Following Ho Chi Minh City's expansion, the Thu Thiem New Urban Area continues to play a special role, both in terms of geographical location and development orientation. This new urban area is planned to become a new financial, economic , and cultural center, as well as a modern public space for the city. Therefore, completing the Thu Thiem New Urban Area according to the plan is directly linked to the requirements of urban spatial development, creating momentum for growth and demonstrating governance capacity in implementing major policies.
Regarding the development of the Thu Thiem New Urban Area, in 2020, the Ho Chi Minh City Party Committee issued Resolution 26 on focusing investment and construction to complete the project before 2030. The resolution sets the goal of focusing leadership and direction on rectifying shortcomings and violations; and continuing to mobilize resources to complete the Thu Thiem New Urban Area according to the set goals and schedule.
To concretize that orientation, key tasks associated with the Thu Thiem New Urban Area continue to be promoted, most recently the establishment of the International Financial Center. Locating the International Financial Center in the Thu Thiem New Urban Area facilitates attracting large capital flows and high-demand investors, enhancing the city's prestige. Simultaneously, a series of infrastructure, transportation, public space, and urban service projects are being implemented in a coordinated manner, aiming towards a modern, civilized urban area with a strong ripple effect.
The development process of the Thu Thiem New Urban Area also necessitates serious handling of existing problems. Following the conclusions of competent authorities, Ho Chi Minh City has organized numerous reviews and improvements to related policies to ensure the legitimate rights and interests of the people. Decision 70/2025 of the Ho Chi Minh City People's Committee has added several policies beneficial to the people.
At a public consultation session regarding the Thu Thiem New Urban Area on December 29, 2025, the Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, shared that the city has issued and implemented supplementary policies to ensure the legitimate rights and interests of the people within the legal framework. Listening to and acknowledging the opinions and difficulties of the people, Mr. Nguyen Van Duoc also affirmed that the city will seriously implement the conclusions of the Government Inspectorate and the directives of the Prime Minister.
Ho Chi Minh City leaders called on households to agree to and comply with the conclusions of the Government Inspectorate, creating conditions for the timely implementation of the Thu Thiem New Urban Area project, serving the common interests of the community and the sustainable development of Ho Chi Minh City. The city always strives to thoroughly address the people's requests, coupled with strengthening dialogue and consolidating consensus so that the city can continue to implement development tasks for the common good.
The process of completing the Thu Thiem New Urban Area demonstrates that development must be linked to discipline and the decisive handling of existing problems to avoid prolonged waste. When discipline is maintained, resources are used efficiently, and the legitimate rights and interests of the people are ensured, the Thu Thiem New Urban Area will become a model new development space, making a worthy contribution to the stature and position of Ho Chi Minh City in the new development phase.
