Attending the meeting were leaders from the VCCI (Vietnam Chamber of Commerce and Industry) in the region; the Provincial Business Association; the Association of Outstanding Businesses; the Provincial Association of Small and Medium Enterprises; the Provincial Real Estate Association; the Association of Veteran Businesses; the Young Entrepreneurs Association; and the Women Entrepreneurs Association.

This meeting serves as an important forum to evaluate the results of addressing the opinions and recommendations of business associations and organizations from the previous briefing session; it is also an opportunity for the leaders of the Nghe An Provincial People's Committee to continue listening to new proposals and recommendations from the business community, thereby promptly resolving difficulties and promoting production and business.

Accordingly, since the previous meeting, the Provincial People's Committee has received 15 recommendations from associations, business organizations, and businesses in the area.
To date, 11 recommendations have been answered and guidance provided, focusing on issues such as: land lease rates; adjusting land use planning until 2030 to suit the current situation in the project area; land lease procedures; proposals for financial support for renting/purchasing digital transformation software in enterprise management; application of provincial mechanisms and policies to support businesses; and resolving difficulties in investing in fire prevention and fighting infrastructure at Hung Loc Industrial Cluster (formerly Vinh City), now Vinh Loc Ward…

The remaining four recommendations are still being considered and addressed by the relevant authorities in the coming period. Prior to this meeting, the Provincial People's Committee also received 20 new recommendations related to issues such as land valuation, land clearance, and ensuring security and order.
During the meeting, the business community also raised direct opinions, focusing on issues such as land leasing, land prices, biomass power development, and the management of industrial clusters when implementing a two-tiered local government model…

Besides specific recommendations, Mr. Tran Anh Son - Chairman of the Provincial Association of Outstanding Businesses - also suggested reviewing the organizational model of the business community in the province to form a single business association, while existing business associations and societies could become subordinate branches. In addition, he suggested studying the possibility of organizing business associations at the district level, which were previously part of the two-tiered local government structure.

During the meeting, in response to the proposals, leaders from several departments, including Agriculture and Environment; Industry and Trade; Finance; and Culture, Sports and Tourism, provided specific answers. The Vice Chairmen of the Provincial People's Committee, at the briefing session, offered suggestions, particularly on ways to further improve the effectiveness of these briefings in the spirit of supporting businesses.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Van De expressed his desire to hear more suggestions from businesses, such as: shortening the time for approving investment policies, land procedures, as well as environmental licensing procedures, tax incentives, and related administrative procedures; providing more specific feedback on difficulties in accessing raw materials and input labor, as well as the current situation and proposed recommendations regarding the output market…

Regarding the responsibilities of departments and agencies in resolving requests and proposals from businesses, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested that relevant departments and agencies provide specific answers, clear solutions, and propose definitive solutions, including resolving even minor issues, so as not to let seemingly simple matters affect the province's investment environment.
Supporting and accompanying businesses in achieving sustainable development.
On behalf of the provincial leadership, Chairman of the Provincial People's Committee Le Hong Vinh respectfully thanked the associations, organizations, and businesspeople for their heartfelt and responsible opinions at the meeting. Based on these opinions, the province will fully consider and record them to continue directing more decisive and effective action in the future.

Regarding the specific proposals raised at the meeting, the Chairman of the Provincial People's Committee directly discussed, clarified, and assigned specific tasks to the relevant departments and agencies, requiring them to provide definitive answers in the spirit of supporting and accompanying businesses.
Providing further information on the socio-economic situation in the first six months of the year, the Chairman of the Provincial People's Committee stated: Although the province had to carry out many important tasks amidst many adverse impacts from the global situation, growth and results were still relatively positive. However, the last six months of 2025 will present many pressures and difficulties, requiring decisive action from the entire political system and government.

In particular, the Chairman of the Provincial People's Committee expressed his wish for associations, organizations, and businesses to continue sharing and cooperating with the province, promoting investment, production, and business, and contributing to local economic development with the spirit of "genuine investment, genuine action." The provincial leaders affirmed their commitment to accompanying and supporting the business community.

Regarding associations and business organizations, Comrade Le Hong Vinh suggested they continue to play their role in representing and protecting the rights of their members; and at the same time, strengthen coordination and sharing with state management agencies to jointly resolve difficulties for businesses, including providing legal advice and support in the context of remaining legal regulations.

Regarding the proposal to merge business associations under a single authority, the Chairman of the Provincial People's Committee expressed support for the principle, considering it a suitable direction to improve operational efficiency and increase connectivity between businesses and the government. He therefore requested that the relevant organizations proactively work together and agree on a plan based on a voluntary basis.
