Driving force from industrial clusters
In order to maximize the advantages of mountainous, border and island areas, create jobs for local workers and increase budget revenue, localities have actively attracted investment resources for industrial development in the area.
In particular, localities focus on attracting investment to develop industrial clusters (ICs) with appropriate scale. From there, creating conditions for secondary enterprises to operate, serving the relocation of small-scale industrial establishments, and leveraging local industry.
Nam Son Industrial Park (Ba Che Commune) invested by Hoang Thai Joint Stock Company was put into operation in 2017. This is the first industrial park invested in mountainous, border and island areas, opening up development opportunities for this locality.
In phase 1 of the project, the investor has basically built infrastructure, traffic and trees with an area of 28.5 hectares, with a total investment of over 276 billion VND, of which the State's capital supports over 60 billion VND, the rest is the investor's capital. Not only is the infrastructure synchronous, the traffic system connecting to the industrial park is also invested in and completed to ensure the transportation, travel and trade of secondary investors.
With many incentives on tax, labor, investment costs, especially maximum support from the locality, up to now, Nam Son Industrial Park has attracted 10 enterprises with a total investment capital of nearly 640 billion VND. The occupancy rate of the industrial park reached nearly 87%, contributing positively to local economic growth, creating jobs for nearly 500 workers.
The potential signals in attracting secondary investors to Nam Son Industrial Park are helping Ba Che’s industry and handicrafts develop stably, creating jobs for many workers, and promoting the local socio-economic development. Currently, the Industrial Park is continuing to research and invest in infrastructure in phase 2 with an area of 19 hectares.
After a period of research, careful preparation of conditions, and completion of investment procedures, in early June, Yen Than Industrial Park started construction in Dien Xa commune with a total area of nearly 48 hectares and a total investment of nearly 600 billion VND.
Yen Than Industrial Park is invested by Tan Dai Duong International Import Export Joint Stock Company to build technical infrastructure. The industrial park is conveniently located, adjacent to the road connecting National Highway 4B, National Highway 18C (provincial road 344) and has a 110KV power line. This is a project to build synchronous technical infrastructure to serve the relocation of small-scale industrial establishments out of the urban planning area to limit the risk of environmental pollution; at the same time, attract industrial production establishments, small-scale industrial establishments, logistics, agricultural and forestry product processing establishments, etc.
It is known that immediately after the groundbreaking ceremony, the investor mobilized maximum human resources, material resources, and equipment to implement the project. Up to now, the investor has completed leveling 20% of the project area, and at the same time, carried out the construction of technical infrastructure for rainwater drainage, embankments, and roadbeds. The investor is committed to speeding up the progress of infrastructure investment and construction, striving to complete the construction in the first quarter of 2026.
When put into operation, the industrial park is expected to serve 250 secondary project enterprises, create stable jobs for over 2,000 local workers, and shift the economic structure of Dien Xa commune towards modernization. The industrial park is expected to create a breakthrough for the development of industry in particular and the economy in general of the mountainous commune of Dien Xa in the coming time.
Right after Yen Than Industrial Park, in mid-June, the investment project to build and operate infrastructure of the Eastern Dam Ha B Industrial Park in Dam Ha and Quang Tan communes (phase 1) was granted an investment certificate. The project is invested by Shinec Joint Stock Company, with a total capital of over 500 billion VND, and a scale of over 60 hectares.
Up to now, immediately after the locality handed over the land for phase 1 with an area of 25 hectares, the investor has urgently deployed the leveling of 12% of the total land area assigned, at the same time, carried out the construction of a number of investment items of the project such as: Traffic roads, drainage system, domestic water supply and fire protection system, transformer station...
According to the roadmap, the investor commits to attracting secondary investment projects with an occupancy rate of 50% of the area immediately after completing infrastructure construction and 100% occupancy in the third year.
With a convenient location next to National Highway 18, close to the Hai Phong - Mong Cai Expressway, Mong Cai International Border Gate and Van Don Airport, the Industrial Park will be an attractive destination for secondary investors. The Industrial Park is an important highlight for industrial development in the two communes of Dam Ha and Quang Tan.
Mr. Pham Hong Diep, Chairman of the Board of Directors of Shinec Joint Stock Company, said: Our goal is to build an industrial park with a circular economic ecosystem, linking industrial development with ensuring social security. Therefore, we will continue to mobilize maximum resources to implement the project, striving to complete the project as soon as possible. We hope to receive maximum support from the local government in clearing the land for construction.
At the same time, the province also issued a decision to establish two industrial parks: Quang Duc in Quang Duc commune and Quang Thanh in Quang Ha and Quang Duc communes.
In particular, Quang Duc Industrial Park has an area of 69.44 hectares with synchronous investment in infrastructure systems including: Traffic, water supply, wastewater treatment, electricity supply... The industrial park is invested by Green Park Industrial Park Investment Joint Stock Company to build technical infrastructure. It is expected that in the third quarter of 2025, the project will be submitted for approval of detailed planning at a scale of 1/500 to implement the steps of approving the investment policy.
Quang Thanh Industrial Park has an area of 54.54 hectares. The infrastructure investor is Kim Long Joint Stock Company. The investor is implementing investment preparation steps to ensure the set progress. The main business lines of the 2 industrial parks are processing and manufacturing industry; wholesale and retail; repair of automobiles, motorcycles, motorbikes and other motor vehicles; warehouses and transportation support activities; production of material products and consumer services for households...
As of the reporting time, the province has established and expanded the area of 16 industrial parks. with a total area of 853.18 hectares. Of which, many industrial parks located in mountainous, border and island areas are identified as the driving force for economic growth in this region.
Paving the way for development from strategic infrastructure investment
Fully aware of the role, potential and specific difficulties of ethnic minority, mountainous, border and island areas, Quang Ninh province always pays special attention to the orientation of socio-economic development.
Over the years, the province has issued a series of policies to prioritize investment, support infrastructure, attract businesses and develop human resources in these areas. The province's consistent viewpoint is to develop specific regions not only to narrow the gap between the lowlands and the highlands, but also to effectively exploit existing potential, thereby creating a driving force for the overall growth of the whole province.
In the period of 2021-2025, together with the entire Party and people of the whole country, implementing the Resolution of the 13th National Party Congress and the 15th National Party Congress of the province, Quang Ninh continues to direct the promotion of growth model transformation associated with the transformation of development methods from "brown" to "green", restructuring, improving productivity, quality, efficiency, autonomy, adaptability, and competitiveness of the economy.
Ethnic affairs continue to receive deep and comprehensive attention from the Party, the State, Party committees and authorities at all levels. Quang Ninh province has focused on leadership, direction and prioritizing resources for socio-economic development, ensuring national defense and security in ethnic minority, mountainous, border and island areas and has achieved many important achievements.
On May 17, 2021, the Provincial Party Executive Committee issued Resolution No. 06-NQ/TU "on sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the 2021-2025 period, with a vision to 2030".
This is one of the first Resolutions of the Provincial Party Executive Committee, term XV, focusing on and targeting ethnic minority, mountainous, border and island areas, continuing to affirm the consistent viewpoint in directing the implementation of ethnic policies and investment in development for ethnic minority, mountainous, border and island areas of the province in the spirit of the Resolution of the 13th National Party Congress, Conclusion No. 65-KL/TW dated October 30, 2019 of the Politburo.
In the 2021-2025 period, Quang Ninh province has mobilized over 120,000 billion VND to implement Resolution No. 06-NQ/TU and national target programs. The highlight of Quang Ninh is that direct state budget investment and integrated state budget capital only account for about 16%, while mobilized social capital accounts for 84%. Thus, from one dong of state budget investment, Quang Ninh has mobilized over 5 dongs outside the budget for investment, contributing to improving the quality of life of people in ethnic minority, mountainous, border and island areas in the spirit of Resolution No. 06-NQ/TU.
Notably, the formation and effective operation of industrial clusters in ethnic minority, mountainous, border and island areas cannot be separated from the strategy of synchronous infrastructure investment, one of the important pillars that Quang Ninh is implementing to create a foundation for the development of industry and services in specific regions. Synchronous infrastructure has also contributed to ensuring connectivity, overall, promoting regional and intra-regional linkages, improving the efficiency of investment attraction and economic restructuring, developing production models, cooperatives and enterprises in ethnic minority, mountainous, border and island areas.
In the period of 2021-2025, the province has focused on leading, directing, and prioritizing large resources from the state budget, focusing on investment, developing strategic, synchronous, and modern transport infrastructure, promoting the connection of dynamic regions with disadvantaged areas, linking with economic centers, urban centers, dynamic regions, economic zones, and industrial parks to promote rapid and sustainable regional development; continuing to invest in and upgrade irrigation works, disaster prevention works, electricity infrastructure, water supply, cultural institutions, education and training, and medical equipment.
The province focuses on prioritizing and developing transport infrastructure connecting dynamic regions with disadvantaged regions, linking with economic centers, urban centers, dynamic regions, economic zones, and industrial parks to strengthen and expand linkages, exploit economic advantages, and promote rapid and sustainable regional development; in which, priority is given to developing dynamic connecting infrastructure between the border gates: Hoanh Mo - Bac Phong Sinh - Mong Cai.
At the same time, complete 15/15 dynamic traffic projects, connecting ethnic minority areas, mountainous areas, border areas, and islands with capital directly allocated to implement Resolution No. 06-NQ/TU such as: Traffic road connecting the center of the old Dai Duc commune to the center of the old Dai Thanh commune (now in Dong Ngu commune); traffic road from the center of the old Dam Ha district (now Dam Ha commune) to the old Quang An commune (now in Quang Tan commune); Provincial Road 341 (National Highway 18C) from Mong Cai Border Gate Economic Zone to Bac Phong Sinh Border Gate Economic Zone, phase 2...
The Provincial People's Committee approved and implemented the Project on renovating and upgrading rural traffic in Quang Ninh province for the period 2024-2025, with a vision to 2030 (in which the period 2024-2025 focuses on renovating and upgrading 73 categories of rural traffic works, mainly concentrated in ethnic minority, mountainous, border and island areas).
To facilitate investors in industrial zones, Quang Ninh province has focused on providing information on planning and geographical indications, flexibly applying mechanisms and policies to attract businesses to invest, while increasing meetings and dialogues with businesses, promoting administrative reforms, promoting and calling for investment, on that basis, selectively attracting quality and sustainable investment projects. At the same time, the technical infrastructure of industrial zones in the province has been gradually invested synchronously, creating clean land to attract investment in production and business.
The province also focuses on directing, supporting investment, and completing the basic information and communication infrastructure. Up to now, 100% of villages and hamlets in the commune have been covered by mobile phone signals. The rate of population covered by 4G mobile network is 100%. At the same time, it is necessary to eliminate the low-frequency areas of television and mobile phone signals; maintain 100% of households using safe electricity and improve the quality of electricity.
In addition, continue to direct investment, upgrade, and develop rural trade infrastructure, ethnic minority areas, mountainous areas, border areas, and islands, to meet the needs of trade and shopping for goods of people and tourists. Strive by 2030, communes in ethnic minority areas, mountainous areas, border areas, and islands of the province will have a synchronous, modern, interconnected, comprehensive socio-economic structure system, conveniently connected to the province's developed regions.
In the coming time, the province will focus on prioritizing the development of infrastructure, especially infrastructure serving production development and improving people's lives, including: Developing irrigation infrastructure to serve production development (renovating and upgrading irrigation works that have been invested in for a long time, but have now degraded and cannot ensure irrigation services, and investing in new irrigation works to expand and improve capacity and conditions to promote production development).
At the same time, focus on investing in, renovating and upgrading rural traffic routes in ethnic minority and mountainous areas that have degraded and have not yet met the requirements for circulation, regional and intra-regional connectivity, promoting production development, and improving people's lives...
Developing industry and services in special areas such as mountainous, border and island areas in Quang Ninh is not only an urgent task but also a long-term strategic direction. When infrastructure investment policies are synchronized, resources are concentrated and effectively promoted, along with the support of people and businesses, special areas will increasingly affirm their role as a new driving force for the economic and social development of the whole province. Success in developing industry and services not only contributes to improving people's lives but also creates a solid foundation for sustainable and inclusive development in the future.
