Upholding the tradition of "Discipline and Unity"

The Party Committee and people of all ethnic groups in Cam Pha City continue to inherit and promote the tradition of "Discipline and Unity," upholding the will, developing internal strengths, seizing opportunities, and demonstrating determination and resilience to overcome difficulties and challenges, successfully achieving goals and tasks, and creating momentum for the new term.

By strongly promoting growth drivers and effectively mobilizing and utilizing resources, Cam Pha City continues to focus on decisively, synchronously, and effectively implementing tasks and solutions in all fields as set forth in the Resolution of the 23rd City Party Congress, term 2020-2025.

Recognizing Party building as a key task, the Cam Pha City Party Committee focuses on leading Party building in terms of politics , ideology, and ethics; creatively and persistently implementing the directive "determination, decisiveness, creativity, and effectiveness," and the working motto "Clear responsibilities, clear tasks, substance, and effectiveness." The Cam Pha City Party Committee has issued projects, resolutions, and regulations to lead and direct personnel work. Implementing Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam, Cam Pha City established Party Committees for Party and mass organizations, the City People's Council and Justice Department; the City Government Party Committee; and the Hai Hoa Commune Party Committee; and developed projects and plans for streamlining the organizational structure of the political system according to a roadmap ensuring efficiency, effectiveness, and efficiency.

The city is strengthening its review, evaluation, planning, training, assignment, deployment, and rotation of officials both vertically and horizontally, aiming for a team of young, capable, and promising officials. To date, the city has conducted examinations and assessments for 2,228 civil servants who do not hold leadership or management positions; and has piloted a quarterly evaluation and ranking system for 2,906 civil servants.

Focusing on directing party member development work towards prioritizing quality over quantity, from 2020 to the present, the city has admitted 1,052 new party members, exceeding the target of the 23rd City Party Congress Resolution for the 2020-2025 term by 71.3%. Annually, over 85% of grassroots party organizations, branches under the grassroots party committee, and party members in Cam Pha are evaluated and classified as having completed their tasks well or better.

Cam Pha City continues to innovate and improve the effectiveness of its mass mobilization work, building 1,906 effective "skillful mass mobilization" models with high dissemination potential, focusing on "new" and "difficult" areas and tasks; thereby gaining a firm grasp of the people's situation, ethnic groups, and religions, guiding public opinion and thought; strengthening direct dialogue between the city's Party and government leaders and the people; and maintaining regular meetings between the City Party Standing Committee and village and neighborhood officials. Cam Pha City promotes the role of the Fatherland Front and political and social organizations as the core and leading force in disseminating information and mobilizing all strata of people, members, philanthropists, etc., to jointly eliminate 116 newly emerging temporary and dilapidated houses; maintaining the goal of eliminating poor and near-poor households according to the established criteria.

Regarding economic growth rate, the average for the period 2020-2025 is 10.75% per year; total state budget revenue assigned by the province for the period 2020-2025 is estimated at over 8,776 billion VND; average budget revenue is over 1,755 billion VND per year. Regarding the city's total budget expenditure for the period 2020-2025, it is estimated at over 9,200 billion VND, ensuring funding for the city's political tasks.

During the period 2020-2025, the total public investment capital of the city is estimated at 2,749 billion VND. Investment projects are of a driving force, connecting the region and localities, ensuring a focused and targeted approach; the proportion of development investment expenditure averages 40% of the total budget expenditure. The city has no outstanding debts in basic construction. Cam Pha City's urban infrastructure is systematically invested in, with an urbanization rate of over 95.7%, the highest in the entire province.

The economic structure is shifting sustainably and efficiently from a "brown" to a "green" development model; the value of production in the trade and service sector increased by an average of 18.05% per year; the agriculture, forestry, and fisheries sector increased by 11.4% per year (exceeding the targets set in the Resolution). The industrial sector is developing in a more sustainable direction, rapidly increasing the scale and proportion of the manufacturing industry; and developing the mining industry in a rational and sustainable manner.

Cam Pha City has implemented three strategic breakthroughs, allocating resources to build urban infrastructure, especially transportation infrastructure, in a synchronized and modern manner. The city has mobilized social resources and allocated budget for infrastructure projects, building communes that meet the standards of new rural areas two years ahead of schedule and achieving model new rural areas; the material and spiritual lives of rural residents have improved significantly, the face of rural areas has changed considerably; and the average income in rural areas has increased by 10% compared to the beginning of the term.

Cam Pha City focuses on promoting the marine economy; maximizing the potential and strengths of the sea and islands to gradually become a key economic sector; the city focuses on attracting non-budgetary investment resources into the development of the marine economy.   linked to the development of logistics services and several important maritime transport projects.

The city focuses on developing the service and tourism industry as a key economic sector, improving the quality of tourist destinations; building tourism routes on Bai Tu Long Bay and Ha Long Bay to connect Cam Pha with Ha Long and Van Don district; and exploiting the high-end Yoko Onsen resort to international standards. The total number of tourists visiting Cam Pha City during the 2020-2025 period is expected to reach nearly 5.6 million, with estimated tourism revenue of 3,181 billion VND. In addition, education and healthcare have seen comprehensive development; social security is ensured; the material and spiritual lives of the people have improved significantly; security and order are maintained; and the people's trust in the Party committees and government at all levels is increasingly strengthened and enhanced...
