The Ministry of Justice has just announced the appraisal dossier of the Draft Decree stipulating a number of special allowance regimes for civil servants, public employees, workers and armed forces in public health facilities. The draft was developed by the Ministry of Health and is expected to be submitted to the Government in the fourth quarter of 2025.
According to the Ministry of Health , many current allowance levels were issued since 2011, and have now revealed many shortcomings when the basic salary nearly doubled (from 830,000 VND to 2,340,000 VND), but the allowance level has remained the same for the past 13 years.
The Ministry of Health assesses that current regulations are no longer suitable to reality and are not commensurate with the efforts, labor intensity and training of medical staff.
One of the notable highlights of the Draft is the proposal to increase surgical allowance and the procedure increased by 182% compared to the current level.
Specifically, for special surgeries, the allowance for the main surgeon and the assistant anesthesia and resuscitation or the main anesthesia is proposed to increase from 280,000 VND to 790,000 VND. The surgical assistant and anesthesia assistant can receive 565,000 VND, and the assistant in special surgeries will also receive 340,000 VND.
The allowances for type I, II and III surgeries are also adjusted to VND355,000, VND185,000 and VND140,000 respectively. For medical procedures, the allowance is 30% of the same type of surgery.

In addition, the 24/7 on-call allowance is also adjusted according to hospital class:
325,000 VND/person/session applies to special and first-class hospitals such as Bach Mai, Cho Ray, Viet Duc... 255,000 VND for second-class medical facilities and forensic and appraisal units of the police and defense sectors. 185,000 VND for the remaining medical facilities, outpatient emergency centers and coordination centers organ donation. 70,000 VND for commune health stations, infirmaries, facilities for caring for wounded and sick soldiers...
The on-duty allowance can be multiplied if on duty in a special area (1.5 times), on duty on holidays (1.3 times) or on duty on holidays and Tet (1.8 times).
The draft also mentions a monthly support regime for village and residential group health workers and village midwives – forces that play an important role in the frontline of people's health care, especially in remote areas.
Previously, many voters and National Assembly deputies continuously proposed to increase allowances for the health sector. The Ministry of Health also said that this adjustment not only ensures a minimum standard of living but is also a necessary step to motivate and encourage medical staff, especially at the front line - where there is a serious shortage of human resources.
Minister of Health Dao Hong Lan affirmed that the proposed salary level in the draft is carefully calculated, suitable for practice, and contributes to attracting and retaining human resources for the medical sector in the current challenging context.
