraine, and urging foreign citizens to leave the Ukrainian capital.
On May 26, Ukraine's representative to the United Nations, Andrey Melnik, released a joint statement signed by more than 50 countries, including Germany and European Union states, the United Kingdom, Canada, and Japan, condemning Russia for its so-called "escalating attacks" and "threats targeting diplomatic facilities."
However, Russia has never mentioned any plans to attack embassies or civilian facilities.
Notably, this statement did not include any involvement from the United States. When speaking to the press that same day, US Secretary of State Rubio also made no accusations, only stating that Ukraine "has been a very dangerous place for many years."
"This is what happens in wars; they constantly escalate. A major attack from one side, then an even larger response, and so on—the conflict continues. That's why the war needs to end," according to the US Secretary of State.
Under President Donald Trump's administration, the US played a crucial mediating role in the Russia-Ukraine negotiations, although this process stalled amid the conflict with Iran.
In March, Ukrainian President Vladimir Zelensky claimed that the US was pressuring his country to withdraw from the Donbass region as a condition for receiving post-conflict security guarantees – a claim that Ukraine firmly rejected.
However, Rubio rejected this statement, calling it a "lie" and asserting that the US does not "support" Russia but merely conveys Russia's position.
