According to the Decision, the two adjacent planning zones, designated KKD and CX8, are located within the boundaries of Bach Mai Hospital, in Phuong Mai Ward, Dong Da District; bordered to the North by the hospital's internal road, to the Southwest by the CX-9 land plot, to the East by the planned internal road, and to the West by the CX-5, CX-9 land plots and the planned internal road. The scope of the study for the local adjustment of the detailed planning covers a total area of approximately 18,057.1 m2, of which: Planning zone KKD has an area of approximately 14,353.4 m2 , and planning zone CX8 has an area of approximately 3,703.7 m2 .
The purpose of this adjustment is to align with the requirements for adjusting the investment policy of the project approved by the Ministry of Health in Decision No. 1913/QD-BYT dated July 5, 2024. Simultaneously, it aims to more effectively utilize the land, meet the increasing demand for medical examination and treatment at leading hospitals nationwide and in the region, and provide a legal basis for establishing the investment project in accordance with the approved plan. It also serves as a basis for management agencies and local authorities to manage construction in accordance with the law.
Accordingly, the floor area of the Outpatient Clinic building will be increased by 11,607 m² (from 68,990 m² to 80,597 m² ); the height of the Outpatient Clinic building will be increased by 2 floors (from 3 to 5 floors); and 3 basement floors will be added.
The parking needs are met within the Bach Mai Hospital site according to the detailed planning, scale 1/500, approved by the Hanoi People's Committee in Decision No. 1217/QD-UBND dated April 8, 2022, with 7 parking lots (including: 3 ground-level lots with an area of 9,443.5m² and 4 underground lots, 3 basement levels with a total area of 73,941m² ) , totaling 83,384.5m².
The People's Committee of Hanoi City assigns Bach Mai Hospital and the consulting unit responsible for the local adjustment of the planning to be legally responsible for the organization of the preparation (including the process; scope, subjects, time, form, summary results... opinions of relevant agencies, organizations, individuals and the community), quality, data accuracy, consistency, and uniformity with the drawing and explanatory system. They are also responsible for updating and reflecting the adjusted contents in the Bach Mai Hospital detailed planning document, scale 1/500 (already approved), to implement the steps according to the prescribed process.
The Department of Planning and Architecture shall inspect and verify that the drawings for the local adjustment of the detailed planning of Bach Mai Hospital, at a scale of 1/500, in the planning zones coded KKD and CX8 mentioned above, comply with this Decision; and archive the documents as prescribed.
The People's Committee of Dong Da District, in coordination with Bach Mai Hospital and the Department of Planning and Architecture, will publicly announce the local adjustments to the approved detailed planning so that relevant organizations, agencies, and the public are aware and can implement them.
The People's Committee of Dong Da District, the People's Committee of Phuong Mai Ward, and the Inspectorate of the Department of Construction are responsible for inspecting and supervising construction according to the approved plan, and handling cases of construction violating the plan according to their authority and the provisions of the law.
