Developing the culture and people of Quang Ninh is one of the tasks that the province pays special attention to, identifying it as an important endogenous strength serving the province's rapid and sustainable growth.
For many years, the province has consistently combined rapid and sustainable economic development with cultural and human development, building a rich and distinctive local culture. The Resolution of the 15th Provincial Party Congress identified "Building a rich and distinctive Quang Ninh culture while rapidly narrowing the gap between rich and poor and regional disparities" as one of the three breakthroughs for the 2020-2030 period. The Provincial Party Committee issued Resolution No. 11-NQ/TU (dated March 9, 2018) "On building and developing Quang Ninh's culture and people to meet the requirements of sustainable development"; Resolution No. 17-NQ/TU (dated October 30, 2023) "On building and promoting the cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development"...
Under the close guidance of the province, Party committees, government agencies, the Fatherland Front, and political and social organizations in the province have concretized the tasks of developing Quang Ninh's culture and people into detailed plans, projects, and thematic studies, encompassing practical significance, implementation roles, objectives, and deliverables. Notable examples include: the development of the Project for the Preservation, Restoration, and Promotion of the Value of the System of Historical and Cultural Relics and Scenic Landscapes in the Province for the period 2020-2025, with a vision to 2030; and the Project for Digitizing Cultural Heritage in the Province. In addition, the province has completed and incorporated local educational materials into the curriculum for primary and secondary school students throughout the province, aiming to enhance the understanding and pride of the younger generation in the revolutionary traditions and rich history of the locality. Accordingly, on average, nearly 500 schools organize practical experience activities at historical sites throughout the province each year, with more than 200,000 students participating.
The "National Unity for Building a Culturally Rich Life" movement has developed extensively, vividly reflecting the realities of life and contributing to the enrichment of traditional cultural values in the regions and ethnic groups of the province. 1,542 out of 1,542 villages and neighborhoods have established village regulations and customs. Many exemplary collective and individual models in building a cultural environment, helping each other develop economically, and establishing a cultured and civilized lifestyle have been formed and effectively maintained. Through propaganda and mobilization to effectively implement village regulations and customs, people have gradually eliminated outdated customs and backward living habits; selectively adopting new cultural trends that suit the regional and local identity.
In 2024, Quang Ninh province chose the theme for the year's work as "Improving the quality of economic growth; developing culture and people with a rich Quang Ninh identity" to inspire a more proactive and decisive spirit in all levels, sectors, and localities. In the first nine months of 2024, Quang Ninh achieved a rate of 40.8% of people regularly participating in sports and physical training, and 24% of families participating in sports. This result was achieved thanks to the important role of the "National Movement for Physical Training Following the Example of the Great President Ho Chi Minh," which has been maintained and organized from the provincial to the grassroots level. Sports events and activities have developed strongly, diversely, and regularly. Notably, 12 provincial-level sports competitions have been organized since the beginning of 2024 (not including sports competitions organized at the district and commune levels). This brings about clear cultural, spiritual, and physical benefits for the majority of the population, contributing to improved health and cultural enjoyment, disease prevention, and the fight against social evils.
Many other criteria for cultural and human development in 2024 (Plan No. 67/KH-UBND dated March 8, 2024 of the Provincial People's Committee) were also completed ahead of schedule: 100% of students at all levels of general education have access to art education and cultural heritage; 100% of youth union members, students, and university students are educated on crime prevention and social evils; achieving 57.2 hospital beds and 15 doctors per 10,000 people; the health insurance participation rate reached 95.5% of the population... These impressive efforts and results further affirm Quang Ninh's consistent viewpoint: All development is directed towards the people, and the ultimate goal is the happiness of the people.
On September 12, 2024, the Standing Committee of the Quang Ninh Provincial Party Committee issued Regulation No. 1612-QD/TU on the implementation of workplace culture for officials, civil servants, and employees of Party, Fatherland Front, and socio-political organizations in the province. The regulation sets out requirements for officials, civil servants, and employees regarding work spirit and attitude; adherence to administrative discipline and order; ethics and lifestyle; standards of communication and conduct; and appropriate attire for the workplace when performing duties and in social relations. This is one of the important solutions to concretize the goals, content, and measures for building Vietnamese culture and people in general, and workplace culture in particular. |
