Khau Tinh Commune (Na Hang) is on the roadmap to reach the new rural area this year. Identifying this as a difficult task, the Party Committee issued policies and issued resolutions to implement it, directed extensive implementation, and socio-political organizations promoted propaganda work, launched the new rural construction movement, and created consensus among the people to organize implementation.
Comrade Tai Van Mui, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Linh Phu commune, Chiem Hoa district (left) inspected the tea model.
The Steering Committee for New Rural Development of the Commune was established with the Secretary of the Commune Party Committee as the Head of the Committee; the Chairman of the Commune People's Committee as the Standing Deputy Head. At the Village Development Committees, the Party Committee members are directly in charge, closely monitoring each target and method of implementation.
Khau Tinh Commune Party Secretary Le Huu The said that up to now, the commune has achieved 11/19 criteria. In addition to the criteria that require a lot of state investment capital such as transportation, electricity, schools, cultural facilities, etc., many criteria that the Commune Party Committee has identified as difficult criteria, without the strong participation of the people, will be very difficult to complete, such as environment, income, and poverty rate.
Regarding income criteria, the commune proactively integrates capital sources from programs and projects to build production support models, guiding people to change crop structures appropriately. Economic models such as squash, pumpkin, off-season vegetables, raising pigs, commercial chickens, cows, etc. are directly supported for people. These models are directly sought and connected to businesses by the Party Secretary of the commune. In addition, to increase income, the commune strengthens coordination with domestic and foreign labor recruitment companies to introduce jobs to people, since then more than 130 people have gone to work in industrial parks in and outside the province.

In July 2023, over 100 officers of the Na Hang District Military Command, officers and soldiers of Regiment 148, Division 316 supported 15 working days, together with local Party committees, authorities and ethnic people in the area contributed over 2,500 working days to participate in the construction of new rural areas. Many tasks that require a lot of manpower, such as making concrete roads in the fields, supporting house construction, building livestock barns, building 3 sanitation works, building curbs, dredging sewers, building fences of cultural houses... were completed in a short time. Khau Tinh Commune Party Secretary Le Huu The affirmed that this is truly valuable support to reduce difficulties for the commune in environmental criteria, infrastructure construction, houses...
Hung Duc Commune (Ham Yen) is also striving to reach the new rural destination this year. Although the commune still faces many difficulties, but determining that new rural development is a mandatory task, in order to achieve the goal of becoming a new rural district with the district by 2025, the Party Committee has issued Resolutions to accelerate the progress of new rural construction in the area. In which, each Party Committee member will be responsible for urging a group of criteria related to their expertise and tasks.
Vice Chairman of the People's Committee of Hung Duc Commune, Dang Van Giap, was assigned the responsibility of urging and directing the villages to complete the criteria in the economic field such as planning, income, etc. As a commune with advantages in forestry and livestock, but due to the long period of income, for many years, the average income per capita in Hung Duc has only reached about 39 million VND/person/commune. To complete the goal of raising the average income per capita of the commune to over 42 million VND/person/year, Vice Chairman of the People's Committee of Hung Duc Commune advised on a plan to take people to visit and learn from the experiences of many communes that have reached the new rural finish line, thereby bringing many new economic models to the fields. After reviewing the local reality, realizing that the land is suitable for growing many short-term crops, Hung Duc Commune People's Committee planned and planned to introduce 3 new models: growing cucumbers (estimated area of 5 ha), chili (estimated area of 3.5 ha) and biomass corn (estimated area of 80 - 100 ha). For these models, the commune leaders will connect with businesses and cooperatives to proactively supply seedlings, fertilizers, techniques and consume products. According to Vice Chairman of the Commune People's Committee Dang Van Giap, although these models have just been put into cultivation, they promise to bring a stable source of income to the people. As for the biomass corn model, when it was first reviewed, only 1 business came to discuss the issue of consumption, but now 3 dairy farming businesses have come to discuss technical support and take care of product output.
Secretary of the Vat Cay village Party cell, Chieu Yen commune (Yen Son) Le Duc Minh pioneered in planting Buddha's hand trees on mixed garden land to increase income.
The task of building new rural areas in Tuyen Quang is entering the final stage. In each stage, each task, thanks to the correct orientation of Party committees at all levels, the movement to build new rural areas has really entered the hearts of the people and received the people's support. People voluntarily contribute human resources and money to the projects. Party committees at all levels, heads of localities, units, cadres and Party members have increased their responsibility to set an example and be active in the implementation process. That is also the premise to create a combined strength for this important task.
As in Quyet Thang commune (Son Duong), to complete the criteria for new rural construction by 2024, the Party Committee of the commune has directed the People's Committee of the commune to coordinate with the Vietnam Fatherland Front Committee and socio-political organizations of the commune and two villages to propagate and mobilize people to participate in donating land to hand over the site to the construction unit. Thereby, 19 households participated in donating 2,214 m2 of land, Mr. Tran Dinh Luyen's family in Lang Cu village alone donated a cultivated field with an area of 195 m2 to straighten the road and 232 m2 of forest land. Two concrete roads in Lang Cu village and Lien Thang village with a length of more than 1,300 meters have been completed, contributing to completing the traffic criteria in this locality.
Not only in Hung Duc, Khau Tinh, or Quyet Thang, the task of building new rural areas, advanced new rural areas, and model new rural areas all demonstrate the leadership role of party committees at all levels in each criterion and each task. In many communes, the task of breakthrough and innovation is directly linked to each indicator in the set of new rural criteria, thereby promoting the combined strength of cadres and party members in completing difficult tasks in the locality.
