On November 14, the Ho Chi Minh City Department of Construction reported to the Ho Chi Minh City People's Committee on the results of the fire safety inspection of boarding houses and multi-room houses (mini apartments) in the area.
Accordingly, the Department has coordinated inspections of 11 mini apartment buildings (including 3 apartment buildings and 8 individual houses for rent) in the following districts: 1, 4, 5, 7, 10, 11, Tan Phu, Binh Thanh, Go Vap, Nha Be and Thu Duc City.
Thereby, the authorities discovered that 9/11 constructions had violations of construction order.
Many Sleepbox rooms are advertised and rented out all over the internet.
Specifically, the violations are as follows: Partitioning into rental rooms, changing the use from individual housing to rental for living; Increasing the number of rooms in individual housing projects; Increasing the construction area and violating the addition of mezzanine floors and dividing into rental bedrooms.
For these violating constructions, the Department of Construction has requested the People's Committees of districts, towns, and Thu Duc City to review and determine the time and violations to take measures to handle them.
Notably, the Department of Construction has also conducted inspections and statistics on the types of buildings with rooms and beds for rent in the form of "sleep boxes".
Specifically, the Inspectorate of the Ho Chi Minh City Department of Construction has coordinated with the People's Committees of districts, wards, communes and local police to survey and count projects and constructions with apartments, rooms and beds for rent in the form of "sleep boxes" in Ho Chi Minh City.
Initially, the authorities recorded about 67 individual housing projects that were doing this type of rental business. Statistics show that there were 58 projects with a total of 2,165 rooms and beds for rent (9 projects could not be inspected because the owners closed).
Many box-shaped rooms are small and do not meet safety and fire prevention regulations.
Accordingly, District 1 has 8 individual housing projects, including 257 rental beds; District 3 has 3 individual housing projects with 86 rental beds; District 5 has 3 individual housing projects with 180 rental beds;
District 8 has 1 apartment in Vien Ngoc Phuong Nam apartment building with 10 beds for rent; District 10 has 9 individual housing projects with 440 beds for rent; Phu Nhuan District has 9 individual housing projects with 335 beds for rent.
Binh Thanh district has 6 individual housing projects with 243 rental beds; Tan Phu district has 4 individual housing projects with 140 rental beds; Go Vap district has 15 individual housing projects with 474 rental beds.
The Department of Construction assessed that the type of sleeping box in Ho Chi Minh City has a large number of people concentrated in a narrow space, does not ensure fire prevention and fighting safety conditions, and poses potential risks to life in the event of a fire or emergency escape.
Most of the projects for renting sleeping boxes are leased by the investor from a single high-rise building and then divided and partitioned into sleeping boxes. Most of these projects have been completed and put into use for a while.
The landlord converts traditional beds into sleeping box beds, often using wood, plastic or assembled iron bunk beds, without requiring construction or repair.
Accordingly, the Department of Construction said that regarding the inspection and review of the "sleepbox" housing type, based on Decision No. 30/2019/QD-UBND dated December 2, 2019 of the Ho Chi Minh City People's Committee on promulgating regulations on coordination in managing construction order in the area, construction works after completion and put into use, will be transferred to the People's Committee at the commune level for continued monitoring and supervision; in case of violations of construction order, the People's Committee at the commune level will prepare a record to handle the violation according to regulations....
On this basis, the Department of Construction continues to recommend that the Ho Chi Minh City People's Committee assign the District People's Committees and Thu Duc City to review and handle according to their authority.
