Bringing policies closer to the people.
At the 5th Conference of the 13th Central Committee of the Communist Party of Vietnam, Resolution No. 19-NQ/TW, dated June 16, 2022, on agriculture, farmers, and rural areas until 2030, with a vision to 2045 (Resolution 19) was issued. Resolution 19 highlighted the great achievements of the entire Party and people after nearly 15 years of implementing Resolution 26-NQ/TW on agriculture, farmers, and rural areas. Accordingly, agriculture continues to develop both in scale and production level, maintaining relatively high growth, affirming its important position as a pillar of the economy , and ensuring national food security.
In 2023, the Government also issued Resolution 26/NQ-CP dated February 27, promulgating the Government's Action Program to implement Resolution No. 19. The Government's Action Program to implement Resolution No. 19 aims to concretize and implement the viewpoints, policies, and solutions in the Party's 13th National Congress Resolution on developing "ecological agriculture, modern rural areas, and civilized farmers".
In line with that policy, despite being an industrial province, Dong Nai has achieved many impressive results in agricultural development and rural construction. Specifically, Dong Nai is among the top provinces and cities with the highest per capita income in rural areas nationwide; it is also among the top in the country in terms of investment in rural infrastructure… thereby contributing to fundamentally changing the face of rural areas and gradually reducing the gap between rural and urban development.
During the period from 2008 to 2021, Dong Nai attracted investment in high-tech agriculture and conducted an assessment of the implementation results of Resolution No. 26-NQ/TW on agriculture, farmers, and rural areas.
In 2017, the People's Committee of Dong Nai province issued a plan to implement the restructuring of the agricultural sector for the period 2017-2020.
In 2019, Dong Nai province issued a plan titled "Enhancing the Competitiveness of Agricultural Products in the Context of International Economic Integration," contributing to the implementation of the general policy on international economic integration nationwide and the restructuring of the agricultural sector in Dong Nai province. Also in 2019, the Provincial People's Committee issued a Decision promulgating regulations on supporting the development of rural industries and craft villages in Dong Nai province.
In 2020, the People's Committee of Dong Nai province issued the Plan for restructuring crop patterns on rice-growing land in Dong Nai province for the period 2019-2020.
In 2023, Dong Nai province issued Decision No. 2327/QD-UBND approving the Project for the Development of Organic Agriculture in Dong Nai Province for the period 2021-2030, which aims for a total area of 1,322 hectares of organic and organically-oriented crops in the province by 2025, accounting for 0.49% of the total agricultural land area of the province.
Directing decisive implementation
To build an "ecological agriculture, modern rural areas, and civilized farmers," Dong Nai province has always strived to implement the National Target Program for New Rural Development. In recent years, the Dong Nai Provincial Party Committee has directed the vigorous implementation of the National Target Program for New Rural Development.
The Party Committee and government of Dong Nai province have always placed agriculture, farmers, and rural areas in a strategic position in development. Therefore, even before the Central Committee's Resolution No. 26 on agriculture, farmers, and rural areas, since 2007, the Dong Nai Party Committee had already issued a resolution and plan to build rural areas with four key aspects: improved economic living standards; synchronized socio-economic infrastructure; a good cultural life with guaranteed security and safety; and a sustainable ecological environment. All of this aimed at improving the lives of rural people.
According to the People's Committee of Dong Nai province, after more than two years of implementing Directive No. 12-CT/TU dated September 22, 2021, of the Provincial Party Committee on continuing to promote the new rural development program for the period 2021-2025, the rural areas throughout the province have continued to show significant progress, and the lives of the people have continued to improve both materially and spiritually. The province has mobilized nearly 10,000 billion VND from the budget and nearly 20,000 billion VND from people's contributions to implement the program. Currently, Dong Nai ranks second nationwide in new rural development.
In 2023, the People's Committee of Dong Nai province issued Decision No. 9/2023/QD-UBND on the promulgation of the set of criteria for new rural communes in Dong Nai province until 2025; Decision No. 10/2023/QD-UBND on the promulgation of the set of criteria for advanced new rural communes in Dong Nai province until 2025; and Decision No. 11/2023/QD-UBND on the promulgation of the set of criteria for model new rural communes in Dong Nai province until 2025.
In early 2024, the Chairman of the People's Committee of Dong Nai province issued Decision No. 3479/QD-UBND assigning responsibility for managing the activities of the Provincial Rural Development Program Coordination Office; Decision No. 09/QD-UBND assigning targets for the implementation of the National Target Program on Rural Development in 2024; and Decision No. 984/QD-UBND approving the policy in the proposed Resolution stipulating the level of support for welfare works for communes and districts achieving advanced rural development standards; and communes achieving model rural development standards in Dong Nai province by 2025.
It is evident that the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Steering Committee for National Target Programs on New Rural Development in Dong Nai Province have always given special attention to the development of agriculture, rural areas, and farmers. Dong Nai has also been very proactive and creative with many breakthrough mechanisms and policies to mobilize all social resources for new rural development. The province's new rural development program has achieved outstanding results, contributing to fundamentally changing the face of rural areas and gradually reducing the gap between rural and urban development. This is the inevitable result of the concerted efforts and unity of the entire political system and the people in the province.
