Dear comrades,

A new spring is coming to our beloved country. Today, we gather here to bid farewell to the year of the Cat - 2023 and prepare to welcome the year of the Dragon - 2024; celebrate the Party, celebrate Spring, celebrate the renewal of the country. On behalf of the Party Central Committee, I would like to send to the veteran revolutionaries, leaders, former leaders of the Party, State, Vietnam Fatherland Front, and all comrades, compatriots, soldiers nationwide and our compatriots abroad my respectful greetings, warm greetings, sincere greetings and best wishes.

Dear comrades,

As we all know, our country has just passed the year of the Cat - 2023 with many important, vibrant and rich events. In the context of the world, regional and domestic situation, besides opportunities and advantages, there are also many difficulties and challenges far beyond forecasts; epidemics, natural disasters, droughts, storms and floods have complicated developments, causing damage in many localities, severely affecting most industries and fields, many new complicated problems have arisen; however, with active and persistent efforts and struggles; will, courage, resilience and creativity, our entire Party, people and army have united as one, overcome all difficulties and challenges, and achieved many important and quite comprehensive results and achievements in all fields. Notably, the macro economy is basically stable; inflation is under control; Positive growth, each quarter higher than the previous quarter, completed and exceeded 10/15 socio-economic development targets; innovation and national brand indexes all increased,... major balances of the economy were basically ensured. The deployment and implementation of strategic breakthroughs, economic restructuring associated with growth model innovation were promoted. Culture and society had breakthrough developments, new progress; social security was ensured; social welfare and people's lives were increasingly improved and enhanced; poverty reduction, preferential policies for people with meritorious services, and new rural construction achieved positive results. The work of building and rectifying the Party and the political system; preventing and combating corruption and negativity continued to be promoted, achieving many outstanding results. Politics and society were stable, national defense and security were consolidated and enhanced, national sovereignty was maintained. Foreign affairs activities have been carried out intensively, comprehensively, practically and effectively, achieving many important and historic achievements, contributing to consolidating and enhancing Vietnam's role, potential, position and international prestige, which is a highlight of 2023. Resolutions of the 7th and 8th Central Committees of the 13th Party Congress have been promptly deployed to the grassroots; the Sub-committees preparing for the 14th Party Congress are actively carrying out their tasks according to plan. The consolidation of leadership positions of Party and State agencies; the planning of the 14th Party Central Committee - term 2026 - 2031 have been carried out closely, thoroughly and cautiously in accordance with regulations and procedures, contributing to stabilizing the organization and apparatus, strengthening the Party's leadership, creating high consensus in the Party and society. The democratic atmosphere within the Party and in society has been increasingly promoted, creating a combined strength; the country's new position and strength continue to be enhanced.

The achievements over the past year are the result of the great efforts and endeavors of the entire Party, people and army under the wise and correct leadership of the Party; the active and effective management and administration of the State; the very responsible participation of the entire political system and the consensus and support of the entire people, and are a testament to the mettle, intelligence and strength of the great solidarity bloc of the entire Vietnamese people.

On this occasion, we express our respect and deep gratitude to the veteran revolutionaries, cadres, party members, compatriots and soldiers nationwide, and overseas Vietnamese who have made great contributions to the cause of innovation, construction and protection of the Fatherland in recent years, especially the outstanding achievements of 2023. We send our thanks and best wishes to the cadres and soldiers who are day and night protecting the sovereignty of the territory, borders, seas and sacred islands of the Fatherland and the peace of the people. We remember and are grateful to the Heroes, Martyrs, wounded and sick soldiers; thank the international organizations and people of friendly countries near and far for their cooperation, assistance and support in the cause of building and protecting the Fatherland of the Vietnamese people.

The Year of the Dragon - 2024 is a very important year in implementing the Resolution of the 13th National Party Congress and the 5-year Socio-Economic Development Plan 2021 - 2025 and towards the 14th National Party Congress with new confidence, new spirit and new motivation. The international and domestic situation has many opportunities and advantages, but also poses many difficulties and challenges, requiring the entire Party, the entire people and the entire army to have high determination, great will, and make every effort to achieve the set goals to successfully complete the tasks of 2024, focusing on: Striving to complete the socio-economic development tasks at the highest level; stabilizing the macro-economy, focusing on removing difficulties for production and business activities. Continuing to develop the fields of culture, education, science and technology; Protect the environment, ensure social security and social welfare, care for and improve the people's lives. Strengthen the building and rectification of the Party, build a socialist rule-of-law state and a truly clean and strong political system; reform administration, reform the judiciary, prevent and combat corruption, negativity, waste, and practice thrift. Strengthen national defense and security, maintain national independence and sovereignty, ensure political security, social order and safety, and a peaceful and stable environment for rapid and sustainable national development. Comprehensively and synchronously deploy foreign affairs and deep international integration in the spirit of maximizing internal resources, taking advantage of external resources, and improving the effectiveness of international cooperation. Build the great national unity bloc, strengthen the consensus and trust of the people in the Party. Continue to actively prepare for party congresses at all levels and the 14th National Congress of the Party; Innovate and improve the planning work of the Party Central Committee, Politburo, and Secretariat for the 14th term - 2026 - 2031; develop draft documents to be submitted to the 14th National Party Congress.

Dear comrades,

Our immediate key task is to overcome all difficulties, remove obstacles, boost production and business; care for the lives of people, officers and soldiers on duty to protect the Fatherland in border areas, seas and islands; care for and create conditions for people to celebrate Tet happily and healthily.

To carry out the above-mentioned directions and tasks, our entire Party, people and army need to strengthen solidarity; once united, we must become even more united; once determined, we must become even more determined; join hands and unite, promote the spirit of patriotism, Vietnamese bravery and intelligence, the cultural and heroic traditions of the Nation; strive to overcome all difficulties and challenges, and turn favorable opportunities into realistic results.

Wishing the revolutionary cause of our Party and People to achieve even greater victories; 2024 will be even more victorious, develop faster and more sustainably than 2023.

Wishing our Party and the entire political system of our country to become increasingly clean and strong; our country to become increasingly developed, prosperous, civilized and prosperous; our people to become increasingly prosperous; every family to be joyful, every person to be happy, and everything to go smoothly.
