The National Assembly Chairman highly appreciated the initiative of the Fatherland Front Committee and the leaders of Hanoi city in organizing the Connection Journey of the delegation of intellectuals, religious dignitaries, and ethnic minorities of the city.

Listening to the opinions, the National Assembly Chairman emphasized that solidarity is a precious tradition of our nation. In their subconscious, every Vietnamese person is proud to be "the descendants of the dragon and the fairy", sharing the same origin, and being brothers and sisters in the same family.

The Party and State always identify national great unity as an important strategic policy, a source of strength, a main driving force and a decisive factor in the cause of national liberation and unification as well as in the cause of building and defending the Fatherland.

The National Assembly Chairman said that the 15th National Assembly was elected with a representative structure that fully represents all social classes, of which ethnic minority National Assembly deputies account for 17.84%, the highest in 15 National Assembly terms, for the first time there are representatives of two very small ethnic minorities (Lu and Brau); there are 5 religious dignitaries; 119 teachers and former teachers, education management officials; the proportion of delegates with high professional qualifications and education (12 Professors, 20 Associate Professors, 144 Doctors, 248 Masters)... The National Assembly has had more flexible forms of activities to meet the requirements of practical life. For the first time, the work of people's petitions has been included in the monthly meeting agenda by the National Assembly Standing Committee...

The National Assembly Chairman said that this meeting is a testament to the unity of will and action, and sense of responsibility of the exemplary citizens of the Capital, for the common development of Hanoi and the whole country. The National Assembly Chairman was pleased to see that in 2023, Hanoi's socio-economic development basically completed the general target with many outstanding and comprehensive results, especially after the COVID-19 pandemic, both in terms of Party building, economic and social development, and being one of the few localities to issue a Resolution on the development of cultural industry.

To achieve the above results, in addition to the efforts of the entire political system of Hanoi city, there are valuable contributions from religious dignitaries, officials, ethnic minorities, intellectuals and scholars living, working and living in the city.

Taking note of the opinions and proposals of the delegates, the National Assembly Chairman said that the 13th National Party Congress has determined the vision and goal of turning our country into a high-income developed country by 2045. Hanoi, with its particularly important role and position and advantages and potential that no other place has, is facing a historic mission. The Politburo issued Resolution No. 15-NQ/TW dated May 5, 2022 on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045.

At this time, the draft Law on the Capital (amended) has just been reviewed and completed at the Conference of National Assembly deputies working full-time to submit to the National Assembly for consideration and approval at the May 2024 session. According to the Chairman of the National Assembly, the draft Law on the Capital (amended) has the advantage of not being a "framework law, a pipe law" as before, but has very specific contents, very specific policies, these policies can be implemented immediately. Competent authorities are urgently completing the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065. According to the Chairman of the National Assembly, these two plans need to be submitted to the National Assembly for comments. In the upcoming National Assembly session, the draft Law on the Capital (amended) and the two plans will be submitted, and if agreed upon and passed at the same time, will create a huge legal framework for the development of the Capital.

The National Assembly Chairman hopes that the Party Committee, government and people of the Capital, especially the community of intellectuals, religious followers and ethnic minorities, will continue to thoroughly grasp, propagate and raise awareness of the particularly important position and role of the Capital Hanoi. Arouse the aspiration and responsibility to develop the Capital Hanoi with a thousand years of culture and heroism, a creative city, a city for peace, a national political and administrative nerve center, a major center of culture, education and training, science and technology, economy and international integration; determined to build the Capital Hanoi into a center and driving force to promote the Red River Delta region, the key economic region of the North and the whole country, to develop on par with the capitals of developed countries in the region. Along with that, focus on prioritizing the completion of the institution for comprehensive and synchronous development of the Capital, meeting the requirements of rapid, even, sustainable development and international integration.

The National Assembly Chairman agreed with the delegates' opinions that the capital Hanoi needs to pay special attention to building mechanisms and policies to attract and promote the intelligence of leading domestic and international intellectuals, experts and scientists in the cause of building and developing the capital. The National Assembly Chairman emphasized the importance of effectively implementing Resolution No. 45-NQ/TW dated December 24, 2023 of the 13th Central Executive Committee on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period; Resolution No. 43-NQ/TW dated November 24, 2023 of the 8th Conference of the 13th Central Executive Committee on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy.

Along with that, the city implements policies on mobilizing, uniting, and gathering religious organizations, dignitaries, and followers to live a "good life and good religion", actively contributing to the construction and protection of the capital and the Fatherland; promoting good cultural and ethical values and resources of religions for the cause of national development; taking effective measures to ensure that religious organizations operate in accordance with the law and charters and regulations recognized by the State.

The National Assembly Chairman emphasized the need to ensure equality, solidarity, respect, and mutual assistance among ethnic groups for mutual development; to have mechanisms to promote the positivity and self-reliance of ethnic minorities in socio-economic development, to achieve sustainable multidimensional poverty reduction; and to take care of building a contingent of cadres and prestigious people in ethnic minority areas.

The city mobilizes, allocates, uses and effectively manages resources for investment in development, creating fundamental changes in the economy, culture and society in areas with ethnic minorities. Emphasizing that the people must enjoy the development achievements, therefore, as a city with better conditions than other localities, Hanoi needs to promote well the work of social security and social welfare.

The National Assembly Chairman emphasized the need to strengthen the core political role and responsibility of the Fatherland Front and socio-political organizations in building the great national unity bloc, gathering and mobilizing people to promote patriotic emulation movements, practicing democracy, enhancing social consensus; performing well the role of social supervision and criticism, representing and protecting the legitimate rights and interests of union members and association members, actively participating in Party and State building, and strengthening people-to-people diplomacy. The outstanding intellectuals, religious dignitaries and ethnic minorities of Hanoi will further promote their role as the nucleus of all movements; spreading, orienting and inspiring other social forces, especially the young generation, to actively contribute to the development process of Hanoi and the whole country.

The National Assembly Chairman said that the National Assembly, the National Assembly Standing Committee, and National Assembly agencies have performed their functions and powers well; created conditions for intellectuals, religious dignitaries, and ethnic minorities to continue promoting their roles and contributing to the construction and development of the country./.
