According to Decision No. 5105/QD-UBND , the Hoa Lac Urban Subdivision Planning (HL4) , at a scale of 1/2000, covers the communes of Tien Xuan and Thach Hoa in Thach That district, and the communes of Dong Xuan, Phu Man, and Phu Cat in Quoc Oai district. To the north is the Hoa Lac - Hoa Binh Expressway (existing Provincial Road 84); to the west is the Hoa Lac Urban Subdivision (HL3); to the south is the Ho Chi Minh Highway and the Hoa Lac Urban Subdivision (HL5); and to the east is the current National Highway 21 and the Hoa Lac Urban Subdivision (HL6).

The planning study covers an area of ​​approximately 1,879.83 hectares. The projected population is approximately 145,000 people. The Hoa Lac urban sub-area planning (HL4) is one of three urban sub-areas within the ecological urban area as defined by the Hoa Lac urban master plan. It is designated as the central area of ​​the Hoa Lac urban area, fostering new urban development. The plan includes the construction of urban railway line No. 5 along the extended Thang Long Boulevard and its stations. It also includes the construction of a railway line connecting the satellite cities of Son Tay - Hoa Lac - Xuan Mai along National Highway 21 and its stations.

The Ho Chi Minh Highway is an external transportation route for the entire city of Hanoi and the Hoa Lac urban area. The section passing through Hanoi also serves as the capital's Ring Road 5, with a typical corridor width of B=120m (6 express lanes and parallel service roads on both sides) and implemented according to an investment project approved by the competent authority. The Hoa Lac - Hoa Binh Expressway is an expressway extending from Thang Long Boulevard to Hoa Binh city, with a typical corridor width of B=120-180m (6 express lanes and parallel service roads on both sides). Section 21, passing through the Hoa Lac urban area, has been renovated and expanded to serve as the main urban artery, with a cross-section width of 80m, 12 lanes including 4 parallel service roads on both sides.

The Hanoi People's Committee assigns the Hanoi Department of Planning and Architecture the responsibility for appraising and verifying the planning drawings for the Hoa Lac urban sub-area (HL4), at a scale of 1/2000, and the regulations for managing the planning project in accordance with this Decision; and for archiving the project documents as prescribed.

The Institute of Construction Planning, in coordination with the People's Committees of Thach That and Quoc Oai districts, will organize the public announcement of the approved planning project at the local level so that relevant organizations, agencies, and the public can be informed and implement it.

The People's Committees of Thach That and Quoc Oai districts; the People's Committees of Tien Xuan and Thach Hoa communes in Thach That district; Dong Xuan, Phu Man, and Phu Cat communes in Quoc Oai district; and the Inspectorate of the Department of Construction are responsible for inspecting, supervising, and managing construction in accordance with the planning; and handling cases of construction violating the planning according to their authority and the provisions of the law.

The planning study covers an area of ​​approximately 1,101.10 hectares. The population is estimated at around 75,000 people. The Hoa Lac urban sub-area (HL5) is one of three urban sub-areas within the ecological urban area as defined in the Hoa Lac urban master plan. It is characterized as an environmentally friendly ecological urban area with a natural landscape, integrated social and technical infrastructure, forming a civilized and modern urban area while maintaining the structure of existing residential areas and villages. It comprises five planning zones: Zone HL5-1, with an area of ​​approximately 309.55 hectares and a population of approximately 20,500 people, is oriented towards urban development while also utilizing the mountainous and water spaces for recreation, recreation, and ecological activities in the Dun Mountain area. Area HL5-2 covers approximately 244.47 hectares, with a population of about 17,350 people. It is oriented as an urban development area integrated with the local landscape, utilizing the mountainous and water spaces for recreation, picnics, and the ecological environment of So Mountain; Area HL5-3 covers approximately 158.13 hectares, with a population of about 18,300 people. It is oriented as an urban development area integrated with the local landscape, and within the planning area, a portion of the city's independent concentrated social housing area is planned; Area HL5-4 covers approximately 127.37 hectares, with a population of about 8,650 people. It is oriented as an urban development area integrated with the local landscape. The HL5-5 area covers approximately 155.14 hectares, with a population of about 10,650 people. It is oriented as an urban development area, simultaneously developing according to the TOD (Transit-Oriented Development) model, taking advantage of the Metro Line 5 station. Within the planning area, a portion of the city's independent, concentrated social housing area is planned. In addition to the five planned areas, there are also major urban arterial roads (Ho Chi Minh Highway, National Highway 21), etc., with a total area of ​​approximately 115.44 hectares.

The Hanoi People's Committee assigns the Hanoi Department of Planning and Architecture to verify the planning drawings for the Hoa Lac urban sub-area (HL5), at a scale of 1/2000, and the regulations for managing the planning project in accordance with the content of this Decision; and to archive the project documents as prescribed.
