The Resolution of the 13th National Party Congress determined: "Continue to synchronously innovate the goals, contents, programs, methods, and approaches to education and training in the direction of modernization, international integration, comprehensive human development, meeting the new requirements of socio-economic development, science and technology, adapting to the Fourth Industrial Revolution" [1] and the Resolution of the 11th National Party Congress of the Army also determined the goal by 2025 to basically build a lean, compact, and strong army; strive to build a modern army by 2030. From the above viewpoints of the Party on the goal of developing education and training, building the army in the new situation and the requirements of innovation in education and training before the impact of the 4th Industrial Revolution, it is required that the quality of human resources in military academies and schools must be developed accordingly, in which priority is given to building and developing a team of information teachers and promoting their subjective role in the education and training process as decisive factors.
The information teachers at the Military School of Military Region 5 are the ones who directly train the intelligence officers, the radio and wire squad leaders, the very important forces that ensure the lifeblood of combat on the battlefield. Therefore, the information teachers play a very important role, especially in the current high-tech warfare conditions.

Promoting the subjective factors of the information teachers at the Military School of Military Region 5 is the process of transforming, developing, and perfecting the factors of knowledge, emotion, will, motivation, attitude, and practical pedagogical capacity of the information teachers; making the role of those factors increasingly fully and effectively manifest in the education and training process at the school. This is really a very important issue, having a decisive meaning for the quality of the information teachers at the school today.
In recent times, promoting the subjective factor of the information teaching staff at the Military School of Military Region 5 has achieved certain results, thanks to which the training quality of students of the school's information service staff and information squads has been increasingly improved, contributing significantly to the successful implementation of the tasks of units in the armed forces of the military region.
However, in the face of the complex and unpredictable developments of the world and regional situation, the rapid development of information technology has had a significant impact on the tasks of the Army in general, and the tasks of educating and training students, intelligence officers and information squad leaders at the Military School of Military Region 5 in particular. Along with that, there are still limitations and shortcomings in the current education and training process at the school. From there, it is necessary to promote the combined strength of all organizations and forces at the Military School of Military Region 5 to improve the quality of education and training for students, intelligence officers and information squad leaders, in which promoting the subjective factor of the School's information teaching staff is extremely important and has a decisive significance.
Accordingly, to promote the subjective factor of the information teachers at the Military School of Military Region 5, it is necessary to carry out synchronous solutions, focusing on the following basic issues:
Firstly, regularly strengthen the leadership and management of Party committees and commanders at all levels for the educational and training activities of the School's information teachers.
This is an important content in the leadership activities of the Party. Doing this work well will create a premise to promote the subjective factor of the information teachers at the Military School of Military Region 5.
It is necessary to focus on improving the leadership capacity and fighting strength of the Party organization to be on par with the educational and training tasks of the school in the new period, contributing to building a strong Party organization of the school in terms of politics, ideology, organization, ethics and staff. To strengthen the leadership of the Party Committee, it is necessary to regularly consolidate and perfect a strong Party Committee, improve the qualities and capacity of the Faculty and Department staff of the Faculty of Military Services, strictly implement the principle of democratic centralism, regularly self-criticize and criticize, ensure that the Party Committee is always united and unified, propose policies and measures to lead the education and training work well, and maximize the role of the School's information teachers.
In addition, it is necessary to strengthen the management of the commander in the activities of the information teacher team. Building the information teacher team must pay special attention to fostering the level of political awareness, professional expertise, teaching capacity, and exemplary character. Regularly plan and organize training for the commanding staff of the Faculty and Department Groups in a fundamental and comprehensive manner in terms of qualities, capacity, and professional expertise. Building the commanding staff of the Faculty and Department Groups with titles, academic qualifications, academic titles, and degrees, paying attention to fostering professional capacity to become experts with deep and broad knowledge. Promoting the Party spirit and fighting spirit, making them clearly understand their functions and tasks in the leadership mechanism of the Party and the management apparatus of the unit. The Resolution of the 13th National Party Congress affirmed that “…taking care of building a team of teachers and educational managers is the key step. Arranging and fundamentally innovating the system of teacher training institutions, synchronously implementing mechanisms, policies and solutions to improve living standards, enhance the qualifications and quality of the team of teachers and educational managers” [2].
Second, focus on training and improving the political and ethical qualities of the information teachers.
Political and ethical qualities are the core elements in the requirements of revolutionary cadres, and are decisive factors in imparting knowledge and providing political orientation to the team of information teachers in educational and training activities. President Ho Chi Minh taught: “Without teachers, there is no education... Without education, without cadres, there is no economy or culture” [3]. The late Prime Minister Pham Van Dong emphasized: Without good teachers, there are no good schools, without good education, there can be no high quality.
To improve the political and moral qualities of the information teachers at the Military School of Military Region 5, it is necessary to continue to promote education on Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and viewpoints. This is an important content in educating the personality qualities of the teaching staff. Every year, the school needs to have a plan to organize learning and training on Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and viewpoints in many forms and measures. Organize serious assessments and learning results are considered a criterion for classifying party members and evaluating the task completion results of the information teachers. Focus on improving their awareness, attitude, motivation, sense of responsibility, building their confidence and love for the profession, to give them more strength and passion, interest in learning and research. Leaders and commanders at all levels must regularly educate, motivate, and honor the educational cause and the role of teachers in educational and training activities.
Along with educating to improve political qualities, ethics, motivation, attitude, awareness, and responsibility for the information teachers, it is necessary to pay attention to building the necessary qualities in their professional activities. Through various and diverse forms, such as organizing the information teachers to actively participate in seminars, write news, and exams to learn about the Party, Uncle Ho, the Army, and the School, honoring the achievements of the revolutionary cause, arousing national morality, the spirit of studiousness, solidarity, patriotism, promoting the good qualities of "Uncle Ho's soldiers", actively studying and following the ideology, ethics, and style of Ho Chi Minh associated with effectively implementing the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period, so that "Each teacher is an example of morality, self-study, and creativity" ... creating for them confidence, pride, and efforts to strive to fulfill all tasks well.
Third, regularly focus on improving the pedagogical capacity of the information teachers.
Pedagogical capacity is the ability, the internal subjectivity for the information teacher team to effectively carry out teaching activities. The pedagogical capacity of the information teacher team does not come by chance, but mainly through their awareness and professional activities. President Ho Chi Minh affirmed that: "A person's capacity is not entirely natural, but largely due to work and practice" [4]. Pedagogical capacity plays a very important role, it helps the information teacher team to convey knowledge with high efficiency, at the same time it creates in learners a belief, passion and interest in learning and practicing. Along with training, the work of fostering and improving the pedagogical capacity of the information teachers has a very important position and role in promoting their subjective factors, helping them to constantly improve their capacity in all aspects, overcome backwardness in knowledge, access modern scientific knowledge, improve their capacity to act, expand their understanding and practical experience.
Training the pedagogical capacity of the information teachers must meet the requirements of raising awareness of political theory; updating new information, practicing practical skills, improving professional qualifications and pedagogical capacity, training qualities, ethics and lifestyle. The training content must be comprehensive, focusing on educating and improving understanding and enlightenment of Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and policies, the State's laws, Party discipline, and Army discipline; new developments in military art, military science, military social sciences and humanities in the country and the world, and management science; paying special attention to training the limitations and weaknesses of the information teachers. At the same time, it is necessary to regularly organize for them to participate in methodological activities such as: seminars on methods; trial lectures, model lectures, observing each other's lectures in the faculty of teachers; Participate in compiling learning materials, excellent teacher competitions... thereby improving their pedagogical skills and forming in them the qualities, abilities, and teaching methods of the information teacher team.
In addition, to improve the pedagogical capacity of the information teachers at the school, it is necessary to closely combine training and fostering with policy work to motivate their spirit and create material conditions for them to work with peace of mind. After each month, semester, school year, after each extraordinary task, it is necessary to regularly review and summarize experiences, and have a timely and appropriate reward policy for outstanding achievements in teaching, scientific research, and participation in competitions and sports of the information teachers.
Fourth, pay attention to building a healthy pedagogical environment, ensuring good facilities for educational and training activities of information teachers at schools.
A healthy pedagogical environment, ensuring good teaching facilities is both a guarantee and a motivation for teachers to actively and proactively improve their qualifications and knowledge, build motivation, the right attitude and pedagogical capacity, contributing to improving the quality of education and training in schools.
To build a healthy pedagogical environment requires the Party Committee, the School Board of Directors and the leaders of the agencies, departments, teachers and units to always pay attention to creating consensus and solidarity within the Department, taking good care of the material and spiritual life of the information teachers, so that they feel love, attachment and dedication to the School and units, thereby promoting their subjective factors in educational and training activities.
To ensure good facilities and equipment for educational and training activities, the Party Committee and the School Board of Directors are required to pay attention to leading the implementation of planning, synthesis, and directing training agencies to estimate budgets to ensure training, request superiors to provide adequate facilities and equipment for training and education tasks; organize reception and timely distribution to faculty, teachers and units. In addition, it is necessary to promote the application of information technology, invest in building facilities, training grounds, and training grounds with advanced and modern teaching equipment; promote the digitization of libraries, textbooks, documents, etc. With favorable material conditions, the team of information teachers will be more confident in their teaching and research, thereby promoting their role as subjective factors in educational and training activities.
Promoting the subjective factor of the information teacher team is the main solution to contribute to building a team of intellectual, disciplined, and exemplary information teachers of the Military School of Military Region 5. To promote the subjective factor of the information teacher team at the Military School of Military Region 5 in the education and training process, it is necessary to thoroughly grasp and synchronously implement the above-mentioned system of solutions to build a team of information teachers at the school that is both "red" and "specialized", well meeting the educational and training tasks of the School in the new period, contributing with the entire army to successfully implement the goals of the Resolution of the 13th National Party Congress: "Building a revolutionary, disciplined, elite People's Army and People's Public Security, gradually modernizing, with a number of military branches, arms, and forces advancing straight to modernization. By 2025, basically building a lean, strong, and elite Army and Public Security, creating a solid foundation, striving to build a People's Army and People's Public Security by 2030 revolutionary, disciplined, elite, modern; strong in politics, ideology, ethics, organization and cadres" [5]./.
