According to the People's Committee of Nam Dinh province, through the resistance wars to liberate the nation, protect the Fatherland and fulfill international obligations, following the call of the Party and beloved Uncle Ho, tens of thousands of outstanding children of Nam Dinh enthusiastically joined the army to save the country; tens of thousands of people joined the frontline laborers, youth volunteers serving in all battlefields, together with the army and people of the whole country writing the glorious history of the nation. In that glorious revolutionary cause, Nam Dinh province had more than 36,000 martyrs; 2,902 Heroic Vietnamese Mothers; more than 25,000 wounded soldiers, 16,000 sick soldiers; more than 800 veteran revolutionary and pre-uprising cadres; nearly 1,600 revolutionary and resistance activists were captured and imprisoned by the enemy; more than 10,000 resistance activists were infected with toxic chemicals; With a total of more than 200,000 people with achievements in participating in the resistance war, they have been awarded Resistance Medals, Certificates of Merit of various kinds... Currently, the total number of people with merit and relatives of people with merit to the revolution who are receiving monthly allowances paid by the province is more than 44,000 people, with the monthly allowance payment budget of 82 billion VND/month.
In 2022, the Department of Labor, War Invalids and Social Affairs of Nam Dinh province reviewed and resolved preferential policies and related subsidies and benefits for more than 42,000 people with meritorious services and their relatives. In addition, policies were also implemented for a number of related subjects, nearly 2,000 people under the following categories: 290/2005/QD-TTg; 62/2011/QD-TTg; 40/2011/QD-TTg, 57/2013/QD-TTg; 49/2015/ND-CP; 24/2016/QD-TTg of the Prime Minister... In the first 6 months of 2023, the province resolved for more than 7,000 people with meritorious services, relatives of people with meritorious services to the revolution and related subjects to enjoy the prescribed policies and regimes. Up to now, Nam Dinh province has no records requesting to resolve policies for meritorious people and relatives of meritorious people who meet the prescribed conditions but have not been resolved with preferential policies and regimes. Currently, Nam Dinh province has 213 martyrs' cemeteries, 9 temples and memorials for martyrs; every year, along with the central budget support, localities have mobilized people to contribute and allocate local budgets to repair and embellish works honoring martyrs with a value of tens of billions of VND; carry out the construction and repair of martyrs' graves, cemeteries and works honoring martyrs in 2022 for 66 works, with a total cost of 36.8 billion VND, of which the central budget supports 32 works with a cost of 12.5 billion VND. For the "Repaying gratitude" movement: Contributions and construction of the "Repaying gratitude" Fund in 2022 at all 3 levels have collected more than 9 billion VND, of which: Provincial level is 580 million VND; district level is 2.125 billion VND and commune level is 6.308 billion VND. In 2022, the whole province had 191 houses of people with meritorious services to the revolution built, repaired and upgraded; with a total amount of more than 8.4 billion VND, of which the Provincial "Repaying gratitude" Fund supported the construction of 30 gratitude houses (worth 80 million VND/house) and supported the repair of 80 damaged and degraded houses (worth 40 million VND/house), the total amount of money from the Provincial Fund is 5.6 billion VND. Organizations, individuals, businesses... inside and outside the province gave savings books to 146 households of people with meritorious services; with a total value of 277 million VND. Visiting, encouraging, and giving gifts to nearly 59,000 meritorious people and relatives of martyrs on the occasion of the Lunar New Year of Nham Dan and the 75th anniversary of War Invalids and Martyrs Day, July 27, 2022, with a total amount of more than 135 billion VND (of which: gifts from
the President are more than 36.3 billion VND; gifts from the Provincial Party Committee, People's Council, and Provincial People's Committee are more than 59 billion VND; gifts from district, commune levels and organizations and individuals are nearly 40 billion VND). Visiting and giving gifts to the Centers and seriously ill and wounded soldiers of Nam Dinh province who are recuperating at the Centers for people with meritorious services in other provinces.

The Prime Minister was particularly happy, moved and excited to see that all of you were very healthy, optimistic, loved life and had many positive contributions to the community and society; clearly stating that our country had to go through fierce and fierce wars to gain national independence, unify the country and protect the borders of the Fatherland. Over the past 76 years, our Party and State have always paid special attention, cared for and had many preferential policies for war invalids, martyrs' relatives, families of policy beneficiaries, and people with meritorious services to the revolution, and considered this an important, regular and increasingly perfect political task. The lives of people with meritorious services and their families have been constantly improved in terms of material and spiritual aspects to implement the motto "leaving no one behind". The movement "All people take care of families of war invalids, martyrs and people with meritorious services to the revolution", the "Repaying gratitude" fund, "Comradely affection"... have been increasingly developed, enthusiastically responded to by the majority of people with a sense of responsibility and high social awareness. The construction, upgrading and restoration of martyrs' graves, martyrs' cemeteries, and works honoring martyrs have received investment attention; The work of searching, gathering, and identifying the remains of martyrs has been actively and effectively implemented, warming the souls of the deceased heroes and contributing to reducing the pain of those who remain. Many uncles and aunts have made efforts to overcome pain and loss, overcome illness, rise up in life, set an example in work, labor, and study; been active, creative, enriching their families and society, helping comrades, teammates, and families with meritorious services who are still facing difficulties. On behalf of the Party and State leaders, the Prime Minister highly appreciated the results achieved by the Ministry of Labor, War Invalids and Social Affairs, all levels and sectors in implementing policies for people with revolutionary contributions and respected the successes achieved by veterans across the country, including wounded soldiers and people with revolutionary contributions from Nam Dinh province. The Prime Minister emphasized that during the fierce war, upholding revolutionary heroism, tens of thousands of outstanding sons of Nam Dinh enthusiastically joined the army to save the country; tens of thousands of people joined the frontline laborers, youth volunteers serving in all battlefields, together with the army and people of the whole country, writing glorious pages of history for the nation. After listening to the report, the Prime Minister was very moved to know that the whole Nam Dinh province has more than 36 thousand martyrs, more than 41 thousand wounded and sick soldiers, nearly 3 thousand Vietnamese Heroic Mothers, more than 10 thousand resistance fighters infected with toxic chemicals... In particular, the Prime Minister highly appreciated the examples of will, determination and effort such as Mr. Hoang Xuan Phuong (wounded soldier, 35%) - Deputy of the Propaganda Department of the Hai Tay Commune Party Committee, who has been commended for many consecutive years for his outstanding achievements; Mr. Nguyen Thanh Chau (wounded soldier, 45%) is a good
businessman , and was the owner of a typical livestock model in Hai Xuan Commune; Mr. Nguyen Duc Lien (wounded soldier, 81%) is always exemplary, making positive contributions to his place of residence... These are exemplary wounded and sick party members; always implementing well the policies and laws of the Party and the State; being active in local movements; overcoming difficulties to excel in labor, production and doing good
business . On this occasion, the Prime Minister suggested that Nam Dinh should have an educational program for the younger generation to learn from and follow the example of the previous generation; inspiring the younger generation to visualize the sacrifices, hardships, patriotism, optimism, love of life, and bravery of those who have contributed to the revolution. The Prime Minister pointed out that although the Party, State and people always care and look after them with respect, deep gratitude and the highest responsibility, the lives of a number of wounded soldiers, relatives of martyrs, and families of those who have contributed to the revolution are still difficult.

The Prime Minister requested all levels, sectors and localities, including Nam Dinh province, to continue promoting the tradition of “When drinking water, remember its source”, thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Directive of the Secretariat on continuing to strengthen the Party’s leadership over the work of people with meritorious services to the revolution, and the Ordinance on preferential treatment for people with meritorious services to the revolution. Inheriting and promoting the achieved results, continuing to perfect and well implement policies and laws for people with meritorious services, ensuring that people with meritorious services and their families have a living standard of average or higher in the locality with the spirit that no person with meritorious services is not entitled to preferential policies. Continuing to research and implement the increase of social allowances and preferential allowances appropriately; increasing the attraction of social resources, promoting the movement of “repaying gratitude”; contributing to compensating for the disadvantages of people with meritorious services and their families with meritorious services to the revolution.
