From July 1, 2025, along with regular administrative procedures, the number of land records received at public administrative service centers at the commune and ward levels in the province has increased significantly. The reason is that due to the process of merging provinces and abolishing the district level, new communes and wards have been established, causing some people to worry and re-do land documents, although this is not mandatory.
To meet the needs of the people and improve the efficiency of handling administrative procedures, the Provincial Land Registration Office has directed its branches to coordinate with the People's Committees of wards and communes to receive dossiers in the form of non-administrative boundaries; at the same time, promote the handling of dossiers through the online environment. Thanks to that, the handling of land administrative procedures has been smoother, faster and more effective than before.
Director of the Dong Nai Province Land Registration Office - Bien Hoa Branch Dang Van Luan said: Currently, people no longer have to go to the exact place where the land is located to submit their applications as before. Instead, they can submit their applications at any public administrative service center in the province if they feel it is convenient. Particularly with the online form, people can do it anytime, anywhere without having to go to a state agency.
“Promoting the reception and processing of records in a non-territorial, online manner has significantly increased the rate of records being processed early and on time. Not only do people and businesses benefit, but state agencies also improve the efficiency of land management,” Mr. Luan emphasized.
According to Deputy Director of the Provincial Land Registration Office Nguyen Van Phuc, the settlement of land records without being limited by administrative area is an important step in reforming administrative procedures, creating more favorable conditions for people to exercise their rights and obligations related to land.

To ensure the smooth reception and processing of non-territorial records, the Provincial Land Registration Office has issued unified regulations on records and reception procedures. Instructions for receiving and processing records are implemented synchronously to avoid the situation of "each place doing it differently" causing congestion.
In addition, the Provincial Land Registration Office accelerates the connection of land data at the commune and provincial levels to help look up and process non-territorial records more conveniently and quickly; organizes training and capacity building for staff receiving and processing records; digitizes records and cadastral maps, and connects to online platforms to shorten processing time and reduce errors. Record processing procedures are public and transparent so that people can easily monitor and implement them.
Towards digitalizing public services
According to the assessment of the Department of Agriculture and Environment, promoting the settlement of records in the form of non-administrative boundaries is an important solution, ensuring continuity, consistency and science in land management after the merger. In addition, the province promotes the digitization of all land records, connecting with the land management system of the Ministry of Agriculture and Environment .
This approach not only helps overcome barriers caused by changes in administrative boundaries; ensures publicity and transparency in land management and planning, but also creates a foundation for building a modern land database, synchronized with the national data system, effectively serving investment attraction, granting land use right certificates, site clearance and dispute resolution.
Mr. Tao Xuan Trinh, a resident of Tran Bien ward, who owns land in Dong Xoai ward, said: “In the past, I had to go to Dong Xoai ward to submit my application and wait for a receipt, but now I just need to go to the nearest one-stop shop to do it. It is very convenient for people, saving gas money and travel time.”
Although the form of submitting and resolving non-territorial records is considered to be promoted and effective, in the context of the new provincial merger and the transition to a 2-level local government model, the reception and resolution of records in the form of unlimited administrative areas and online still has certain limitations. Specifically, the land database on the management software is not completely synchronized; records will be concentrated in a few central wards and communes - where there are many people; some localities far from the center still have difficulties with connection lines, people are not familiar with the form of submitting non-territorial records and online.
To promote the method of submitting non-administrative dossiers and submitting them online, the relevant agencies need to widely communicate to the people, so that they can choose the appropriate form and location for submitting dossiers. Continue to synchronize commune and provincial data with data from the Ministry of Agriculture and Environment and the National Database to ensure that dossiers are searched and processed smoothly. At the same time, upgrade the online public service portal to ensure access speed and security. Arrange specialized staff with knowledge of land procedures at public administrative service centers and provide additional training in guiding people to use online public services, look up dossiers, and use electronic dossier codes. Simplify processes and forms to make it easier for people to carry out procedures for submitting dossiers and looking up information.
