Accordingly, the scope is the entire administrative boundary of Dinh Lap district, with a total natural area of 118,954.87 hectares. The boundaries include: the north borders Loc Binh district and Guangxi Zhuang Autonomous Region - China; the east borders Binh Lieu district and Tien Yen district - Quang Ninh province; the southwest borders Son Dong district - Bac Giang province; the south borders Ba Che district - Quang Ninh province. The current population in 2023 is 29,481 people.

It is forecasted that by 2030 the population in the area will reach about 36,500 people, and by 2040 it will reach about 47,000 people. The planning period is short-term to 2030; long-term to 2040 and vision to 2050.

The goal is to specify the provincial planning, the overall planning for the development of the urban system of Lang Son. Promote the strengths of the district's strategic location, the potentials of industry, trade, services, culture, ecology and landscape to create economic growth, enhance the role and position of the district.

The study proposes a model for urban-rural spatial development in the district, determines the scale of the urban system, plans for upgrading, new construction, and urban classification... on the basis of exploiting the unique advantages of Dinh Lap district to promote the development of key economic sectors.

Proposing the allocation of functional development space, social infrastructure system, organizing traffic development and allocating technical infrastructure works, organizing sustainable environment in urban and rural areas. Protecting the environment, cultural and historical heritage, natural landscapes. Preserving and developing local cultural identity. Creating a legal basis for implementing and managing urban planning, new rural construction planning, functional area planning to create a premise to attract investment for development in the district.

The spatial development orientation is to form 02 urban areas in the district. In which, development area 1 (Dinh Lap town urban area) covers Dinh Lap town and part of Dinh Lap commune. The nature is a district town, a district-level administrative center for economy, finance, culture,education , training, health, tourism, science and technology; is a traffic hub of the southeast gateway of Lang Son province. With a scale of 1,572 hectares, the population by 2030 is about 7,000 people, by 2040 is about 10,000 people. The orientation of Dinh Lap town expansion is the center of the district and a type V urban town in the period of 2021-2030.

Development area 2 (Thai Binh Farm urban area) covers Thai Binh Farm town and part of Thai Binh commune and Cuong Loi commune. It is the center of socio-economics, industry - handicrafts, trade services, agriculture - forestry - agriculture of the western area of Dinh Lap district, playing a role in promoting socio-economic development of the area and neighboring communes. With a scale of 1,160 hectares, the population by 2030 is about 4,000 people, by 2040 is about 7,000 people. The orientation of Thai Binh Farm town expansion is a type V urban area.
