Approve the National Strategy on Attracting and Utilizing Talent.

By 2025, the target is to attract approximately 10% of the total number of new recruits to work in state agencies, organizations, and units.

The overall objective of the Strategy is to build and effectively implement strong, breakthrough policies and solutions to attract and utilize talent (both domestic and international) by 2030, with a vision to 2050, especially in key sectors and fields such as: science and technology; education and training; culture; social sciences; health; information and communication; digital transformation...

This will contribute to accelerating the country's industrialization and modernization process and international integration, achieving the goal of Vietnam becoming a developing country with modern industry and high middle income by 2030, and a developed country with high income, a just, democratic, and civilized society by 2050.

The specific target by the end of June 2024 is to achieve 100% of ministries, sectors, and localities issuing plans to attract and utilize talent in accordance with the National Strategy and practical requirements, with a focus on key areas, especially leading sectors and fields with advantages.

By 2025, the goal is to attract approximately 10% of the total number of new recruits to work in state agencies, organizations, and units.

The goal by 2030, with a vision towards 2050, is to maintain the proportion of talented individuals attracted to work in state agencies, organizations, and units at no less than 20% of the total number of new recruitments annually.

The goal is to achieve 100% retention of recognized talents within 5 years of being recruited and employed in state agencies, organizations, and units; the percentage of talents trained and nurtured in the field of science and technology will reach 30% by 2025, 60% by 2030, and ultimately 100% by 2050.

Encouraging, identifying, and recommending talent.

One of the tasks and solutions of the Strategy is to encourage, identify, and recommend talented individuals.

Specifically, talent search aims to identify individuals with high moral character and exemplary lifestyles; a desire to contribute and serve the nation and its people; outstanding skills and creative abilities; and exceptional achievements, accomplishments, merits, or contributions that lead to the progress and development of a field, industry, locality, or country. This process is conducted across various sectors and fields of social life and focuses on the following four groups:

- Students with excellent academic achievements, graduating with distinction or excellence, and possessing outstanding qualities and talents from educational and training institutions.

- Individuals holding master's, doctoral, professorial, or associate professorial degrees, with recognized research works and highly effective applications in real life.

- Officials, civil servants, and employees working in agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, and political and social organizations who possess outstanding capabilities and consistently perform their duties and public service well or excellently.

- Individuals with outstanding qualifications, abilities, and practical experience working in various fields, regions, and locations, both domestically and internationally.

Encourage and emphasize the responsibility of those who introduce and recommend talented individuals; ensure openness, transparency, and democracy in the introduction, recommendation, and recognition of talent.

Promote the role and responsibility of the Vietnam Fatherland Front, political-social organizations, political-social-professional organizations, social organizations, and social-professional organizations in identifying, introducing, and recommending talented individuals. Ministries, sectors, and localities should proactively and actively coordinate with educational and training institutions to promptly identify young talents among students.

Improving quality and creating breakthroughs in training and nurturing talent.

Another task and solution of the Strategy is to improve quality and create breakthroughs in training and nurturing talent.

Specifically, this involves reforming training and development programs in various industries and fields to maximize the development of capabilities, specialized talents, and outstanding abilities of individuals.

Enhance the talent development capacity of training institutions. Strongly develop a few key universities in Vietnam into leading institutions in the region. Assemble and develop a team of lecturers participating in talent training programs who are leading experts, educators, scientists, leaders, managers, and businesspeople with high qualifications, experience, and prestige both domestically and internationally; focus on inviting leading professors and experts of Vietnamese origin to return to work and teach in Vietnam. Implement policies to encourage non-public educational institutions to participate in research and training of high-quality human resources for the country.

Develop programs and plans for cooperation and linkages with highly reputable foreign educational and training institutions worldwide to train and nurture talent according to regional and international needs and standards.

Creating favorable learning and research conditions, providing opportunities for interaction, challenges, and training so that young talents, especially high school and university graduates with excellent or outstanding grades, have the chance to develop their abilities and strengths.

Strengthening the capacity of public service units in the fields of scientific research, technology, education, health, culture, social sciences, and other key areas through training, fostering, and providing high-quality human resources and talents to serve the cause of industrialization and modernization of the country.
