"God's eye" keeps peace
Since March 1, 2025, nearly 60 AI cameras have been installed along Provincial Road 336, passing through Ha Trung Ward (Ha Long City), becoming an effective monitoring tool for the police force. Without having to leave their desks, all movements of people and vehicles are directly monitored by the Ward Police Chief through the monitoring screen system connected to the camera.

The AI camera system not only records images, but also has the ability to analyze images in real time, automatically detect abnormal behavior, recognize faces, recognize license plates and warn when there is movement. When key subjects or related vehicles pass through the area, the system immediately sends notifications to the phone of the Ward Police Chief to promptly grasp the situation.
Lieutenant Colonel Dinh Manh Hung, Head of Ha Trung Ward Police, said: With the current system, nearly 99% of license plates of cars and motorbikes moving through the area are identified and recorded. Key subjects and license plates are put on the artificial intelligence watch list. When any vehicle or incident occurs in the area, the system will automatically record and provide information for investigation, prosecution, interrogation and proving the truth of the case.

Thanks to this smart surveillance technology, the work of ensuring security and order in Ha Trung ward is increasingly improved, creating a solid defense line for the community, while effectively supporting the functional forces in the fight against crime.
Not only in big cities, AI camera systems are also bringing positive changes in rural areas. Since the end of 2022, Dong Rui commune (Tien Yen district) has installed 12 AI cameras on key roads, intersections, and crossroads. Data from the cameras has helped the commune police verify violations and fine many cases of non-compliance with traffic regulations.
According to the leader of Dong Rui Commune Police, in the past, many people had the habit of driving motorbikes on inter-village roads without wearing helmets. Since the AI camera was installed, the Commune Police have extracted images of violators and coordinated with village leaders to go to their homes to propagate. Only in cases where they re-offend after being propagated will the Commune Police impose penalties. Thanks to this, not only compliance with wearing helmets when riding motorbikes, but also many other regulations on traffic and environmental sanitation are voluntarily implemented by people.

In addition to supporting traffic monitoring, the AI camera system also plays an important role in preventing and combating law violations at the grassroots level. From 2023 to present, through data provided by the AI camera system, Tien Yen District Police have coordinated to verify and clarify the causes of 3 traffic accidents and promptly prevented 2 cases of teenagers gathering to disturb public order. Notably, in August 2023, after receiving reports from people about the theft of buffaloes and calves, the Tien Yen District Police investigation agency quickly reviewed data from the AI camera system. In a short time, the authorities identified the suspect as Vu Van Tu (residing in Tien Lang District, Hai Phong City), arrested him and returned the property to the victim.
Towards smart and safe cities
In the journey to become a pioneer in digital transformation and smart cities, Quang Ninh is showing methodical and strong steps. Notably, the application of artificial intelligence (AI) in ensuring security and order and urban management. The AI camera system widely deployed throughout the province has shown remarkable effectiveness, becoming an "electronic shield" contributing to maintaining social order and safety early and from afar.

Notably, most of the funding for installing AI cameras was mobilized through socialization, with the joint contributions of people and businesses, demonstrating the spirit of consensus and participation in building a smart and safe urban area. Mr. Pham Ngoc Tuan, Vice Chairman of the People's Committee of Cao Xanh Ward (Ha Long City), said: Previously, the ward had deployed socialization to install a conventional camera system to serve the work of collecting images to handle violations. With the outstanding features of AI cameras, the ward installed 20 more AI cameras from the support of 213 party members operating in the area. In the coming time, we will continue to expand and add more locations to improve monitoring capabilities.
From the practical implementation in Ha Long City, the socialized model of installing AI cameras continues to be replicated in many localities in the province. In Quang Trung Ward (Uong Bi City), people not only installed security cameras in their households, but also contributed 600 million VND to deploy 41 cameras at major traffic intersections and key areas in 13 residential areas. Images from this system are transmitted directly to the server and monitoring screen located at the ward police headquarters, serving the work of monitoring and controlling the security and order situation effectively and proactively.
Not only in central cities, smart camera systems are also widely deployed in rural and mountainous areas. Typically, in Quarter 5, Ha An Ward (Quang Yen Town), where there is a high population density and many key traffic routes; after a meeting and receiving consensus from the people, the quarter mobilized nearly 70 million VND to install a common display screen and 20 cameras at key traffic intersections.

Ms. Nguyen Thi Loan, Party Cell Secretary, Head of Ward 5, shared: The installation of a security camera system has helped the ward promptly detect acts such as theft, illegal dumping, traffic violations, etc. Images from the camera are also used in meetings to propagate and remind people to raise their awareness of law compliance. Thanks to that, the security and order situation in the area is increasingly stable.
Thanks to the close coordination between local authorities and people, Quang Ninh has been building a smart and effective security system with thousands of AI cameras, contributing to creating a safe, civilized and modern living environment for the community. Developing a security camera system integrated with AI technology is not only an urgent solution to ensure security and order, but also an important foundation to realize the goal of building a smart city. This is a strategic step, helping Quang Ninh accelerate the digital transformation process in developing digital government, towards serving people better and better.
