The launching ceremony is an activity aimed at commemorating the 70th anniversary of the Dien Bien Phu Victory, the 134th anniversary of President Ho Chi Minh's birthday, the 76th anniversary of President Ho Chi Minh's call for patriotic emulation, and in response to Vietnam's Book and Reading Culture Day 2024.

Speaking at the ceremony, Deputy Minister Tran Quoc To reiterated President Ho Chi Minh's admonition: "No matter what job you do, you need to read. Those who are just learning to read need to read so they don't become illiterate again; police officers need to read to understand the situation. People working in specialized fields need to read to improve their skills. Managers and leaders need to read to manage and lead better..." He also affirmed that "books are a tonic for the spirit," and that every individual who wants to develop intellectually must constantly learn and consider it a lifelong endeavor. Reading is not just for one person, but for many; we must build a widespread reading culture that is global and national.

Deputy Minister Tran Quoc To requested that officers and soldiers thoroughly understand President Ho Chi Minh's teaching, "Police officers need to read to grasp the situation," and deeply appreciate the meaning and role of lifelong learning, so that the movement "Police officers promote lifelong learning following the example of the great President Ho Chi Minh" becomes more profound, practical, and effective. Party committees and leaders of police units and localities need to continue to attach greater importance to and pay more attention to leading, directing, and organizing the effective implementation of the reading movement, developing a reading culture in their units and localities in accordance with the actual situation, linking reading culture development activities with the implementation of political tasks, commemorating major national and local holidays, and the police force. Emphasis should be placed on promoting lifelong learning, linking it with the implementation of President Ho Chi Minh's Six Teachings for Police Officers in practice, contributing to improving the effectiveness of all aspects of work and successfully completing assigned tasks.
Based on the actual situation, the police forces of various units and localities should proactively organize activities to celebrate Vietnam Book and Reading Culture Day at libraries, archives, and reading rooms of agencies and units, in places with suitable space. Emphasis should be placed on diverse and rich organizational forms, combining traditional methods with modern ones, in line with the development trends of reading culture on technological platforms and digital transformation. Public Security agencies, including newspapers, magazines, radio, television, and publishing houses, should focus on organizing diverse and appropriate propaganda; developing sections on reading culture; diversifying distribution methods and organizing online book distribution channels, combining with technological platforms and social networks to introduce, promote, and implement book donation programs to disadvantaged groups; and programs to support readers and develop reading culture. To promote and introduce exemplary models, organizations, and individuals who have made contributions and innovations in developing a reading culture within the People's Police Force and in society.

The Deputy Minister requested that the Department of Party and Political Work proactively carry out its advisory, guidance, monitoring, and summary/preliminary review of directives, resolutions, plans, and projects related to all aspects of cultural and library institutions. It should promptly propose awards for collectives and individuals with outstanding achievements in implementing the Ministry's movements, programs, and plans regarding the organization of Book Day and Reading Culture in the People's Public Security Force. It should organize various forms of book promotion and introduction that are appropriate and relevant to the development of reading culture, building a learning society, and fostering character and spirit, contributing to the formation of a healthy lifestyle among officers and soldiers throughout the People's Public Security Force.
In the spirit of celebrating Vietnam's Book and Reading Culture Day, Deputy Minister Tran Quoc To launched a reading campaign with the theme "The People's Police Force promotes lifelong learning following the example of the great President Ho Chi Minh" in 2024 throughout the entire People's Police Force.
