Bringing policy to the people

At the 5th Conference, the 13th Party Central Committee issued Resolution No. 19-NQ/TW dated June 16, 2022 on agriculture, farmers, and rural areas to 2030, with a vision to 2045 (Resolution 19). Resolution 19 highlighted the great achievements of the entire Party and people after nearly 15 years of implementing Resolution 26-NQ/TW on agriculture, farmers, and rural areas. Accordingly, agriculture continued to develop in both scale and production level, maintaining a relatively high growth rate, affirming its important position as a pillar of the economy , firmly ensuring national food security.

In 2023, the Government also issued Resolution 26/NQ-CP dated February 27, promulgating the Government's Action Program to implement Resolution No. 19. The Government's Action Program to implement Resolution No. 19 aims to concretize and implement the viewpoints, policies and solutions in the Resolution of the 13th National Party Congress on developing "Ecological agriculture, modern countryside, civilized farmers".

Implementing that policy, although being an industrial province, Dong Nai has still achieved many impressive results in agricultural development and new rural construction. Specifically, Dong Nai is in the top of the provinces and cities with the highest average income per capita in rural areas in the country; in the top of the country in terms of investment in rural infrastructure... thereby contributing to fundamentally changing the face of the countryside, gradually reducing the gap between rural and urban development.

During the period from 2008 to 2021, Dong Nai attracted investment in high-tech agriculture and assessed the implementation results of Resolution No. 26-NQ/TW on agriculture, farmers, and rural areas.

In 2017, Dong Nai Provincial People's Committee issued a plan to implement the restructuring of the agricultural sector in the 2017 - 2020 period.

In 2019, Dong Nai province issued the Project "Improving the competitiveness of agricultural products in the context of international economic integration, contributing to the implementation of the general policy on international economic integration in the whole country and the implementation of the policy of restructuring the agricultural sector of Dong Nai province. Also in 2019, the Provincial People's Committee decided to issue regulations to support the development of rural industries and craft villages in Dong Nai province.

In 2020, the Provincial People's Committee issued a Plan to convert crop structure on rice-growing land in Dong Nai province for the period 2019 - 2020.

In 2023, Dong Nai province issued Decision No. 2327/QD-UBND approving the Project on organic agriculture development in Dong Nai for the period 2021 - 2030, in which the target by 2025 is that the total organic and organic-oriented planting area in the province will be 1,322 hectares, accounting for 0.49% of the total agricultural production land area of the province.

Direct implementation resolutely

In order to build an "Ecological agriculture, modern countryside, civilized farmers", Dong Nai province always strives to implement the National Target Program on New Rural Construction. In recent years, the National Target Program on New Rural Construction has been resolutely directed by the Dong Nai Party Committee.

Dong Nai Party Committee and Government always put agriculture - farmers - rural areas in a strategic position in development. Therefore, before the Central Resolution No. 26 on agriculture, farmers and rural areas, since 2007, Dong Nai Party Committee has had a resolution and project to build a 4-in-1 rural area: improved economic life; synchronous economic - social infrastructure; good cultural life - guaranteed security and safety; and a sustainable ecological environment. All aim to improve the lives of rural people.

Dong Nai Provincial People's Committee said that after more than 2 years of implementing Directive No. 12-CT/TU dated September 22, 2021 of the Provincial Party Committee Standing Committee on continuing to promote the implementation of the new rural construction program for the period 2021 - 2025, the rural areas of the whole province continued to have clear changes, people's lives continued to improve both materially and spiritually. The province mobilized nearly 10,000 billion VND of the budget and the people contributed nearly 20,000 billion VND to implement the program. Currently, Dong Nai is the second province in the country in new rural construction.

In 2023, Dong Nai Provincial People's Committee issued Decision No. 9/2023/QD-UBND on promulgating the set of criteria for new rural communes in Dong Nai province by 2025; Decision No. 10/2023/QD-UBND on promulgating the set of criteria for advanced new rural communes in Dong Nai province by 2025; Decision No. 11/2023/QD-UBND on promulgating the set of criteria for model new rural communes in Dong Nai province by 2025.

In early 2024, the Chairman of Dong Nai Provincial People's Committee issued Decision No. 3479/QD-UBND on assigning responsibility for operating the Office of the Provincial New Rural Development Program; Decision No. 09/QD-UBND on assigning targets for the implementation plan of the National Target Program on New Rural Development in 2024; Decision No. 984/QD-UBND on approving policies in the proposal to develop a Resolution stipulating the level of support for welfare works for communes and districts meeting advanced new rural standards; communes meeting model new rural standards in Dong Nai province by 2025.

It can be seen that the Provincial Party Committee, People's Council, Provincial People's Committee, and the Steering Committee of the national target programs for new rural construction in Dong Nai always pay special attention to the development of agriculture, rural areas, and farmers. Dong Nai is also very proactive and creative with many breakthrough mechanisms and policies to mobilize all social resources to build new rural areas. The province's new rural construction program has achieved outstanding results, contributing to fundamentally changing the face of rural areas, gradually reducing the gap between rural and urban development. This is the inevitable result of the spirit of solidarity and unanimity of the entire political system and people in the province.
